This book was released on 2015 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee says during the pause in the Home Office's review of the police funding formula, an independent panel of accounting firms, financial experts and the College of Policing should be appointed to assist the Home Office in formulating revised proposals. The review process was paused after Home Office officials made serious errors in calculating the funding allocations for police force areas. These errors resulted in forces who had been advised they would be "winners" under the new funding allocation finding they are in fact facing cuts, and vice versa.

Book excerpt: UKVI altered its service standards timetable so that a higher proportion of new straightforward claims for asylum are given an initial decision within six months. This is at the same time as the number of applications is rising. The total number of main applications in the year ending September 2015 was 19% higher than in the year ending September 2014. In Q3 2015 the number of main applicants and dependants reached 12,028 compared to 7,567 in Q2 2015. The number of asylum applications surpassed the number of decisions made in Q3 2015. We are concerned that the department may not be able to maintain the service levels it has set itself on initial decisions for new asylum claims within 6 months. To do so may require further funding and resources. We recommend that the Home Office reconsider its country guidance on Eritrea, taking into account the findings of the Independent Advisory Group on Country of Origin Information. We will continue to monitor closely the proportion of successful and unsuccessful asylum applications from Eritreans

Available in PDF, EPUB and Kindle. Book excerpt: This succinct, tightly-written book offers a critical examination of the key issues facing policing in modern Britain. Those issues can be summarised in the following way: how is the apparently insatiable demand by the public for more policing and better protection to be satisfied, given the continued limits on public spending; that there is concern that what the public demands may not have a significant effect on crime levels; and that further extension of police powers and the reach of the law could themselves have unwanted consequences. All these questions are posed and answered on the basis of the wealth of research and operational evidence gathered by the police service itself, the Home Office, and independent researchers.

Available in PDF, EPUB and Kindle. Book excerpt: If you could change one part of the criminal law, what would it be? The editors put this question to nine leading academics and practitioners. The first nine chapters of the collection present their responses in the form of legal reform proposals, with topics ranging across criminal law, criminal justice and evidence – including confiscation, control orders, criminal attempts, homicide, assisted dying, the special status of children, time restrictions on prosecution, the right to silence, and special measures in court. Each chapter is followed by a comment from a different author, providing an additional expert view on each reform proposal. Finally, the last two chapters broaden the debate to discuss criminal law reform in general, examining various reform bodies and mechanisms across England, Wales and Scotland. Criminal Law Reform Now highlights and explores the current reform debates that matter most to legal experts, with each chapter making a case for positive change.

Individuals representing the fingerprint, academic, and scientific communities met in Chicago, Illinois, for a day and a half to discuss the state of fingerprint identification with a view toward the challenges raised by Daubert issues. The meeting was a joint project between the International Association for Identification (IAI) and West Virginia University (WVU). One recommendation that came out of that meeting was a suggestion to create a sourcebook for friction ridge examiners, that is, a single source of researched information regarding the subject. This sourcebook would provide educational, training, and research information for the international scientific community.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1979, Inequality, Crime, and Public Policy integrates and interprets the vast corpus of existing research on social class, slums, and crime, and presents its own findings on these matters. It explores two major questions. First, do policies designed to redistribute wealth and power within capitalist societies have effects upon crime? Second, do policies created to overcome the residential segregation of social classes have effects on crime? The book provides a brilliantly comprehensive and systematic review of the empirical evidence to support or refute the classic theories of Engles, Bonger, Merton, Cloward and Ohlin, Cohen, Miller, Shaw and McKay, amongst many others. Braithwaite confronts these theories with evidence of the extent and nature of white collar crime, and a consideration of the way law enhancement and law enforcement might serve class interest.

Available in PDF, EPUB and Kindle. Book excerpt: One of the most vexing issues that has faced the international community since the end of the Cold War has been the use of force by the United Nations peacekeeping forces. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.

In this timely Handbook, leading scholars from around the world explore the challenges presented by infrastructure PPPs, and contemplate what lies ahead as governments balance the need to provide innovative new infrastructure against the requirement for good public governance. This Handbook builds on a range of exciting theoretical lenses that span several disciplinary boundaries. It presents innovative insights and informed perspectives from an international base of empirical evidence. This essential Handbook will prove an invaluable reference work for academics, advanced post-graduate students and commentators of PPPs, as well as professionals, infrastructure regulators and government policy advisors.

Book excerpt: The Global Study on Homicide 2013 is based on comprehensive data from more than 200 countries/territories, and examines and analyses patterns and trends in homicide at the global, regional, national and sub-national levels. Such analysis is fundamental to understanding the various factors and dynamics that drive homicide, so that measures can be developed to reduce violent crime. The Study provides a typology of homicide, including homicide related to crime, coexistence-related homicide, and socio-political homicide. The nature of crime in several countries emerging from conflict, the role of various mechanisms in killing, and the response of the criminal justice system to homicide are also analyzed. A further chapter examines homicide at the sub-national level, and includes analysis at the city-level for selected global cities.
