In Hawaii, the priorities in the 2010 publication of Hawaiian Archipelago' Coral Reef Management Priorities (henceforth, the "Priority Setting Document," or "PSD") were largely created in support of the ongoing development of the Hawaii Coral Reef Strategy: Priorities for Management in the Main Hawaiian Islands 2010-2020 (henceforth, the "Strategy") and The Papahānaumokuākea Marine National Monument Management Plan. Given that, the Strategy was the main lens for the capacity assessment process. For the purposes of this assessment, our scope included exclusively the Main Hawaiian Islands (also referred to as Hawaii and State of Hawaii as distinctive terms that are more appropriate in a given context). The Strategy includes, in Section 6, a brief summary of governance capacity issues in Hawaii entitled "Capacity Gaps." In this section, the Strategy states that, "The HCRS [the Strategy] cannot be implemented effectively without addressing capacity gaps in coral reef management." In September 2011, NOAA CRCP hired SustainaMetrix to conduct a more detailed assessment across all seven coral jurisdictions including Hawaii, which expands on this initial effort to address capacity gaps in ecosystem governance for coral reef management in Hawaii. This report summarizes the findings of our capacity assessment conducted in Hawaii between September 2012 and April 2013, including a 14-day site visit to Hawaii from November 26 to December 10, 2012, the review of over 140 background documents, over 65 interviews, and ongoing collaboration with the Hawaii Jurisdictional Capacity Assessment Team (J-CAT)"--Page 14 (Introduction).

Book excerpt: "The NOAA Coral Reef Conservation Program (CRCP), NOAA Habitat Blueprint, and Sentinel Site Program have an overlapping Focus Area on the west side of the Island of Hawai'i that includes the South Kohala coastline. The Habitat Blueprint and Sentinel Sites focus areas have merged into a single effort. In addition, the NOAA Hawaiian Islands Humpback Whale National Marine Sanctuary and the West Hawaii Integrated Ecosystem Assessment Program both support and are supported by the focus area initiative. Nearly a quarter of the coral and fish species in Hawaii are endemic (i.e., can only be found in the Hawaiian Islands) and South Kohala contains one of the longest contiguous coral reefs in the state. Coral reefs are of critical importance to the communities and environment of West Hawai'i, and supporting the resilience of reefs is a goal within many management plans in the area. Coral reef resilience is the capacity of a reef to resist or recover from degradation and maintain provision of ecosystem goods and services. Resilience-based management of coral reefs can include assessing spatial variation in resilience potential and then targeting and tailoring appropriate actions to preserve or restore resilience. The assessments involve measuring or assessing resilience indicators (e.g., coral disease, coral recruitment and herbivorous fish biomass) and producing an aggregate score that expresses resilience potential for all sites as relative to the site with the highest (assessed) resilience potential. Our project team assessed the relative resilience potential of reef sites at two depths along priority areas of South Kohala and North Kona in October of 2015. The surveys were conducted as a collaborative effort with the Hawai'i Division of Aquatic Resources (DAR), The Nature Conservancy, NOAA Coral Reef Ecosystem Program, and community organizations. While conducting the resilience surveys, the project team also assessed coral bleaching prevalence and severity as well as coral disease prevalence. By October 2015, NOAA Coral Reef Watch confirmed that West Hawai'i experienced greater thermal stress than anywhere else in the Hawaiian Archipelago that year. This report presents results from the resilience and bleaching surveys, which forms year 1 of a 2-year project. During Year 2 (Oct. 2016-Sept. 2017) our team will use the resilience analysis outputs to identify, discuss (with stakeholders and community members), and prioritize recommended potential management actions to support the resilience of coral reefs in the Focus Area"--Introduction. Rising ocean temperatures have caused large-scale bleaching and mortality in corals worldwide, jeopardizing marine biodiversity, coastal infrastructure, and livelihoods in fishing and tourism. This dissertation seeks to understand the conditions under which nearshore corals survive and rebound after heatwaves in the Hawaiian Islands and local management strategies for protecting reefs threatened by climate change. I use a combination of high-resolution remote sensing and field methods to analyze coastal interactions that affect coral survival during, and recovery after, ocean heatwaves. I first analyze the effect of sediment runoff on coral bleaching. I use high-resolution satellite imagery to map sediment runoff across five islands during an ocean heatwave in Hawaiʻi, and measure the effect of turbidity on coral bleaching under different coastal land-use classes. Next, I analyze larval flow and juvenile coral growth in the coastal zone to identify conditions for coral regrowth after bleaching events. Finally, I assess drivers of coastal business participation in a possible "coral insurance" program that is designed to engage the private sector in funding coral restoration in Hawaiʻi. The outcomes of this research indicate specific actions that local communities can take to improve coral reef resilience and recovery under climate change.

With a changing climate and an ever increasing anthropogenic strain, protecting our oceans for future generations is vital. Coral reefs are some of the most productive ecosystems on earth, and in order to protect them we need to gain a deeper understanding of the biological and physical dynamics that govern species distributions and survival. This dissertation aims to explore larval dispersal and population connectivity in the Hawaiian Archipelago. To effectively manage coral reef ecosystems, it is imperative to understand where the new generation comes from. To gain insight into the drivers behind observed larval distribution patterns I ground-truthed a biophysical model with in situ larval distributions obtained during midwater trawling off the coast of West Hawai'i Island. I was able to show that a connectivity model explained observed larval abundances and distributions of the yellow tang, Zebrasoma flavescens, to a significant degree. The dispersal model also showed that successful larvae most likely inhabit the deeper waters around 100 m for optimum settlement success and that larvae can travel from one end of the Main Hawaiian Islands to the other in 45 days. The groundtruthed model allowed me to explore modeled potential connectivity in the Hawaiian Archipelago and generate a comprehensive estimate of connectivity of passive particles for the region. Genetic population connectivity has been studied extensively in the Hawaiian Archipelago, but to date no study has looked at large scale modeled larval connectivity patterns. By comparing genetic population connectivity patterns with modeled larval connectivity patterns driven by the physical environment we can begin to understand drivers of population connectivity. I found that modeled self-recruitment was high throughout the archipelago. This is important because being able to provide your own young makes a population less reliant on outside sources of genes and larvae. Results from the biophysical model indicate that connectivity in the NWHI is predominantly driven by physical factors e.g. ocean currents. Connectivity patterns in the Main Hawaiian Islands are not explained by the physical oceanographic environment, rather, biological and anthropogenic factors are likely important for dispersal. The biophysical model identified distinct breaks in the archipelago where larval exchange is limited, and I was able to describe the directionality and relative size of dispersal between the MHI and the NWHI. Understanding larval exchange between the MHI and NWHI is important because the MHI are heavily fished while the NWHI are protected as part of one of the largest marine protected areas in the world, Papahānaumokuākea Marine National Monument. In the final part of this work I investigate how El Nino Southern Oscillation (ENSO) change connectivity patterns in the Hawaiian Archipelago. Having a deeper understanding of changes in connectivity during relatively extreme events such as ENSO allows us to better plan for management in a changing climate. The study showed that unique connectivity pathways open up between the Hawaiian Archipelago and Johnston Atoll during El Niño events providing a pathway for larval exchange between the Hawaiian Archipelago and other islands in the Pacific Ocean. During La Niña years Johnston Atoll acts as an outpost, with modeled connectivity pathways opening up from Hawai'i towards Johnston Atoll. El Niño years had longer mean dispersal distances, and more larvae that traveled further, compared with normal and La Niña years. These periodic long distance dispersal events may contribute to the exchange of genes between distant populations, and allowing greater genetic diversity and potentially building resilience towards changing environments.
