Book excerpt: This Handbook presents a broad yet nuanced portrait of the Hashemite Kingdom of Jordan, its socio-political rifts, economic challenges, foreign policy priorities and historical complexities. The Hashemite Kingdom of Jordan has traditionally been an oasis of peace and stability in the ever-turbulent Middle East. The political ambitions of regional powers, often expressed in the form of territorial aggrandisement, have followed the Hashemites like an inseparable shadow. The scarcity of natural resources, especially water, has been compounded by the periodic influx of refugees from its neighbours. As a result, many—Arab and non-Arab alike—have questioned the longevity and survival of Jordan. These uncertainties were compounded when the founding ruler, King Abdullah I, became involved in the nascent Palestinian problem at the end of World War II. The annexation of the eastern part of Mandate Palestine or the West Bank in the wake of the 1948 War transformed the Jordanian demography and sowed the seeds of an uneasy relationship with the Palestinian component of its population, citizens, residents and refugees. Though better natural resources and stronger leaders have not ensured political stability in many Arab and non-Arab countries, Jordan has been an exception. Indeed, since its formation as an Emirate by the British in 1921, the Kingdom has seen only four rulers, a testimony to the sagacity and political foresight of the Hashemites. The Hashemites have managed to sustain the semi-rentier model primarily through international aid and assistance, which in turn inhibits Jordan from pursuing rapid political and economic reforms. Though a liberal, multi-religious and multicultural society, Jordan has been hampered by social cleavages especially between the tribal population and the forces of modernization.

Available in PDF, EPUB and Kindle. Book excerpt: As a result of the uprisings that spread across the Middle East and North Africa in late 2010 and 2011, the issue of state public violence against both men and women dominated the headlines. But gender-based violence, in both its public and private forms, has for the most part remained unnoticed and is often ignored. The forms that this kind of violence can take are influenced by cultural norms and religious beliefs, as well as economic and political circumstances. In 'Gender and Violence in Islamic Societies', violence is perceived not only as physical harm, but includes various forms of violence directed at women because they are women. These include segregation in the workplace and limiting women's access to wealth, gender stereotyping in the media and education, verbal aggression and humiliation, control of women's finances and income, forced veiling, restricted access to education and health. Gender-based violence is thus analysed in its various forms and localities, encompassing both the public and private spheres: within the family, the general community,at work and in various state institutions. Here, Zahia Smail Salhi brings together a wide range of examples of gender-based violence across the Middle East and North Africa, from discrimination in the workplace in Jordan to the physical abuse of underage domestic workers in Morocco, and from psychological and verbal violence against women in Tunisia and Algeria to the practice of female genital mutilation in Egypt. The evidence demonstrates that the violence, far from being of universal character across the region, is instead diverse, in both its intensity and in the processes of addressing such violence.

Book excerpt: This book reviews the experience of the MENA region with poverty and human development since the mid-1980s. It finds that poverty rates did not decline by much during this period while health and education indicators improved substantially. The stagnation of poverty rates is ascribed to the stagnation of the region's economies during this period while the improvement in human indicators is likely due to several factors including improvement in the delivery of public health and education services.

Available in PDF, EPUB and Kindle. Book excerpt: The economies in the Middle East and North Africa (MENA) region are diverse in many ways, making it difficult to develop a common social protection strategy. Countries differ in size and per capita income. There are differences between urban/rural populations, agricultural/non-farm employment, and the structure of output between oil/non-oil economies. However, the countries of the MENA region share key socioeconomic characteristics and their social protection systems also confront similar design and implementation problems. This report provides a framework for an integrated approach to social protection. It also proposes general recommendations to guide the reform of social protection systems in the MENA region. The report is organized into four chapters which cover highlighting social risks and policy challenges; evaluating formal and informal social protection systems in the MENA region; strategic directions for enhancing these social protection systems; and the World Bank's contribution to social protection in the MENA region. The aim of this report is to contribute to a better-informed and more focused debate on social protection at the national, regional, and international levels.

Book excerpt: A Brookings Institution Press and Inter-American Development Bank publication The poor in developing countries are particularly vulnerable to adverse shocks. They have little or no access to public social insurance, are unlikely to save in adequate amounts to rely fully on self-insurance or informal insurance, face restricted access to private market insurance or credit mechanisms, and have little or no political voice to demand the protection of safety net programs. In this book, the authors analyze the best ways to help the poor manage risks such as health shocks, unemployment, sudden drops in income, and old age. Unemployment benefits, employment programs, means-tested social assistance, social investment funds, and micro-finance for consumption-smoothing purposes are the leading options considered. The book provides a careful assessment of issues that governments need to address in the process of designing appropriate safety nets.

Available in PDF, EPUB and Kindle. Book excerpt: This evaluation, prepared in collaboration with the Islamic Development Bank, looks at the effectiveness of World Bank assistance to Jordan during the 1990s, from three perspectives: an analysis of the World Bank's services and products, development impact, and the contribution of the Bank and its development partners to development outcomes. The World Bank's strategy since 1990, based on wide-ranging and influential analytic and advisory activities, was to support macroeconomic stabilization and pro-market structural reforms to foster growth. The increased focus on the social sectors was aligned with the Millennium Development Goals (MDGs). The strategy was relevant to the government's priorities outlined in a series of five-year economic and social development plans. The Bank's programs, in particular, were successful in promoting policy reforms. Substantial tariff, trade and financial sector reforms, together with the removal of disincentives for investment and the privatization of government enterprises, were achieved. Bank assistance also contributed to significant progress in the agriculture, water and social sectors. With Bank support, Jordan made excellent progress in almost all areas covered by the MDGs, and is likely to meet the target levels by 2015. However, these gains have been achieved in an inefficient manner and the cost in terms of public expenditures has been relatively high. Recommendations outline much needed public sector reform, for despite some public expenditures being curtailed, the country's vulnerability to external shocks remains high, and the potential for regional instability is also considerable. Future Bank assistance should focus on public expenditure restructuring, enhanced water management and conservation, and poverty reduction.
