The military’s problem with sexual harassment and sexual assault is proof that too many small units have unhealthy command climates. This report addresses accountability, climate and culture, prevention, and support and care of victims. These pillars are equally important—and therefore interdependent—in stopping sexual harassment and sexual assault in the military. Each must receive constant attention by commanders and enlisted leaders. Focusing on these issues cannot be seen by leaders as a distraction from the warfighting mission; indeed, if the military is to succeed in that mission, it cannot fail to address sexual harassment and sexual assault. Leaders have many responsibilities that demand their attention, but they cannot take days off from stopping the degradation of some Service members by others.

Book excerpt: Total defence, as a concept, combines and extends military and civil defence: in a state of war or emergency, all social institutions mobilize to defend the state. Total defence forces, led by a diverse workforce of defence and security professionals, are critical to both national defence and international security goals. Total Defence Forces in the Twenty-First Century looks at the various groups that make up this workforce: members of the military’s regular force, reservists, defence civil servants, and contractors working for private military and security companies. When civilian staff and military personnel work towards a common goal, their distinct professional cultures and identities can make integration challenging. Despite the often high levels of partnership, underlying differences affect the quality of the collaboration and, ultimately, organizational and operational effectiveness. Defence ministries around the world are increasingly recognizing the importance of optimizing the ways in which they employ and integrate civilian and military personnel. This volume focuses on a critical question: what are the main challenges to workforce integration and collaboration, and how can such challenges be overcome to deliver the full potential of the total defence force? Together, scholars and practitioners provide some answers.

Book excerpt: This book analyzes the harms related to whistleblower retaliation, its psychosocial impacts on employees, and the institutional dysfunction it creates and perpetuates. Stigma and biases against whistleblowers interfere with their ability to make protected disclosures when harm to others is at stake. Retaliatory toxic tactics create an atmosphere and corporate culture that embodies fear and encourages bystander behavior. In this book, the authors explore psychosocial impacts across domains that include financial, legal, social, physical, and emotional well-being. Ten of the 14 chapters specifically examine the toxic tactics of retaliation: gaslighting, mobbing, marginalizing, shunning, devaluing, double-binding, career blocking, counter-accusing, bullying, and doxxing. These toxic tactics are the building blocks of workplace traumatic stress (WTS) and can lead to posttraumatic stress disorder (PTSD), depression, substance abuse, and suicide. WTS is a term that differentiates between workplace violence or job stress, which can be components of WTS but do not fully describe the systemic hostile work environment that targets an employee. Understanding WTS and how it disrupts identity, causes moral injury, and shatters world views are important aspects for clinicians treating clients who are victims of this kind of hostile work environment. The Psychosocial Impacts of Whistleblower Retaliation is a useful resource offering a new way for social workers, mental health providers, advocates, and other support services professionals and practitioners to assist whistleblowers. It helps clinicians understand how to view patients suffering from whistleblower retaliation and gives them a lexicon for forensic evaluations. Lawyers, especially those specializing in employment, labor, and Qui Tam cases, also could benefit from having a means to describe the psychosocial impacts of retaliation and WTS on their clients when filing for compensatory damages for pain and suffering during judicial proceedings. Finally, the book could appeal to employees and managers, human resources professionals, victim rights advocates, elected officials, media personnel, and other professionals who are interested in learning more about whistleblower retaliation and its psychosocial and cultural implications.

Book excerpt: This book provides a chronology of the 68th Nebraska Symposium on Motivation, which is focused on contemporary research knowledge about sexual violence and alcohol use. This book is more specific to dating and intimate partner sexual violence in young adult populations. The target audience is researchers, prevention agencies and policymakers within academia and military settings. Alcohol use has long been recognized as a major contributor to sexual assault, with an estimated 50% of sexual assaults in the U.S. involving drinking by the victim, perpetrator, or both. Beyond the usual harmful effects, alcohol-involved assaults are associated with unique sequelae for female victims, including increased self-blame, stigma, and greater alcohol use to cope. Moreover, heavier drinking on the part of the perpetrator is associated with more serious incidents of assault (e.g., involving physical force) that result in more severe outcomes for victims. The purpose of this Symposium on Motivation is to bring together a group of experts in the areas of alcohol and sexual aggression to articulate the causes, consequences, and mechanisms of alcohol-involved sexual assault. Speakers will talk about classic and contemporary research and theories on these issues using cutting-edge approaches (e.g., virtual reality, neuroscience, laboratory-based alcohol administration) from a variety of perspectives (perpetrators, victims, bystanders).

The authors compared civilian and DoD guidelines for care and found them to be generally consistent. However, little is known about the fidelity with which DoD recommendations are implemented.

This report examines how the Department of Defense and its Armed Services-the Army, Navy, Marine Corps, and Air Force (the Services)-respond to Service members who report having been sexually assaulted ("victims") and how it investigates and disciplines Service members accused of perpetrating sexual assault ("perpetrators"). This report also reviews how the military educates Service members and trains military criminal investigators and military lawyers about sexual assault offenses. The topic is both relevant and timely, as Congress is currently considering ways to address this issue. The Commission has authority to examine questions related to sexual assault in the military because the issues involve both sex discrimination and the denial of equal protection in the administration of justice.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the extensive influence of the All-Volunteer Force (AVF) on the past, present, and future of America, demonstrating how the AVF encompasses the most significant issues of military history and defense policy. Throughout the vast majority of its wars during the twentieth century, the United States relied on a mixture of volunteers who chose to serve and conscripts provided through the Selective Service System, known colloquially as the draft. When the United States emerged as a world superpower in the aftermath of World War II, U.S. policymakers also depended on the draft during peacetime. Drawing on primary source documents, this book guides readers through the transition from the draft to the AVF and analyzes its history, results, challenges, and implications. Each chapter provides an overview of the issues of the time, recounts the ensuing debates and developments around them, and examines how they manifested themselves relative to the advent of the AVF and American society during times of peace and war. Combining narrative with documents, The Advent of the All-Volunteer Force is a valuable resource for students, scholars, policymakers, and general readers interested in modern American history, military history, and the dynamic linkages between policy, politics, and American society.

Book excerpt: The U.S. Commission on Civil Rights chose to focus on sexual assault in the U.S. military for its annual 2013 Statutory Enforcement Report. The issue of sex discrimination involves female Service members, who represent 14 percent of the military population, but are disproportionately likely to be victims at a rate five times that of their male counterparts. The questions related to a possible denial of equal protection in the administration of justice led the Commission to examine cases in which sexual assault victims, as well as Service members accused of sexual assault, claim unfair treatment in the military justice system.Through this report, the Commission sheds light on the scope, response, investigation, and discipline of sexual assault in the U.S. military. The Commission held a briefing on January 11, 2013 to hear the testimony of military officials, scholars, advocacy groups, and practitioners on the topic of sexual assault in the military. In response to written questions from the Commission, the Department of Defense and its Armed Services provided documents and other materials, including data on investigated sexual assault allegations, which the Commission analyzed. The results of these efforts are memorialized in this report. The report reveals that the Department of Defense may benefit from greater data collection to better understand trends in sexual assault cases and to implement improvements in future initiatives. Although the Department of Defense has already implemented policies to reduce sexual and sexist material from the military workplace in an effort to reduce sexual harassment, the effects of such recent efforts have yet to be measured. The Department of Defense also has a plan to standardize sexual assault response and prevention training across the Services to promote best practices. There will be a need to track the success of such policies over time. Greater commander accountability for leadership failures to implement such policies, especially in cases where victims claim sexual assault at the hands of superiors within the chain of command, should also be considered. Without increased data collection, however, it is difficult to measure the effects of any new changes the military chooses to implement.

Available in PDF, EPUB and Kindle. Book excerpt: Sexual assault and harassment in the military have been a critical subject for years. Many victims may be reluctant to press charges because of fear of retaliation, damage to their careers, and widespread uncertainty regarding the military justice system. However, when circumstances arise, there are resources available to assist victims and families in their efforts to report, seek help, and recover from the effects of sexual assault. Yet, finding those resources can be challenging, especially in a time of crisis. Sexual Assault in the Military serves as an easy-to-use, comprehensive reference guide for military members and their families about sexual assault and harassment. While more and more attention focuses on getting victims to report their abuse, accessing information can still be difficult for service-members. Understanding that the military is making changes, and offering support is a necessary step towards how best to treat these cases and how to get help and justice. Cheryl Lawhorne-Scott and Don Philpott discuss the current state of affairs, the systems in place, and the supports available to victims and families. They provide documents that outline how reporting can and should take place, how cases should be handled through the military justice system, and how and where victims can access resources, including counseling. By providing this information in one ready resource, the authors hope to assist in changing the culture of silence and fear, as well as provide education surrounding military sexual assault and harassment.

Book excerpt: Incidents of sexual harassment and assault contradict the academies' core values to treat all with dignity and respect. Yet, since 2003, each of the Department of Defense (DOD) academies and the Coast Guard Academy has experienced at least one incident. In 2003, Congress directed DOD to establish programs and to submit annual reports, and although not required, the Coast Guard Academy, within the Department of Homeland Security, has taken similar action. GAO was asked to review sexual harassment and assault programs at the academies. This report evaluates (1) the academies' programs to prevent, respond to, and resolve sexual harassment and assault cases; (2) the academies' visibility over sexual harassment and assault incidents; and (3) DOD and Coast Guard oversight of their academies' efforts. GAO analyzed data for program years 2003 through 2006, reviewed requirements, met with service and academy officials, and interviewed randomly selected students at each academy. GAO suggests that Congress consider requiring the Coast Guard Academy to submit data for DOD's annual report and to participate in assessments methodologically comparable to those administered by DOD. GAO is also making recommendations to DOD and the Coast Guard to improve oversight of sexual assault and harassment at their academies. Both agencies concurred or partially concurred with GAO's recommendations.
