Book excerpt: This paper provides an update from last year and describes project successes and issues associated with the management and work required to safely store, enhance readiness for waste feed delivery, and prepare for treated waste receipts for the approximately 53 million gallons of mixed and high-level waste currently in aging tanks at the Hanford Site. The Hanford Site is a 560 square-mile area in southeastern Washington State near Richland, Washington. Working for the US Department of Energy's Office of River Protection (DOE-ORP), CH2M HILL Hanford Group, Inc. (CHG) made significant progress on preparations to retrieve tank waste for treatment and solved major safety problems with the Hanford Site's radioactive waste tanks that have posed the highest risk. Through the joint efforts of the contractor, the US Department of Energy (DOE), the national laboratories, and the regulatory agencies, significant progress has been made in increasing the margin of safe nuclear operations, allowing them to move closer to cleaning up our legacy waste issues at the tank farms. The Priority I safety issues have been systematically studied, resolutions found and worked. As a result of successes during the past year, those safety issues are now closed and all the tanks are removed from the Wyden Watch List.

ORP is responsible fur safe storage, retrieval, treatment, and disposal of the 200,000 cubic meters (53 million gallons) of highly toxic, high-level radioactive waste stored in 177 large underground tanks located within 7 miles of the Columbia River. Most of these tanks are decades beyond their design life and more than one-third have leaked, resulting in an estimated 3800 cubic meters of waste into the soil. For the past decade the major effort was to improve tank waste storage conditions to assure that the waste is stored safely, and to initiate actions to acquire waste treatment and immobilization capability so that a permanent solution can be achieved. Most of this work is finished and the focus has shifted to acquiring a Waste Treatment and Immobilization Plant (WTP) and preparing to retrieve waste from the tanks and deliver it to the WTP. ORP was proceeding to acquire privatized waste treatment services from BNFL Inc. for Phase 1 of the project that would treat and immobilize 10% of the waste mass and 25% of the radioactivity by 2018. However, in April 2000 that contractor submitted an unacceptably high price and that contract was terminated. ORP proceeded to acquire the WTP under a cost-plus-incentive fee completion contract. An expedited procurement was conducted and the WTP contract was awarded to Bechtel National Inc. on December 11, 2000. The focus for the future is to finish the WTP design and get it constructed and started up by 2007. Tank waste retrieval and waste feed delivery systems need to he put into place and immobilized waste storage and disposal facilities constructed to receive the waste products from the WTP. Ways to improve and optimize the waste treatment complex will be pursued. ORP is also implementing project management controls so that the RPP is managed as a single, integrated project.

Book excerpt: The mission of the U.S. Department of Energy (DOE) Office of River Protection (ORP) River Protection Project (RPP) is to build and operate a Waste Treatment Complex to complete the cleanup of the Hanford Site's highly radioactive tank waste. As directed by Congress in Section 3139 of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, DOE established ORP at the Hanford Site in eastern Washington State to manage RPP (formerly the Tank Waste Remediation System). This is DOE's largest and most complex environmental cleanup project. ORP is responsible for safe storage, retrieval, treatment, and disposal of 53 million gallons of highly toxic, high-level radioactive waste stored in 177 underground tanks located within seven miles of the Columbia River. One hundred forty-nine of these tanks have a single steel liner inside the concrete tanks and are decades beyond their design life. Sixty-seven have leaked an estimated one million gallons of waste into the soil. Some of this waste has reached the groundwater, threatening the Columbia River. It is urgent that this waste be vitrified (turned to glass) and stored or disposed of in a more secure location before more leaks occur and before tanks and infrastructure deteriorate to the point where the cost and schedule for cleanup becomes prohibitive. This cleanup must occur in an environmentally sound, safe, and cost-efficient manner. The cleanup also must comply with the comprehensive cleanup and compliance agreement among DOE, the U.S. Environmental Protection Agency, and the Washington State Department of Ecology, signed on May 15, 1989. The Hanford Federal Facility Agreement and Consent Order, or Tri-Party Agreement, is an agreement for achieving compliance with the Comprehensive Environmental Response Compensation and Liability Act of 1980 remedial action provisions and with the Resource Conservation and Recover Act of 1976 treatment, storage, and disposal unit regulations and corrective action provisions. The RPP is managed as a single, integrated Waste Treatment Complex. A RPP management team consisting of ORP, Tank Farm Contractor (CH2M HILL Hanford Group, Inc.), and the Waste Treatment and Immobilization Plant (WTP) Contractor (Bechtel Washington) execute the mission. The role each organization plays in laying out the foundations for success of the Waste Treatment Complex will be further identified in the paper.
