Book excerpt: The Office of River Protection under the U.S. Department of Energy is pursuing closure of the Single-Shell Tank (SST) Waste Management Area (WMA) C under the requirements of the Hanford Federal Facility Agreement and Consent Order (HFFACO). A baseline risk assessment (BRA) of current conditions is based on available characterization data and information collected at WMA C. The baseline risk assessment is being developed as a part of a Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI)/Corrective Measures Study (CMS) at WMA C that is mandatory under Comprehensive Environmental Response, Compensation, and Liability Act and RCRA corrective action. The RFI/CMS is needed to identify and evaluate the hazardous chemical and radiological contamination in the vadose zone from past releases of waste from WMA C. WMA C will be under Federal ownership and control for the foreseeable future, and managed as an industrial area with restricted access and various institutional controls. The exposure scenarios evaluated under these conditions include Model Toxics Control Act (MTCA) Method C, industrial worker, maintenance and surveillance worker, construction worker, and trespasser scenarios. The BRA evaluates several unrestricted land use scenarios (residential all-pathway, MTCA Method B, and Tribal) to provide additional information for risk management. Analytical results from 13 shallow zone (0 to 15 ft. below ground surface) sampling locations were collected to evaluate human health impacts at WMA C. In addition, soil analytical data were screened against background concentrations and ecological soil screening levels to determine if soil concentrations have the potential to adversely affect ecological receptors. Analytical data from 12 groundwater monitoring wells were evaluated between 2004 and 2013. A screening of groundwater monitoring data against background concentrations and Federal maximum concentration levels was used to determine vadose zone contamination impacts on groundwater. Waste Management Area C is the first of the Hanford tank farms to begin the closure planning process. The current baseline risk assessment will provide valuable information for making corrective actions and closure decisions for WMA C, and will also support the planning for future tank farm soil investigation and baseline risk assessments.

Book excerpt: Westinghouse Hanford Company (WHC) has developed and implemented a cost effective/value-added program/process that assists in fulfilling key elements of the Occupational Safety and Health Administration's (OSHA) voluntary Protection Program (VPP) requirements. WHC is the prime contractor for the US Department of Energy (US DOE) at the Hanford site, located in Richland, Washington. The site consists of over 560 square miles, contains over 1100 facilities and has an employment of approximately 18,000. WHC is currently in the application review phase for the US DOE equivalent of OSHA-VPP ''merit'' program status. The program involves setting up a team consisting of industrial safety and health (industrial hygienists) professionals, members of the maintenance and operations work force, and facility management. This team performs a workplace hazard characterization/analysis and then applies a risk assessment approach to prioritize observed and potential hazards in need of abatement. The process involves using checklists that serve as a guide for evaluation/inspection criteria. Forms are used to document meetings, field observations, instrument calibration and performance testing. Survey maps are generated to document quality records of measurement results. A risk assessment code matrix with a keyword index was developed to facilitate consistency. The end product is useful in communicating hazards to facility management, health and safety professionals, audit/appraisal groups, and most importantly, facility workers.

Currently in Russia, the resources for starting such major activities continue to be unavailable.

Book excerpt: A major issue in the cleanup of this country's nuclear weapons complex is how to dispose of the radioactive waste resulting primarily from the chemical processing operations for the recovery of plutonium and other defense strategic nuclear materials. The wastes are stored in hundreds of large underground tanks at four U.S. Department of Energy (DOE) sites throughout the United States. The tanks contain hundreds of thousands of cubic meters of radioactive and hazardous waste. Most of it is high-level waste (HLW), some of it is transuranic (TRU) or low- level waste (LLW), and essentially all containing significant amounts of chemicals deemed hazardous. Of the 278 tanks involved, about 70 are known or assumed to have leaked some of their contents to the environment. The remediation of the tanks and their contents requires the development of new technologies to enable cleanup and minimize costs while meeting various health, safety, and environmental objectives. While DOE has a process based on stakeholder participation for screening and formulating technology needs, it lacks transparency (in terms of being apparent to all concerned decision makers and other interested parties) and a systematic basis (in terms of identifying end states for the contaminants and developing pathways to these states from the present conditions). An End State Methodology for Identifying Technology Needs for Environmental Management, with an Example from the Hanford Site Tanks describes an approach for identifying technology development needs that is both systematic and transparent to enhance the cleanup and remediation of the tank contents and their sites. The authoring committee believes that the recommended end state based approach can be applied to DOE waste management in general, not just to waste in tanks. The approach is illustrated through an example based on the tanks at the DOE Hanford Site in southeastern Washington state, the location of some 60 percent by volume of the tank waste residues.

Book excerpt: In response to a request from Mr. Thomas Grumbly, Assistant Secretary of Energy for Environmental Management, the Hanford Site contractors developed a conceptual set of risk-based cleanup strategies that (1) protect the public, workers, and environment from unacceptable risks; (2) are executable technically; and (3) fit within an expected annual funding profile of 1.05 billion dollars. These strategies were developed because (1) the US Department of Energy and Hanford Site budgets are being reduced, (2) stakeholders are dissatisfied with the perceived rate of cleanup, (3) the US Congress and the US Department of Energy are increasingly focusing on risk and riskreduction activities, (4) the present strategy is not integrated across the Site and is inconsistent in its treatment of similar hazards, (5) the present cleanup strategy is not cost-effective from a risk-reduction or future land use perspective, and (6) the milestones and activities in the Tri-Party Agreement cannot be achieved with an anticipated funding of 1.05 billion dollars annually. The risk-based strategies described herein were developed through a systems analysis approach that (1) analyzed the cleanup mission; (2) identified cleanup objectives, including risk reduction, land use, and mortgage reduction; (3) analyzed the existing baseline cleanup strategy from a cost and risk perspective; (4) developed alternatives for accomplishing the cleanup mission; (5) compared those alternatives against cleanup objectives; and (6) produced conclusions and recommendations regarding the current strategy and potential risk-based strategies.
