Book excerpt: Excerpt from The Government of the United States: National, State, and Local The plan, scope, content, and temper of this book are in large measure the outgrowth of my experience as a teacher. My students, by the drift of their questions and discussions, have moulded my ideas of what a text-book ought to contain. This book is theirs as much as it is mine. That fact may help to explain why some features of American government are dilated upon at considerable length, while others are left as self-evident propositions to the perception of the reader. It explains, moreover, why the same problem is occasionally discussed from different angles, even though this has in volved some degree Of repetition. And if the general tone of the book betrays an optimist, my sufficient answer is that no man can be for many years associated with the American undergraduate and remain anything else. Such a case book he feels would be of the greatest service in illustrating the conditions which are encountered by administrative officers, and thus bringing in concrete shape before the student's eyes the problems which he is studying. Book excerpt: Excerpt from The Government of New York, Its History and Administration To understand the political system under which we live, we must study not only the Federal govern ment of the United States, but the government of our own State. In 'many respects the State govern ment comes into closer and more vital relations to us than does the national government. The most important interests of our daily life - our personal liberty and security, the peace of our homes, our property, our health, our education - are all largely under the protection or supervision of the State. So too, our most ordinary political duties have to do either with the affairs of the State itself, or with va rious matters connected with the subdivisions of the State - the affairs of the county, the town, the vil lage, or the city. These are matters which concern every citizen. To know how they are managed, and how they ought to be managed, is necessary to every one who expects to have a share in the rights and duties of citizenship. Book excerpt: Excerpt from The Government of the United States The main purpose of this book is to show what the Gov ernment of the United States is, by giving a sketch of its organization and the general methods of its working. It deals not only with the central, or Federal government, but also with the State, Territorial, and local governments; and all of these taken together make up the Government of the United States. Students who undertake the study of this Government should keep in mind the fact that each of the governments, local, State, and Federal, exercises some part of the political power of the nation. This is the territorial distribution of power. He should also keep in mind the fact that in the town or city government, as well as in the State or Federal government, the power which each holds is divided among the legislative, the executive, and the judicial departments. This is a distribution according to the kind of power to be exercised. Thus, in order to understand how this nation is governed, one must give attention to both of these forms of distribution. Book excerpt: Excerpt from The Administration of Public Education the United States The careful and scholarly study of the administration of education in the United States by my colleagues, Professors Dutton and Snedden, is a valuable and timely contribution to the literature of education. In a democratic State, it is of first importance that the relation of the State to the organs and agencies of culture and enlightenment be clearly defined and well understood. The wise and truly representative organization and administration of education is only a little less important than the organization and conduct of the edu cational process itself. Book excerpt: Excerpt from American Police Administration: A Handbook on Police Organization, and Methods of Administration, in American Cities American police administration should not be confused with a manual on police practice and procedure. Administration relates to the organization, super vision and control of processes of police work; police practice and procedure relate to the actual doing of daily routine work. This study has been pursued with a full under 1 standing of the proper limitations of a treatise on the principles of administration. One of the chief sources of this work has been the material gathered and developed by the New York Bureau of Municipal Research during the course of some thirteen years devoted to the study of the problems of police administration and to the making of administrative surveys in many of the large cities of the United States. Mr. Graper has refined this wealth of raw material and that found in police reports, state laws and city charters, and through comparisons and selection has been able to set forth the best practices prevailing in police administration. This handbook will be useful to the superior police officer who is charged with the task of management and to those members of the rank and file who would aspire to fit themselves for higher administrative posts. Book excerpt: Excerpt from State and Municipal Government in the United States In spite of the importance and interest of international and national questions of policy and in spite of the rapidly widening sphere of federal legislation and administration the life of an American citizen is affected more often by the agencies of local government than by those of the national government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. To the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. Part II deals with the political system - the electorate in theory and in action, in primaries, in election campaigns, and in its direct action in the use of the initiative, referendum, and recall. Part III deals with state government - the different organs and the functions which these organs perform. State administration, which is rapidly being extended both directly and through the supervisory power of the state, is discussed in its various manifestations. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The President's Report: Administration Gentlemen: In presenting herewith the first Decennial Report of the University, it is perhaps necessary to recall the various dates from which calculation has been made. The first gift for the University of Chicago was announced in Boston, May 30, 1889, and at that time a resolution was passed to undertake the establishment of a college in Chicago. The Board of Trustees was duly appointed in June, 1890, and held its first meeting for organization July 9, 1890. The first officers of instruction began work July 1, 1891. It was decided by the Trustees, in connection with the Quin quennial Celebration in 1896, to regard July 1, 1891, as the actual date of the begin ning of the work of'the University. The doors of the institution were opened for students October 1, 1892. The present Report covers the preliminary year 1891 - 92 and ten years of actual work closing July 1, 1902. It has been thought wise to regard the celebration of the Decennial of the University as covering the entire period of the year 1901 - 2. Exercises were held during the first week of July, and during the year the members of the various Departments, in celebration of the event, have contributed papers which are published in the volumes accompanying this Report. In placing before you the Reports Of the various Administrative Officers of the University (vol. I), the Catalogue of books, articles, and reviews published during these years (vol. II), the contributions of the various Departments of the University (vols. III - X), together with the Second Series of more elaborate contributions (vols. I - XVII), and the General Register of students and alumni, I desire to call attention to certain general matters which are not included in the special Reports, to make comment on these facts, and to formulate such suggestions as appear to be warranted by the experience of this first decade. In my comments and suggestions I have assumed the privilege of speaking frankly and plainly. It has seemed to me that a Report which was not thus candid and direct would not be worthy of the institution represented. For the comments and suggestions herewith presented no one is to be held responsible but myself. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
