In just a few regions—Latin America, the Middle East and North Africa—less than 50 per cent of poverty is now located in rural areas. But for the rest of the world's regions between 55 per cent and 80 per cent of the poor continue to live in the countryside. Progress is being made, but much of the knowhow needed is not disseminated outside of a small coterie of professionals who work in the area. With urban development attracting a great deal of attention lately, poorer rural areas deserve the same and new knowledge for empowerment of rural communities is urgently needed. This book provides an overview of current thinking and practices that have emerged over the last thirty years for uplifting rural communities in developing economies. Drawing on a body of knowledge across a spectrum of relevant disciplines, this book provides a range of innovative ideas for rural planning, housing and infrastructure development. Governments in many emerging economies, where rural poverty is often most acute, have attempted to improve livelihoods. Approaches and techniques that have been used for urban development are often not applicable to rural communities. Studies show that money allocated for rural development is often not effectively spent due to distance, lack of infrastructure, lack of education, poverty and other factors. Meanwhile, the gap in development between the city and country continues to grow, sometimes leading to social and political instability, in both developing and developed countries. This book seeks to provide a guidebook for meeting such challenges. For many, traditional means of household sustenance gained through agriculture, mining and rustic tourism are giving way to large scale corporate agriculture, footloose and globally competitive manufacturing firms, and mass tourism on an unprecedented scale. These changes have brought about an increased presence of affluent amenity migrants and returnees, as well as growing reliance on low-wage, seasonal jobs to sustain rural household incomes. This book argues that the character of rural housing reflects this transition and examines this using contemporary concepts of exurbanization, rural amenity-based development, and comparative distributional descriptions of the "haves" and the "have nots". Despite rapid in-migration and dramatic changes in land use, there remains a strong tendency for communities in rural America to maintain the idyllic small-town myth of large-lot, single-family home-ownership. This neglects to take into account the growing need for affordable housing (both owner-occupied and rental properties) for local residents and seasonal workers. This book suggests that greater emphasis be placed in rural housing policies that account for this rapid social and economic change and the need for affordable rural housing alternatives.

Book excerpt: "Transfer of Development Rights" (TDR) programs allow local governments to put economic principles to work in encouraging good land use planning. TDR programs most often permit landowners to forfeit development rights in areas targeted for preservation and then sell those development rights to buyers who want to increase the density of development in areas designated as growth areas by local authorities. Although TDR programs must conform to zoning laws, they provide market incentives that make them more equitable (and often more lucrative) for sellers and frequently benefit buyers by allowing them to receive prior approval for their high-density development plans. Since the 1970s when modern TDR applications were first conceived, more than 200 communities in 33 states across the U.S. have implemented TDR-based programs. The most common uses of TDR to date involve protecting farmland, environmentally sensitive land, historic sites, and "rural character," and urban revitalization. Until now, however, there has never been a clearly written, one-volume book on the subject. At last, The TDR Handbook provides a comprehensive guide to every aspect of TDR programs, from the thinking behind them to the nuts and bolts of implementation-including statutory guidance, model ordinances, suggestions for program administration, and comparisons with other types of preservation programs. In addition, six of its twenty chapters are devoted to case studies of all major uses to which TDR programs have been utilized to date, including recent urban revitalization projects that utilize TDR principles.
