Book excerpt: The aim of the guidance note on elimination of child labour in agriculture through social protection is to enable practitioners at national, regional and global levels to adapt social protection systems to contribute actively to eliminate child labour in agriculture. Universal social protection can prove an effective means to both address rural poverty and child labour in agriculture, if done right. This requires integrating child labour analysis into social protection policies and programmes, designing social protection programmes that address the underlying drivers of child labour and/or directly target families and communities prone to child labour. This guidance note analyses evidence related to both social assistance and social insurances as well as supportive functions in labour market programmes/livelihood support, social care services and their influence on child labour in agriculture. As a result, the guidance note outlines specific steps to integrate child labour analysis into social protection programmes targeting rural households depending on agriculture for their livelihoods.

Book excerpt: More than a decade has passed since the publication of the series entitled Social Analysis of Agriculture and Rural Investment Projects, which comprises three complementary manuals – the Manager’s, Practitioner’s and Field guides. During this time, conflict, climate change and economic downturns have been driving up poverty, hunger, and socioeconomic inequalities, reducing the resilience of agrifood systems. In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Today’s investments must prioritize more demand-driven, people-centred, culturally sensitive and locally owned sustainable approaches, with increased attention to reducing gender and other inequalities. Operationalizing these principles contributes to FAO’s and financing agencies’ objectives of ending poverty, improving food security and nutrition, and reducing inequalities. The goal of the updated guides is to support investments that contribute to inclusive, resilient and sustainable agrifood systems, aligned with the outcomes of the UN Food Systems Summit, the Sustainable Development Goals (SDGs), and the core principle of leaving no one behind. This publication is part of the Investment Toolkits series under the FAO Investment Centre's Knowledge for Investment (K4I) series. The contents of this publication have been turned into three e-leaning courses, which are accessible for free through the FAO E-learning Academy.

The edited volume offers a unique selection of materials suitable for teaching in the areas of children, childhoods, young people, families, and education in a global context, as well as specific aspects of international development and social policy. While the focus of the project is conceptual rather than practical, the holistic understanding of childhoods that it encourages should also enable practitioners to better ensure that they are improving the lives of the children.

Book excerpt: Promoting decent rural employment, by creating new jobs in rural areas and upgrading the existing ones, could be one of the most efficient pathways to reduce rural poverty. This paper systematically investigates the impact of decent rural employment on agricultural production efficiency in sub-Saharan African countries, taking Ethiopia and Tanzania as case countries. The analysis applies an output-oriented distance function approach with an estimation procedure that accounts for different technological, demographic, socio-economic, institutional and decent rural employment indicators. Data of the most recent round of Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) for the two countries are used, and a set of indicators are derived to proxy core dimensions of decent rural employment. The findings of our analysis show that decent rural employment contributes to agricultural production efficiency.

The guidelines aim to accelerate investments in and by youth in agrifood systems by providing practical guidance - including tools and examples - to design, develop, implement, monitor and evaluate youth-focused and youth-sensitive investment programmes and to engage youth fully as partners in the entire process. The guidelines were prepared with the support of the AUC and FAO Technical Cooperation Programme (TCP) “Partnership to Support AU’s Strategies on Social Protection, School Feeding and Rural Youth Employment” of the FAO Regional Office for Africa (RAF) and from the Investment Centre (CFI). This publication is part of the Investment Toolkits series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Book excerpt: This publication is intended to assist field practitioners, youth organizations and other stakeholders to identify binding constraints and viable opportunities to youth engagement in value chains that can translate into greater youth inclusion. Considering youth heterogeneity and inequalities, the youth sensitive framework for value chain analysis gives guidance to assess factors that push and pull youth into employment and entrepreneurship in value chains. The youth-sensitive value chain (YSVC) analysis is a starting point for youth-inclusive agricultural value chain development, since it identifies entry points and key actions expected to bring about the desired increase in employment and business opportunities for youth within a more attractive agriculture sector.

Book excerpt: For decades, the livestock debate has focused on how to increase production in a sustainable manner. However, the UN 2030 Agenda for Sustainable Development has shifted the emphasis from fostering sustainable production per se, to enhancing the contribution of the sector to the achievement of the Sustainable Development Goals (SDGs). This publication examines the sector’s interaction with each of these Goals, as well as the potential synergies, trade-offs, and complex interlinkages. This global report is intended to serve as a reference framework that Member States and stakeholders can use as they engage in the transformation process of the livestock sector towards sustainability. It calls for an integrated approach towards livestock sustainable development, highlights the effective adaptation of the SDGs into specific and targeted national policy action as the major challenge ahead, and flags the steps in the implementation road map.

Book excerpt: This report provides estimates of investment costs, both public and private, required to eliminate chronic dietary energy deficits, or to achieve zero hunger by 2030. This target is consistent with achieving both the Sustainable Development Goal 2, to eliminate hunger by 2030, and the Sustainable Development Goal 1, to eradicate poverty. The report adopts a reference “baseline” scenario, reflecting a “business-as-usual” situation, to estimate the additional investment requirements. In this scenario, around 650 million people will still suffer from hunger in 2030. The investment requirements to eliminate hunger by 2030 are then estimated. Hunger is eliminated through a combination of social protection and targeted “pro-poor “ investments. The first component aims to bring the poor immediately above the extreme poverty line through social protection by a “transfer to cover the poverty gap” (PGT) The second component involves additional investment required to stimulate and to sustain higher pro-poor growth of incomes and employment than in the business-as-usual scenario. This would, in turn, reduce the need for social protection to cover the PGT. The analysis is complemented by looking at alternative ways to achieve zero hunger by 2030.

The importance of water for jobs across economies is such that this report could be subtitled No water - No jobs. Indeed, a great majority of jobs are dependent upon water, and therefore increasingly at risk under conditions of water scarcity. T

Book excerpt: The present working paper is primarily intended for producer organizations, trade unions, vocational training institutes, extensionists, instructors and relevant public bodies. The document addresses the forest as a work place, safety culture, workplace assessment, accident prevention and management, child labour, gender issues and selected health and safety issues. Reliable statistics on accident and fatality rates in forestry are missing, data available however indicates that forestry is a high-risk occupation. Workplace conditions in forestry are a function of site conditions, climate, weather, terrain and tree characteristics. The fundamentals of accident prevention are reduced hazard exposure and worker safety training. The first is achieved through risk assessments to identify hazards. Workers should be prepared for accidents at all times. Accident analysis is done to identify what occurred, the causes of the accident and how similar accidents might be avoided in future. Child labour is a human-rights issue and relevant to occupational safety and health. Reliable data on child labour in forestry is almost completely absent. Women in forestry can be exposed more often than men to musculoskeletal disorders, respiratory diseases and reproductive disorders due to chemical exposure. Women generally have a working capacity one-third lower than men. Heat stress occurs when the body is unable to dissipate heat to its surroundings. Heat stroke is the most serious health risk posed by heat stress. Risks and hazards associated with NWFPs derive from activities like climbing, cutting with sharp tools, digging and gathering, picking, and long and/or heavy manual transport.

Book excerpt: This guide is aimed to propose a holistic, systemic, and easy-to-use methodology that is multiscalar, multisectoral, and multidimensional for the M&E of public EAS systems to help identify gaps and pathways to strengthen and reform the public EAS system. It starts with analyses of the common objectives, subject, challenges, lessons learned, and prospects of the existing M&E systems and expounds on the logical framework, rationale and objectives of the proposed M&E methodology from a multistakeholder perspective. Then it proposes M&E frameworks at the national and grassroots levels following such order as the introduction, key M&E elements, indicator framework, and operational framework. Next, it looks at the issues of data sources, data collection, and capacity building, focusing on the institutionalization of the M&E system in the public EAS. Finally, it introduces the commonly used tools and methods of data analysis, focusing on the weighting of indicators, scoring methods, and integrated analytical frameworks.
