Available in PDF, EPUB and Kindle. Book excerpt: The SAGE Handbook of the 21st Century City focuses on the dynamics and disruptions of the contemporary city in relation to capricious processes of global urbanisation, mutation and resistance. An international range of scholars engage with emerging urban conditions and inequalities in experimental ways, speaking to new ideas of what constitutes the urban, highlighting empirical explorations and expanding on contributions to policy and design. The handbook is organised around nine key themes, through which familiar analytic categories of race, gender and class, as well as binaries such as the urban/rural, are readdressed. These thematic sections together capture the volatile processes and intricacies of urbanisation that reveal the turbulent nature of our early twenty-first century: Hierarchy: Elites and Evictions Productivity: Over-investment and Abandonment Authority: Governance and Mobilisations Volatility: Disruption and Adaptation Conflict: Vulnerability and Insurgency Provisionality: Infrastructure and Incrementalism Mobility: Re-bordering and De-bordering Civility: Contestation and Encounter Design: Speculation and Imagination This is a provocative, inter-disciplinary handbook for all academics and researchers interested in contemporary urban studies.

Book excerpt: Gotham and Greenberg contend that New York and New Orleans have emerged as paradigmatic crisis cities, representing a free-market approach to post-disaster redevelopment that is increasingly dominant for crisis-stricken cities around the world. Crisis Cities questions the widespread narrative of resilience and reveals the uneven and contradictory effects of redevelopment activities in the two cities.

Available in PDF, EPUB and Kindle. Book excerpt: U.S. congressional debates over the last few years have highlighted a paradox: although research demonstrates that emergencies are most effectively managed at the local level, fiscal support and programmatic management in response to disasters has shifted to the federal level. While the growing complexity of catastrophes may overwhelm local capacities and would seem to necessitate more federal engagement, can a federal approach be sustainable, and can it contribute to local capacity-building? This timely book examines local capacity-building as well as the current legal, policy and fiscal framework for disaster management, questioning some of the fundamentals of the current system, exploring whether accountability and responsibilities are correctly placed, offering alternative models, and taking stock of the current practices that reflect an effective use of resources in a complex emergency management system. The Future of Disaster Management in the U.S. will be of interest to disaster and emergency managers as well as public servants and policy-makers at all levels tasked with responding to increasingly complex catastrophes of all kinds.

Available in PDF, EPUB and Kindle. Book excerpt: Coming Home to New Orleans documents grassroots rebuilding efforts in New Orleans neighborhoods after hurricane Katrina, and draws lessons on their contribution to the post-disaster recovery of cities. The book begins with two chapters that address Katrina's impact and the planning and public sector recovery policies that set the context for neighborhood recovery. Rebuilding narratives for six New Orleans neighborhoods are then presented and analyzed. In the heavily flooded Broadmoor and Village de L'Est neighborhoods, residents coalesced around communitywide initiatives, one through a neighborhood association and the second under church leadership, to help homeowners return and restore housing, get key public facilities and businesses rebuilt and create new community-based organizations and civic capacity. A comparison of four adjacent neighborhoods in the center of the city show how differing socioeconomic conditions, geography, government policies and neighborhood capacity created varied recovery trajectories. The concluding chapter argues that grassroots and neighborhood scale initiatives can make important contributions to city recovery in four areas: repopulation, restoring "complete neighborhoods" with key services and amenities, rebuilding parts of the small business economy and enhancing recovery capacity. It also calls for more balanced investments and policies to rebuild rental and owner-occupied housing and more deliberate collaboration with community-based organizations to undertake and implement recovery plans, and proposes changes to federal disaster recovery policies and programs to leverage the contribution of grassroots rebuilding and more support for city recovery.
