Book excerpt: Based on draft guidelines developed by the American Society of Civil Engineers (ASCE) and the American Water Works Association (AWWA), with technical input from the Water Environment Federation (WEF), these standard guidelines apply to the physical security of facilities used in potable water source, treatment, distribution systems, as well as in wastewater collection and treatment systems (also called sanitary sewer collection and treatment systems) and stormwater systems. These water and wastewater/stormwater utility guidelines recommend physical and electronic security measures for protection against various design basis threats (DBTs), whose actions may otherwise defeat the mission of the utility. Key information that utilities should consider when applying specific security technologies and methods for individual facilities or assets is included. Additional water and wastewater/stormwater physical security is beneficial for continuity of business, protection of water quality, provision of sufficient water quantity, ensuring public confidence, and protection of public health and safety. Taken together, these standard guidelines are intended to provide direction to the physical security of water and wastewater/stormwater utilities for designing or retrofitting their infrastructure, with consideration given to their unique circumstances and threats. These new standard guidelines will be valuable to anyone involved with the physical security of water and/or wastewater/stormwater utilities.
