Book excerpt: A comprehensive research effort to develop operator's manuals for variable message signs (VMSs) was undertaken to improve the operations of both portable and permanent (fixed-site) VMSs in Virginia. This report describes the development of two manuals, the Permanent VMS Operator's Manual and the Portable VMS Operator's Manual which will be published separately. These manuals were based on information obtained from the literature, VMS operators, and motorists. Issues addressed by the manuals include when a VMS should be used, where a portable VMS should be placed, and the design of the VMS message. The manuals are not simply a list of pre-defined messages. They are a series of concise modules guiding the operator through the thought process required to use a VMS effectively. The operator follows a logical decision tree from module to module, to achieve the best placement and best message for a VMS. Effective VMS use actually requires a complex thought process, despite the apparent simplicity of the messages. The manuals include essential material about VMS operation. Based on theoretical calculations and motorists' experiences, it is strongly recommended that a VMS use no more than two message screens. A single message screen is preferred. VMSs should be used only to advise drivers of changed traffic conditions and convey specific traffic information concisely. Due to limited information capabilities, VMSs should be used in conjunction with other means of communication such as highway advisory radio and static signs. Most importantly, it is crucial that credibility be maintained. Incorrect information can have extreme consequences in terms of VMS effectiveness.

Book excerpt: Portable Changeable Message Sign (PCMS) systems used in work zones are programmable supplementary traffic control devices that display messages composed of letters, symbols or both and provide information and instructions to the traveling public approaching work zone activities. The study seeks to develop warrants and criteria for PCMS deployment in Illinois highway work zones. It is recommended that PCMS systems be used during long- and intermediate-term stationary work, for traffic control through incident areas, and in projects where advance-time notification is needed. The discussion focuses on spacing criteria, number of signs required, sign visibility and message legibility, text alignment, distance criteria, message length, duration and type, project-level operational guidelines, message storage and dissemination, repair, maintenance and utility costs, as well as control and coordination issues. The study concludes that additional research is needed in order to: develop a comprehensive standardized statewide database of messages and message abbreviations; develop a comprehensive repository with information about the technology of the various components of the PCMS units; coordinate PCMS units used in highway work zones with a corridor or regional ATMS system; and maintain information about the use of a PCMS unit in a work zone project and possibly integrate it with other relevant information in a management system.

National literature reviews and agency surveys were conducted and synthesized for a critical assessment of the state-of-the practice in DMS performance evaluation. DMS performance metrics were established based upon data availability, time of evaluation (pre-post)), and environment of application (urban/rural). Both qualitative and quantitative DMS benefits were established with examples of associated analysis tools given and discussed. Case studies were conducted along freeway corridors where DMSs had been implemented in both urban (Houston, Texas) and rural (Amarillo, Texas) environments. The results of these case studies highlighted constraints in both data availability and appropriate analysis procedures. Final guidelines and methodology for DMS performance evaluation were produced emphasizing the limitation to assessment of both qualitative and quantitative benefits. A guidebook of DMS performance evaluation procedures was included as Appendix D in the research report.

Book excerpt: On January 31, 1996, VDOT's Statewide Incident Management (SIM) Committee requested that guidelines for the control of permanent variable message sign (VMS) and permanent highway advisory radio (HAR) units be developed. The guidelines do not address specific operating procedures, such as what words should be used in a message or how long a message should be played; they concern who should control the operation of fixed-site VMS and HAR units proposed for installation over the next 6 years throughout the Commonwealth. The goal of any method of control should be to enhance the application of these devices for communicating real-time information to motorists. For districts without a 24-hour traffic management facility, control of the permanent VMS and permanent HAR units should rest with the statewide Traffic Emergency Operations Center (TEOC). In this report, control means that although responsibility for the physical operation of the devices would reside with TEOC, the districts would significantly affect VMS and HAR applications. Since effective VMS and HAR use is costly in terms of personnel and resources, successful applications can be accomplished only by persons who can focus on the task as a job priority. For both planned and unplanned incidents, TEOC should assume physical control of the signs, but the district should provide significant input into how TEOC operates VMS and HAR devices through the district's point of contact (POC). This POC would work with TEOC to ensure the devices are being used effectively at all times. For areas with a dedicated 24-hour operations facility, currently Northern Virginia and Suffolk, the facility should operate the VMS and HAR units, which is the current practice. This report explains the rationale for these procedures, recommends related improvements, and proposes that VDOT consider creating a communications unit that would deliver real-time information to motorists. Such a unit appears necessary if statewide incident management is to become more successful.
