Book excerpt: Clandestine lab operators are not the mad scientists whose genius keeps them pent up in the laboratory contemplating elaborate formulas and mixing exotic chemicals. In fact, their equipment is usually simple, their chemicals household products, and their education basic. Most of the time the elements at the scene are perfectly legal to sell and own. It is only in the combination of all these elements that the lab becomes the scene of a criminal operation. Forensic Investigation of Clandestine Laboratories guides you, step-by-step, through the process of recognizing these illegal manufacturing operations. Then it shows you how to prove it in the courtroom. In non-technical language this book details: How to recognize a clandestine lab How to process the site of a clandestine lab How to analyze evidence in the examination laboratory What to derive from the physical evidence How to present the evidence in court The identification and investigation of a clandestine lab, and the successful prosecution of the perpetrators, is a team effort. A collaboration of law enforcement, forensic experts, scientists, and criminal prosecutors is required to present a case that definitively demonstrates how a group of items with legitimate uses are being used to manufacture an illegal controlled substance. Providing an understanding of how the pieces of the clandestine lab puzzle fit together, this book outlines the steps needed to identify and shut down these operations, as well as successfully prosecute the perpetrators.

Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book excerpt: The first United Nations Office on Drugs and Crime (UNODC) Guidelines for the Safe Disposal of Chemicals used in the illicit manufacture of Drugs (STNAR/36) was published in 2006. At the 33rd meeting of the Heads of Law Enforcement Agencies (HONLEA) Asia and Pacific, in Bali, Indonesia in 2010, Member States noted the significant increase in precursor chemicals discovered regionally and expressed concern about the difficulties encountered in storing and disposing of precursor chemicals in a safe and environmentally friendly manner. The present Guidelines reflect the discussions of the experts at the Expert Group Meeting on Safe and Environmentally-Responsible Disposal of Chemicals Used in the Illicit Manufacture of Drugs held in Bangkok, Thailand, from 20 to 22 September 2010, and the elaboration of practical methods for the safe handling and disposal of seized chemicals in situations where a waste management infrastructure may not be available.

This Handbook discusses various forms of the drug as well as the origin and nature of samples. It explains how to perform various tests, the use of best practices, and the analysis of results. Numerous forensic and chemical analytic techniques are covered including immunoassay, gas chromatography, and mass spectrometry. Topics range from the use of immunoassay technologies for drugs-of-abuse testing, to methods of forensic analysis for cannabis, hallucinogens, cocaine, opioids, and amphetamine. The book also looks at synthetic methods and law enforcement concerns regarding the manufacture of illicit drugs, with an emphasis on clandestine methamphetamine production. This Handbook should serve as a widely used reference for forensic scientists, toxicologists, pharmacologists, drug companies, and professionals working in toxicology testing labs, libraries, and poison control centers. They focus on sampling in cases where large numbers of relatively homogeneous material are available. They do not deal with so-called tactical sampling, which may be applied for house-searches or in clandestine laboratory investigations. Its aim is to support drug analysis laboratories in the selection of their sampling strategies and best working practices.

Due to the chemicals used to make the drugs and the wastes generated during the ¿cooking,¿ CDL present significant safety and health risks to law enforcement and to the public. The DEA¿s CDL Cleanup Program focuses on the removal and disposal of the chemicals, contaminated apparatus, and equipment that can be used to manufacture illegal drugs. This report: (1) determined whether the DEA ensures that CDL cleanups performed by its vendors comply with applicable laws, regulations, guidelines, and contract require.; and (2) evaluated the DEA¿s overall effectiveness in administering and managing the CDL Cleanup Program funding. Available in PDF, EPUB and Kindle. Book excerpt: Methamphetamine (meth), a drug with limited medical use and high potential for abuse and addiction, is a subject of widespread concern. Once associated mainly with the West Coast and white, male, blue-collar workers, illicit meth is now used by diverse population groups nation-wide, with concentrations in the West, Southwest, and Midwest. Meth is supplied primarily by clandestine labs in California and Mexico. The drug is relatively simple to make from easily obtained recipes, but access to certain ingredients has become more difficult. Meth production in small, toxic labs (STLs) increased initially due to the successful closure of some "super-labs" (labs capable of making more than 10 pounds of meth in a 24-hour cycle), relative ease of making meth, continuing demand for the drug, and desire for potential wealth and involvement in a criminal underground social activity. Although the greater fraction of meth used and distributed across the nation comes from super-labs, the sheer number of STLs, their geographic diffusion, and their residual impacts have prompted concern across a wide spectrum of the country.
