Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the range of potential measures national quality assurance agencies may have to employ to deal with the new issues caused by Cross Border Higher Education (CBHE). The expansion of CBHE raises quality problems, which are currently assessed differently depending on the countries concerned. This has been exacerbated by the growth of Massive Open Online Courses (MOOCs) which have developed very quickly and can be prone to rogue providers. This book considers the steps that have already been taken to ensure quality as well as those ahead. It is important that the swift growth of CBHE is not just seen as a means to increase the revenues of higher education institutions faced with decreasing public funding but also as a means to keep educational standards high.

Book excerpt: This report assesses the status and practice of higher education quality assurance in Sub - Sahara Africa, focusing on degree - granting tertiary institutions. A main finding is that structured national - level quality assurance processes in African higher education are a very recent phenomenon and that most countries face major capacity constrains. Only about a third of them have established structured national quality assurance mechanism, often only as recently as during the last ten years. Activities differ in their scope and rigor, ranging from simple licensing of institutions by the minister responsible for higher education, to comprehensive system - wide program accreditation and ranking of institutions. Within institutions of higher learning, self assessment and academic audits are gradually being adopted to supplement traditional quality assurance methods. However, knowledge about and experience with self - assessments are limited. The main challenges to quality assurance system in Africa are cost and human capacity requirements. For countries with large tertiary systems, the report recommends institutional, rather than program accreditation as a cost - effective option. However, where tertiary systems are small and underdeveloped, a less formal self - assessment for each institution may be necessary until the capacity could be strengthened to support a more formal nation quality assurance agency in the long run.

Both provide services that embody local cultures, in which there is extensive public sector participation and significant domestic regulation. At the same time, both are dramatically affected by the information and communications technology revolution. The production of information content now involves huge costs in terms of research and development or artistic talent, whilst the cost of making such products available to other consumers is very low. This in turn challenges the effectiveness of domestic regulation and raises fundamental questions about its purpose, calling for an increased scope for international trade and investment, and the development of supply chains.Yet, both areas are lightly committed in international trade agreements like the GATS. This lack of commitment and the lack of additional impact from negotiations in bilateral discriminatory trade agreements are cross-cutting themes in the book.Trade Policy in Asia responds to these issues to provide readers with a comprehensive and consistent treatment of policy in the higher education and media services sector across a range of Asian economies little studied in the existing literature. The book opens the discussion with an overview of global trends in each area, followed by detailed, country-specific studies. Through comparative work, it identifies common elements across these sectors and highlights critical implications for trade policy.Education services themes include the growth and impediments involved in various forms of trade and investment; the emergence of a ‘new wave’ of globalization; obstacles faced by domestic providers in supplying services; a common ambition to become an education services hub for international students; and the scope for greater international cooperation in research.Media services themes include the impact of new technology on options for content delivery and the associated problems for policy implementation and copyright protection, and the new challenges of globalization for social goals relating to local cultures, as well as risks involved in implementing policies that pursue these goals.

This book was released on 2012-04-05 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: Quality assurance (QA) in open and distance learning (ODL) can be a contentious issue. Some argue that it should be judged by the same criteria and methods as face-to-face education, while others claim that it is so different in its organization, enrolments and operations that conventional QA mechanisms cannot apply. Some advocate the use of specific guidelines and standards for e-learning; others believe that, regardless of the technology, the basic principles of quality teaching and learning should apply. Providers who have enjoyed freedom from external scrutiny may resist attempts at external regulation and auditing and look upon QA as yet another imposition of corporatization and bureaucracy on education. Others see it as a means of establishing a culture of quality, self-reflection and self-improvement. There is little research-based literature to guide policy-makers, managers and practitioners in applying QA in education and training to ensure the right balance is found between accountability and autonomy, as well as assuring quality for the time and costs involved. In this respect, Quality Assurance and Accreditation in Distance Education and e-Learning is a book that is long overdue. It explains what is involved in QA and accreditation in education. It describes and analyzes applications of these practices in open, distance, dual-mode and conventional universities throughout Europe, North America, Africa, and the Asia-Pacific, looking at open schooling, e-learning in conventional schools, non-formal adult and community education, and corporate and small-to-medium enterprises. Quality Assurance and Accreditation in Distance Education and e-Learning is edited and authored by experts with extensive international experience in ODL, e-learning and QA who give careful consideration to the possibilities and challenges involved. The book will be an invaluable guide for all policy-makers, managers, practitioners and researchers in the field.

Available in PDF, EPUB and Kindle. Book excerpt: The ideas and papers in this volume primarily showcase the work of a group of new scholars who will lead the next generation of educational practise and inquiry. While the topics explored are critical issues, the ways in which these new scholars have chosen to address them illustrates the diversity of voice, venue and value that has led them to present their work. Education and what it means has entered a new era in which the primary focus on education for the sake of education is strained. An educational free-for-all, in the sense of a no-holds-barred fight, seems in place as competition for market share, effective branding exercises and movement towards a client-based delivery of educational services (on demand as demanded) has been fuelled and compounded by litigation, accreditation, transfer credits and matters of patents, copyrights, ownership and monopoly. The link between education and financial well-being has been co-opted as the key to personal success. Unfortunately, the degree pursuit, often called the “paper chase” has become competitive for learners seeking scholarships, awards and entry into graduate school. This transition indicates movement from becoming well educated to employability potential paralleling much institutional retooling and sustenance of enhanced reputation and fiscal viability.

Book excerpt: Dedicated to the hundreds of practitioners who work at international branch campuses (IBCs), this volume examines the unique challenges ICB professionals face in the leading edge of development in the global higher education sector and how they are unlike those confronted by their colleagues on the home campus. The volume is designed to provide readers with an overview of the IBC phenomenon, as well as provide practical insights from those directly involved in the development of multinational colleges and universities. Editors Jason E. Lane and Kevin Kinser of the Institute for Global Education Policy Studies at State University of New York, and begin with an overview of the development of IBCs. The first chapter, by Jason Lane, traces the history of such institutions and discusses various intentions behind their creation and the roles they play in the host country. The next two chapters deal specifically with issues pertaining to faculty and students. The second chapter focuses on strategies for managing and leading academic staff spread across multiple countries. The third chapter looks at the challenges of replicating the student collegiate experience that exists on the home campus. Subsequent contributing chapters discuss the increasing interest among developing nations to create a community college system similar to that in the United States as well as the global regulatory, legal, and policy environments. At the end of the volume, readers will find an extensive annotated bibliography of nearly a hundred scholarly and policy writings that deal directly with international branch campuses. This bibliography is divided into several sections to help readers navigate the extensive listing. The sections include: General, Arab Gulf, Asia, Development Perspective, Management, Quality, Students, Teaching and Learning, and Trade and Regulation. Each reading is listed only once, though many could be classified under multiple sections. This is the 155th volume of the Jossey-Bass quarterly report series New Directions for Higher Education. It arose out of the long-standing interest of the volume?s editors in understanding the emergence of multinational educational institutions. These interests fostered the development of the Cross-Border Education Research Team (C-BERT), which provided the scholarly foundation for this volume.

Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the 1990s, the Chinese higher education system has seen a dramatic expansion of enrolment. China currently has the largest higher education system in the world, however, the rapid growth resulted in concerns being raised about the quality of the system. In response, an array of external quality assessment schemes of higher education has been established, based on suggested policy designs and reforms. The establishment of an effective quality assurance mechanism is a major challenge for universities around the world, therefore, what experience and lessons can be learned from the Chinese practice? This book analyses the external quality assurance system of higher education in China. It brings together scholarship on this topic by renowned Chinese experts, reporting and discussing recent policy developments and research. It presents and analyses various quality evaluation schemes, covering undergraduate, postgraduate, and vocational levels of higher education. The theoretical roots and value orientation of Chinese higher education quality assurance are also reflected on. This volume was originally published as a special issue of Chinese Education and Society.
