There are currently no such nationally applicable decision-making guidelines, but there are a variety of state and local processes and policies for managing historic bridges. Effective practices for the various processes inform the nationally applicable guidelines. The guidelines are in narrative and matrix format.

Book excerpt: Bridges that are designated historic present a special challenge to bridge engineers whenever rehabilitation work or improvements are made to the bridges. Federal and state laws protect historically significant bridges, and railings on these bridges can be subject to protection because of the role they play in aesthetics. Unfortunately, original railings on historic bridges do not typically meet current crash-test requirements and typically do not meet current standards for railing height and size of permitted openings. The primary objective of this study is to develop strategies that can be used to address existing railings on historic bridges and to develop solutions that meet current design requirements. In addition to the modification, selection, and design of the bridge railing, the bridge deck is also impacted by changes made to the railing. Due to increased force levels recently required by AASHTO, deck overhangs require significantly more reinforcement than for past practice. These increases are being realized on all bridge decks and may pose particular challenges for the attachment of railing to historic bridges. Therefore, a secondary objective of this project is to investigate the design of the deck overhang and determine whether reduced amounts of reinforcement are possible. For Volume 1 (Replacement Strategies), three phases of research were conducted. First, an overview of current practice for addressing historic bridge railings was performed. Second, an investigation was conducted to document historic bridge railings in Indiana. Finally, rehabilitation solutions were developed to address the specific bridge railings found in Indiana. Based on this research, three retrofit strategies were developed which include an inboard railing, curb railing, and a simulated historic railing. These rehabilitation solutions can be used to address historic bridge railings not only in Indiana, but across the country. For Volume 2 (Bridge Deck Overhang Design), experimental testing of half-scale and full-scale overhang specimens was conducted, and the results were analyzed. Failures of in-service bridge railings were also evaluated. Based on this research, recommendations are provided for the more efficient and economic design of bridge deck overhangs. These recommendations are applicable not only for historic bridges, but for all concrete bridge decks.

Book excerpt: The most recently published update of the Virginia Department of Transportation’s (VDOT’s) historic bridge management plan, A Management Plan for Historic Bridges in Virginia: The 2017 Update, noted a number of special considerations regarding stone masonry on VDOT’s historic bridges (i.e., those state-owned bridges that are individually eligible for or listed on the National Register of Historic Places). Key considerations included the types of masonry work identified on management plan bridges; various types of repair and stabilization methods; and references to compatible mortars for use on bridges of older construction. The 2017 update of the historic bridge management plan also contained a fifth recommendation: conduct an in-depth historic masonry study and produce a best practices document identifying procedures for repair and/or rehabilitation of historic masonry structures and masonry components, particularly those on VDOT’s historic bridges. This study addressed that fifth recommendation. This study assembled data related to masonry in historic bridges, including archival documentary evidence, materials, and construction and repair technologies, and yielded a best practices document for facilitating appropriate management of VDOT’s historic bridges with stone masonry components. The study concluded that (1) historic bridges in Virginia with stone masonry construction exhibit a number of different forms, materials, building practices, and technologies that reflect the time periods when the bridges were built; (2) a variety of maintenance, repair, and rehabilitation practices have been used on these bridges; (3) best practices in historic preservation can evolve over time as additional information is acquired; and (4) knowledge of these various forms, materials, practices, and technologies, and the necessary specialized treatments required, must be taken into account when planning and undertaking maintenance, repair, and rehabilitation for the various types of stone masonry construction found in Virginia’s historic bridges. Using the most appropriate practices as outlined in this report may help avoid inappropriate repairs and damage to stone masonry elements. The study recommends that (1) the practices regarding bridge maintenance, repair, and historical documentation described in this report be used by VDOT structure and bridge engineers, environmental cultural resource personnel, and corresponding district staff; and (2) the information, including historical background, condition, and maintenance needs on specific bridges, included in this report be referenced in the forthcoming update of A Management Plan for Historic Bridges in Virginia (now in progress).
