Book excerpt: This synthesis will be of interest to highway administrators, safety officials, design engineers, traffic engineers, and analysts who are concerned with improving highway safety. Severity indices, which serve as indicators of the expected injury consequences of a crash, are an integral part of the analysis of proposed roadside safety improvements. Severity indices that have been developed by many states and research agencies are described, as are the issues associated with developing the values, and applying and evaluating the indices. The history of severity indices, the issues associated with estimating accident severity and associated costs, and the range of indices that have been developed are described. This publication of the Transportation Research Board also discusses the relationship of accident severity indices with the American Association of State Highway and Transportation Officials (AASHTO) Roadside Design Guide and the Federal Highway Administration (FHWA) ROADSIDE computer program. While research since the 1960s has sought to quantify severity indices for a range of object types and impact conditions, there remains a wide variation in the values from which analysts may choose when performing cost effectiveness evaluations.

Available in PDF, EPUB and Kindle. Book excerpt: This report describes the development and testing of a guardfence-to-rigid bridge rail transition. The transition consists of a tubular W-beam supported on 7 inch diameter round wood posts. It is designed to transition to a vertical wall or to the concrete safety shaped barrier. It can be used on new construction or as a retrofit for existing installations. Based on a full-scale vehicular crash test program, the design was judged to be in compliance with recommended impact performance criteria as presented in NCHRP Report 230. Also described is a tentative design for approach guardfence at bridge ends near an abutting roadway. The design consists of short radius, curved guardrail supported on weakened round wood posts.

Book excerpt: The objective of this study was to develop guidelines for the use of guardrail on low-volume roads (LVR) in Kansas according to safety and cost effectiveness. A comprehensive review of the research literature was conducted to explore and gather information on the use of guardrail on LVR according to safety and cost effectiveness. The purpose of this information search was to identify the general elements used to determine the need for guardrail on LVR and to review any specific guidelines already in use by other states. The principle findings from this literature review are presented in this report.

Available in PDF, EPUB and Kindle. Book excerpt: Guardrail is a type of longitudinal barrier installed along a roadside to shield vehicles from hazards. Guardrail is itself a hazard and should be installed only if it would reduce the severity of accidents. Accordingly, the American Association of State Highway and Transportation Officials (AASHTO) has guidelines that can be used to evaluate the need for guardrail. The Virginia Department of Transportation (VDOT) has, for the most part, adopted these guidelines for its interstate, primary, and arterial road systems. However, these guidelines are generally based on information concerning high-speed, high-volume roads; consequently, VDOT bases decisions regarding the need for guardrail on its secondary road system entirely on engineering judgment. Guidelines are needed to assist in evaluating the need for guardrail on secondary roads, which most typically have low-volume and low-speed traffic. The primary advantage of such guidelines is that guardrail will be more uniformly installed on low-volume roads. Final decisions regarding the use of guardrail would be dependent on sound engineering judgment; however, all decision-making would at least be based on the same methodology and analyses. Guidelines and uniform installations are of considerable benefit in deciding questions of liability. Formal guidelines should also increase the safety of the motoring public on low volume roads. Finally, they will provide for a more cost-effective use of guardrail. The purpose of this research was to develop such guidelines. The original scope of the study was to develop guidelines from existing practices as reported in the literature and from a survey of other states. However, it was concluded from that research that VDOT needed guidelines based on Virginia-specific data. Accordingly, the scope of the study was expanded to include the application of the computer program ROADSIDE, which was used to develop guidelines to determine whether guardrail is needed on fill embankments and for fixed objects on secondary roads in Virginia. The former guidelines were defined in terms of volumes and fill heights for a given slope, whereas the latter guidelines were defined in terms of a required clear zone for a given volume. It is recommended that VDOT consider adopting the guidelines developed in the report to evaluate the need for guardrail on its secondary roads.

Book excerpt: Barrier installations are warranted (or justified) only at highway locations where the consequence of an errant vehicle leaving the roadway is judged to be more hazardous than the impact with the barrier installation. A six degree-of-freedom mathematical model was found to be useful in describing dynamic behavior of a vehicle during impact. Predictions of vehicle and barrier behavior correlated with results obtained from full-scale crash tests. Crash conditions simulated with a computer were used to identify and evaluate vehicle static and dynamic as well as barrier parameters. Vehicle weight, yaw mass moment of inertia, and deformation constant were found to be significant.

Book excerpt: At many existing highway bridge locations throughout the United States, the length of need for guardrail required at bridge ends cannot be installed due to conflicts within the existing rights-of-way limits. The TRB National Cooperative Highway Research Program's NCHRP Research Report 1013: Roadside Barrier Designs near Bridge Rail Ends with Restricted Rights-of-Way: A Guide presents a guide on the application and installation of newly designed short-radius guardrail systems for roadside barriers near bridge rail ends with restricted rights-of-way. Supplemental to the report is NCHRP Web-Only Document 334: Roadside Barrier Designs near Bridge Rail Ends with Restricted Rights-of-Way: A National Survey and Testing Reports, which provides appendices with further details on the literature review, state survey responses, plus crash-test analyses and results.
