Book excerpt: Part of OECD Water Policy and Finance Set - Buy all four reports and save over 30% on buying separately! Many countries have sought the involvement of the private sector to upgrade and develop their water and sanitation infrastructure and improve the efficiency of water systems. However, high capital intensity, large initial outlays, long pay-back periods, immobility of assets and low rates of return generate high risks. These factors, when combined with poor initial information and weak investment environment, limit the scale of private sector participation in water and sanitation infrastructure. Recognising this, the OECD has developed practical guidance, building on the OECD Principles for Private Sector Participation in Infrastructure, to help governments and other stakeholders to assess and manage the implications of involving private actors in the financing, development and management of water and sanitation infrastructure. The resulting OECD Checklist for Public Action provides a coherent catalogue of policy directions for consideration by governments, including appropriate allocation of roles, risks and responsibilities, framework conditions and contractual arrangements necessary to make the best of private sector participation and harness more effectively the capacities of all stakeholders. Book excerpt: The Department for International Development DFID commissioned this Guidance Manual from the WELL Resource Centre to assist staff and partners to develop effective and sustainable water supply and sanitation programmes. It represents collaboration across a range of professions within the Department and from key UK professionals in the sector. It details inter-disciplinary approaches to planning and implementation of partnership-based programmes. The Manual comprises three chapters and appendices. These take the reader from an overview of the sector, through specific development perspectives, to detailed recommendations for each stage of the project cycle. Chapter 1 is an introduction to water supply and sanitation projects and sets the scene. It describes the WS&S sector with particular focus on the development of services for the poor in both urban and rural areas. Emphasis is placed on the importance of co-operation and partnership and the chapter also introduces the DFID programme and project process. Chapter 2 Principles and practice starts with an inter-disciplinary analysis of key issues and then sets out recommended approaches under seven perspectives: social development; health; environmental sustainability; economic and financial perspectives; institutional perspectives; technical aspects; and hygiene promotion and sanitation promotion. These are explored in some detail so that professional staff in DFID and its partners will gain a better understanding of all the aspects and not just their own speciality. Chapter 3 Water supply and sanitation in the DFID programme and project cycle is the 'how to' part of the manual which brings together the disciplinary perspectives at each stage of the project cycle. The key issues to be taken into account are set out in a helpful 'question and recommendation' format. Appendices include examples of logical frameworks for water supply and sanitation projects.

Book excerpt: These guidelines are to help planners and managers in national governments to develop their own rural water supply and sanitation programmes. They can also be used by consultants, and NGOs could adapt them for their programmes. The Guidelines have been developed to help planners and managers to meet two challenges in rural water supply and sanitation (RWSS): 1. how to integrate the different components of RWSS - water supply, sanitation and hygiene promotion, and now, water resource management (in relation to domestic water supply and sanitation), together with the institutional arrangements to provide the services. 2. to enable all the stakeholders to participate in the planning process - women and men in the villages and communities to be served; field staff of implementing and facilitating agencies; the various technical and management staff at district, provincial and central levels; and other organisations including NGOs and the private sector. The Guidelines and supporting Manual provide a participatory process and methods to enable the user to address both these challenges. The process and methods can be applied in most contexts - they are intended to help the user to develop their own solutions to their own issues and problems.

Book excerpt: This report discusses ways in which the public and private sectors can cooperate in providing improved water and sanitation services. The return of cholera in 1991 to the Latin America and Caribbean region was only a symptom of the deep-seated problems and the fragility and inadequacy of publicly operated water supply and sanitation systems. Consequently, the agencies that operate these systems are entering a crucial phase of deciding whether they can greatly improve their operations while remaining in the public sector or whether they should seek increasing private sector financing and participation in both operations. This study consists of two chapters. The first analyzes the main problems of the public sector, explains the rationale behind private sector participation, and reviews an array of options for such participation. The second chapter highlights a case study of the Buenos Aires Concession--a large concession for the Greater Buenos Aires water supply and sewerage services awarded by the national government to a private consortium of foreign operators and local investors. The case study is an excellent example of how attention to the planning and contracting stages can ensure a successful transition from public to private management.

Book excerpt: This document is intended to serve as an instrument for governments to establish a sector assessment process in their respective countries, and to generate national performance assessments of the water supply and sanitation sector recurrently. It provides orientation on how to build up a sustainable process, rather than being merely a tool to prepare sector assessment reports. This guide covers the most relevant aspects of drinking water supply and sanitation services, including health, institutional, financial, management, legal, technical and social issues. Although it is primarily focused on drinking water, sanitation and hygiene, it also provides guidance on how to generate relevant insights into water resources and environmental issues. Drinking-water and sanitation sector reports prepared through this guide will provide invaluable information and sound analysis, which are crucial for decision- and policy-making, as well as programe formulation and implementation. Such reports are also sound instruments to facilitate the dialogue between government, the private sector and multilateral and bilateral agencies. The first part of this guide is focused on basic issues and suggestions for the establishment of a sector assessment process at the country level. Annex I provides specific guidance for the preparation of a sector assessment report. An electronic file (Excel file with extension: Data_Collection.xls) with a structured questionnaire is provided to facilitate the collection of information for the preparation of the sector assessment report.

Book excerpt: Public and Private Participation in the Water and Wastewater Sector provides practical guidance on applying Public Private Partnership structures within the constraints of European legislation, with examples on how to ensure consistency with EU procurement, competition law and the Water Framework Directive. It reconciles the need for adequate regulation within the context of a monopoly provision of service – a major concern of the European competition policy. The purpose of this book is to provide practical guidance on how to introduce a Public Private Partnership (PPP) as a strategy towards helping meet the demands for massive capital investments and improved management and performance in the water and wastewater sector. The introduction of PPPs within a European context needs to be assessed against compliance with basic EU law principles related to Competition and the Water Framework Directive. International legal structures in the management, distribution and treatment of water are discussed. There is a brief overview of the present realities of European integration, the political and legal aspects involved in the water sector and two cases in which a viable solution was reached and which form the basis of this research. The book examines the general principles of EU law in terms of competition and procurement and how other directives have an impact on PPP. It then assesses the specific rules applicable to PPP in the EU context, and their implications in designing water PPPs. The book concludes with a review of two case studies (the City of Sofia, Bulgaria and the City of Tallinn, Estonia) that show how the Public Private Partnership structure chosen provides a sound legal basis and a viable way to achieve compliance with Community law and the Water Framework Directive, thus assisting the process of accession to the EU for each country. Public and Private Participation in the Water and Wastewater Sector: Developing Sustainable Legal Mechanisms is principally aimed at supporting municipal, provincial, and central governments and other policy makers seeking to improve water services. It is a must read for policymakers and practitioners seeking to navigate through the intricacies of EU legislation and the complexities of public private partnerships. The principles addressed in this book will also be useful outside the European context.
