Available in PDF, EPUB and Kindle. Book excerpt: In 2009, the Lisbon Treaty became effective within the European Union, substantially changing the existing institution through its amendments, and this book investigates how the rotating presidency is affected by the Lisbon Treaty and how the Belgian presidency--the first under the new rule book--has implemented changes for the 21st century. It shows that Belgium has created a new style of rotating presidency, going back to the basics of chairing the Council, while adjusting to its new political and institutional environment and setting precedents for the future. This examination will appeal to students and scholars of European Union politics well beyond the Member States.

Book excerpt: From its antecedents in the 1950s, successive forms of European integration were intended to be leaderless. They have succeeded only too well in demonstrating that much can be achieved without sustained leadership. The attachment to national sovereignty of most of the European elites and mass populations has meant that confederalism has been implicitly accepted for the foreseeable future. This book attempts to clarify three clusters of issues. First, as European integration has advanced, who has provided the impetus? Particular insiders have episodically exerted decisive innovative influence, despite the need to conciliate the jealous champions of national sovereignty. Three case studies are offered: economic and monetary policy, environmental policy and technology policy. The second part examines why the European Union is currently leaderless. The weakened Commission and the increasingly assertive European Council and Council of Ministers have contended for control of agenda-setting but it is in the sphere of foreign and security policy that the EU's logic of leaderlessness has been most conspicuous. Finally, reduced capacity of the Franco-German tandem to offer acceptable leadership and British incapacity to join or replace them in providing overall leadership is also discussed.

Today there are a total of 26 countries that belong to NATO. The A to Z of NATO and Other International Security Organizations covers the Atlantic Alliance's origins, structure and organization through a chronology, an introductory essay, a bibliography, and over 1,000 cross-referenced dictionary entries on its Secretaries-Generals, its Supreme Allied Commanders-Europe, plus all affiliated organizations created to enhance NATO's reach in a broader Euro-Atlantic security architecture (e.g., North Atlantic Consultative Council, Euro-Atlantic Partnership Council, NATO-Russia Charter; NATO-Ukraine Charter, and NATO-Mediterranean Dialogue Partners). This book also covers other related regional organizations with security responsibilities in Europe and worldwide where they interact with NATO, either currently (e.g. ANZUS, ASEAN, European Union, Organization of African Unity, Organization of American States, Organization on Security and Cooperation in Europe, and United Nations) or in the past (e.g. CENTO, European Defence Community, SEATO, Warsaw Pact, and Western European Union).

Available in PDF, EPUB and Kindle. Book excerpt: The emergence of a common security and foreign policy has been one of the most contentious issues accompanying the integration of the European Union. In this book, Michael Smith examines the specific ways foreign policy cooperation has been institutionalized in the EU, the way institutional development affects cooperative outcomes in foreign policy, and how those outcomes lead to new institutional reforms. Smith explains the evolution and performance of the institutional procedures of the EU using a unique analytical framework, supported by extensive empirical evidence drawn from interviews, case studies, official documents and secondary sources. His perceptive and well-informed analysis covers the entire history of EU foreign policy cooperation, from its origins in the late 1960s up to the start of the 2003 constitutional convention. Demonstrating the importance and extent of EU foreign/security policy, the book will be of interest to scholars, researchers and policy-makers.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1917, Satow's Diplomatic Practice has long been hailed as a classic and authoritative text. An indispensable guide for anyone working in or studying the field of diplomacy, this seventh, centenary edition builds on the extensive revision in the sixth edition. The volume provides an enlarged and updated section on the history of diplomacy, including the exponential growth in multilateral diplomacy, and revises comprehensively the practice of diplomacy and the corpus of diplomatic and international law since the end of the Cold War. It traces the substantial expansion in numbers both of sovereign states and international and regional organisations and features detailed chapters on diplomatic privileges and immunities, diplomatic missions, and consular matters, treaty-making and conferences. The volume also examines alternative forms of diplomacy, from the work of NGOs to the use of secret envoys, as well as a study of the interaction with intelligence agencies and commercial security firms. It also discusses the impact of international terrorism and other violent non-state actors on the life and work of a diplomat. Finally, in recognition of the speed of changes in the field over the last ten years, this seventh edition examines the developments and challenges of modern diplomacy through new chapters on human rights and public/digital diplomacy by experts in their respective fields.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores and analyses the various factors that affected the formulation of the common EU policy towards the Middle East Peace Process (MEPP), as well as the specifics of the process by which the EU created EUPOL COPPS and EUBAM Rafah. It answers two central questions: firstly, why and how did the EU decide to create and deploy these missions? Secondly, where do these two missions fit into the general EU approach to the conflict in the Middle East? Based on confidential interviews with various actors in the process, uniquely granted to the author, it reveals the mechanics of decision-making behind the scenes and argues that the EU decision to expand its role in the MEPP, through the creation of the two missions, was closely related to the EU’s defined common interests in the Middle East. Further it shows, the missions were, mainly, the result of the EU’s already established approaches to further its role in the international political arena. This text will be of key interest to scholars and students of European foreign policy, EU Politics, Middle East politics and studies, foreign policy analysis, and more broadly to international relations.
