Most recent crash statistics show that nearly 1,000 Americans were killed and 176,000 were injured in 2003 due to red light running related crashes. The monetary impact of crashes to our society is approximately $14 billion annually. The Federal Highway Administration (FHWA) and National Highway Traffic Safety Administration (NHTSA) support a comprehensive approach to intersection safety that incorporates engineering, education, and enforcement countermeasures to prevent red light running and improve intersection safety. Red light cameras can be a very effective countermeasure to prevent red light running. There are a number of studies that indicate reduction in crashes at signalized intersections due to red light cameras. FHWA is promoting red light cameras as one of its identified priority, market-ready safety technologies. This document is an update to a previous version dated March 2003. The information contained in this document is intended to foster discussions and initiatives that will improve intersection safety by reducing crashes due to red light running. This document is not a regulatory requirement and the decision to use red light cameras is a matter for local decision-makers.

Book excerpt: Red light running (RLR) is a problem in the US that has resulted in 165,000 injuries and 907 fatalities annually. In Iowa, RLR-related crashes make up 24.5 percent of all crashes and account for 31.7 percent of fatal and major injury crashes at signalized intersections. RLR crashes are a safety concern due to the increased likelihood of injury compared to other types of crashes. One tool used to combat red light running is automated enforcement in the form of RLR cameras. Automated enforcement, while effective, is often controversial. Cedar Rapids, Iowa installed RLR and speeding cameras at seven intersections across the city. The intersections were chosen based on crash rates and whether cameras could feasibly be placed at the intersection approaches. The cameras were placed starting in February 2010 with the last one becoming operational in December 2010. An analysis of the effect of the cameras on safety at these intersections was determined prudent in helping to justify the installation and effectiveness of the cameras. The objective of this research was to assess the safety effectiveness of the RLR program that has been implemented in Cedar Rapids. This was accomplished by analyzing data to determine changes in the following areas: Reductions in red light violation rates based on overall changes, time of day changes, and changes by lane; Effectiveness of the cameras over time; Time in which those running the red light enter the intersection; Changes in the average headway between vehicles entering the intersection.

Book excerpt: The City of Chicago has one of the longest-running and largest red light camera (RLC) enforcement systems in the country. While numerous studies have shown that camera enforcement is an effective deterrent to reckless driving and its use improves overall roadway safety, support for its application in various cities has not been uniform. Specifically, its application in Chicago has continued to generate public debate. This study performs an assessment of Chicago's RLC program in terms of its impact on traffic safety, leading to a set of best practices in RLC enforcement, and recommendations for further improvement to the Chicago program. The aim is to provide guidance for continued RLC operation at individual camera locations, as well as for selection of locations for future implementation. By investigating available historical data and conducting statistical analyses, performance metrics and a set of guidelines were proposed to ensure the program is being implemented to the best benefit of the general public and of the City. A stakeholder engagement strategy was also designed and implemented to take into account expert and public opinion on the RLC program. The stakeholder outreach effort sought to better characterize and understand the expert and lay person perceptions of public concerns and gaps in knowledge about Chicago's RLC program.
