Book excerpt: Red light running is one of the major causes of crashes, deaths, and injuries at signalized intersections. Most recent crash statistics show that nearly 1,000 Americans were killed and 176,000 were injured in 2003 due to red light running related crashes. The monetary impact of crashes to our society is approximately $14 billion annually. The Federal Highway Administration (FHWA) and National Highway Traffic Safety Administration (NHTSA) support a comprehensive approach to intersection safety that incorporates engineering, education, and enforcement countermeasures to prevent red light running and improve intersection safety. Red light cameras can be a very effective countermeasure to prevent red light running. There are a number of studies that indicate reduction in crashes at signalized intersections due to red light cameras. FHWA is promoting red light cameras as one of its identified priority, market-ready safety technologies. This document is an update to a previous version dated March 2003. The information contained in this document is intended to foster discussions and initiatives that will improve intersection safety by reducing crashes due to red light running. This document is not a regulatory requirement and the decision to use red light cameras is a matter for local decision-makers.

Book excerpt: Safety cameras are an important part of an integrated road safety strategy, providing a cost-effective method of preventing, detecting and enforcing speed and traffic light offences, and encouraging safer driver behaviour. From April 2007, local authorities, the police and local partners will have greater freedom and flexibility to implement locally agreed road safety measures to reduce road casualties in their area, and this will include greater local accountability for the future deployment and operation of safety cameras. This Circular provides guidance and best practice advice on the deployment of speed and red-light cameras applicable in these circumstances after 1st April 2007. It supersedes Circular Roads 01/92 (Use of technology for traffic enforcement: guidance on deployment), Circular Roads 01/95 (Traffic signal and speed camera signing) and the Handbook for Rules and Guidance for the National Safety Camera Programme for England and Wales 2006/07, which are now cancelled.

Book excerpt: If there were a pill that was scientifically proven to help you look 10 years younger, lose fat, improve hormonal health, fight pain and inflammation, increase strength/endurance, heal faster, improve your brain health and increase your energy levels, it would be a billion-dollar blockbuster drug. Hundreds of millions of people would be told to start taking it by their doctors every day. And doctors all over the world would call it a "miracle drug." Here's the crazy part: That "drug" exists. But it's not a pill. It's red light therapy! Did you know that light has the power to heal your body and optimize your health? Of course, everyone knows about the importance of vitamin D from sunlight (from UV light). But few are aware that there is another type of light that may be just as vital to our health - red and near-infrared light. Think it's all just hype? Think again! Believe it or not, there are now over 3,000 peer-reviewed scientific studies showing incredible health and anti-aging benefits of red and near-infrared light therapy. But it gets even better... While you used to have to spend $100 or more to get treatments done in a medical or anti-aging clinic (where this technology has been used for decades), new breakthroughs have allowed us to harness these benefits in the comfort of our own home, without the need to spend thousands on an expensive laser device or $100 per treatment at a health/anti-aging clinic. We can now do red light therapy at home, as much as we want, at a tiny fraction of the cost. In this book, Ari Whitten - bestselling author, health expert and founder of The Energy Blueprint - cuts through all the confusion, myths and pseudoscience around this complex topic, and takes you on a deep dive into the science of how to use red/near-infrared light therapy to improve your health, your body and your life in dozens of ways. Inside this book, you'll learn how to use red/near-infrared light therapy to: - Fight skin aging, wrinkles, and cellulite and look 10 years younger - Lose fat (nearly twice as with diet and exercise alone) - Rid your body of chronic inflammation - Fight the oxidative damage that drives aging - Increase strength, endurance, and muscle mass - Decrease pain - Combat hair loss - Build resilience to stress at the cellular level - Speed up wound/injury healing - Combat some autoimmune conditions and improve hormonal health - Optimize your brain function and mood - Overcome fatigue and improve energy levels You'll also get critical information to get the best results, including: - Specific dosing guidelines for every type of treatment (and how to avoid common mistakes) - The 5 "bioactive" types of light that affect human cell function and human health - Which health issues respond best to red/near-infrared light therapy - The big mistakes people make when giving themselves red light treatments (and exactly how to do treatments to get the best results) - The best light devices to get (and why most devices on the market are a waste of money) - Exact protocols for how to use red/near-infrared light therapy for everything from fat loss, to brain optimization, to skin anti-aging Optimal light exposure habits are as essential to good health as good nutrition habits. But the big problem is that, just as many people eat diets of processed junk food and fast food, most people are eating "light diets" of "junk light" and end up with chronic "mal-illumination." This book will show you how to fix that. Red and near-infrared light therapy is one of the biggest health breakthroughs in the last half century. If you're serious about your health and improving your body, it's time to start using this powerful tool in your life. Hallmark and published by . This book was released on 2011 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Red light running (RLR) is a problem in the US that has resulted in 165,000 injuries and 907 fatalities annually. In Iowa, RLR-related crashes make up 24.5 percent of all crashes and account for 31.7 percent of fatal and major injury crashes at signalized intersections. RLR crashes are a safety concern due to the increased likelihood of injury compared to other types of crashes. One tool used to combat red light running is automated enforcement in the form of RLR cameras. Automated enforcement, while effective, is often controversial. Cedar Rapids, Iowa installed RLR and speeding cameras at seven intersections across the city. The intersections were chosen based on crash rates and whether cameras could feasibly be placed at the intersection approaches. The cameras were placed starting in February 2010 with the last one becoming operational in December 2010. An analysis of the effect of the cameras on safety at these intersections was determined prudent in helping to justify the installation and effectiveness of the cameras. The objective of this research was to assess the safety effectiveness of the RLR program that has been implemented in Cedar Rapids. This was accomplished by analyzing data to determine changes in the following areas: Reductions in red light violation rates based on overall changes, time of day changes, and changes by lane; Effectiveness of the cameras over time; Time in which those running the red light enter the intersection; Changes in the average headway between vehicles entering the intersection.

Book excerpt: The goal of this research was to find out which automated enforcement programs have been successful and what contributed to their success, as well as which programs have been unsuccessful and to draw lessons from their experiences. This was accomplished through a comprehensive assessment of automated speed and red light running enforcement activity in the United States and Canada, which led to the development of guidelines to assist agencies in implementing and operating successful automated enforcement programs. Over 350 jurisdictions with current or past automated enforcement programs were contacted by survey and phone as part of the assessment. In addition to the survey, an extensive literature review was conducted to determine the effect of the programs, cost effectiveness, and resource requirements, and to get the perspective of the public.

Book excerpt: The City of Chicago has one of the longest-running and largest red light camera (RLC) enforcement systems in the country. While numerous studies have shown that camera enforcement is an effective deterrent to reckless driving and its use improves overall roadway safety, support for its application in various cities has not been uniform. Specifically, its application in Chicago has continued to generate public debate. This study performs an assessment of Chicago's RLC program in terms of its impact on traffic safety, leading to a set of best practices in RLC enforcement, and recommendations for further improvement to the Chicago program. The aim is to provide guidance for continued RLC operation at individual camera locations, as well as for selection of locations for future implementation. By investigating available historical data and conducting statistical analyses, performance metrics and a set of guidelines were proposed to ensure the program is being implemented to the best benefit of the general public and of the City. A stakeholder engagement strategy was also designed and implemented to take into account expert and public opinion on the RLC program. The stakeholder outreach effort sought to better characterize and understand the expert and lay person perceptions of public concerns and gaps in knowledge about Chicago's RLC program.
