Book excerpt: The objective of this thesis is to assess the transition from traditional service contracting to performance-based service contracting at Department of Defense Field Contracting Activities. There has been an increase in spending on services over the past decade that has forced the Federal Government to review its policy on service contracting. In 1991, the Office of Federal Procurement Policy established policy for the acquisition of services using performance-based contracting. Interviews of Government contracting personnel and review of professional literature highlight barriers to performance-based service contracting. These barriers are: management of cultural change, education and training of Government and contractor personnel, adoption of best commercial practices, writing of performance-based statements of work, and the tasks involved in contract administration. This thesis makes recommendations for overcoming these barriers and provides guidance for successful implementation of performance-based service contracting within the Department of Defense.

Book excerpt: Since the mid-l980s, DoD has focused on increasing the knowledge and skills of the contracting workforce. Milestones in this effort include the passage of DAWIA, the establishment of DAU, and the expansion of training opportunities through DSMC. The Department recognizes that services acquisitions are increasing in both frequency and complexity and that services-related education and training opportunities must expand commensurately. Furthermore, the curricula to support services acquisitions must reflect the increasingly frequent use of performance-based contracting techniques (see the example in Appendix G). The Department needs personnel with sufficient experience, education, and training to shift from a process-based to a performance-based contracting environment. As DoD relies more on "support services" contractors, both to provide direct assistance to DoD managers and to perform commercial-type activities, it is essential that services contracts be developed and managed effectively. As part of a multifunctional team acquisition and requirements personnel must learn to articulate, using performance-based language, what they expect from contractors providing support services. Additionally, these personnel must improve their performance management skills to ensure that the Government's high expectations are being fulfilled. The objective of this study is to recommend ways to achieve this transition in services contracting by improving the education and training these personnel receive.

Book excerpt: Performance based service contracting (PBSC) emphasizes that all aspects of an acquisition be structured around the purpose of the work to be performed as opposed to the manner in which the work is to be performed or broad, imprecise statements of work which preclude an objective assessment of contractor performance. It is designed to ensure that contractors are given freedom to determine how to meet the Government's performance objectives, that appropriate performance quality levels are achieved, and that payment is made only for services that meet these levels. This document contains best practices that have proven useful for drafting statements of work, solicitations, and quality assurance plans, and in awarding and administering performance based service contracts. Many of these practices were identified through the government wide Office of Federal Procurement Policy PBSC Pledge Program. This document is neither mandatory regulatory guidance, nor is it intended to serve as a detailed how to manual. Such manuals exist already, and citations to them are included.

Book excerpt: Federal agencies spent $136 billion dollars in 2001 acquiring services ranging from clerical support and consulting services to information technology services, such as network support, and management and operations of government facilities, such as national laboratories. To achieve greater cost savings and better outcomes with this spending, Congress and the administration have encouraged greater use of performance-based contracting. Under this approach, the contracting agency specifies the outcome or result it desires and leaves it to the contractor to decide how best to achieve the desired outcome. Most of the 25 contracts GAO reviewed exhibited at least one or more performance-based attributes, but there was a range in the degree to which they exhibited these attributes.

Book excerpt: The U.S. military has long used contractors to provide supplies and services to deployed U.S. forces as well as for post-conflict support. DoD faces these challenges when managing operational contract support: a failure to adequately plan for the use of contractors, poorly defined or changing requirements, a lack of deployable contracting personnel with contingency contracting exper., and difficulties in coordinating contracts and contractor mgmt. across military services in joint contingency environ. This report determines the extent to which: (1) DoD has developed and implemented joint policies for: (a) requirements definition; (b) contingency program mgmt.; (c) contingency contracting; and (d) training for personnel outside the acquisition workforce. Book excerpt: The DoD relies extensively on contractors to support deployed forces for services that range from food and housing services to intelligence analysis. Since 1997, there have been reports on DoD¿s shortcomings in managing and overseeing its use of contractor support. Part of the difficulty attributed to these shortcomings is that no one person or entity made the decision to send 129,000 contractors to Iraq. Rather, numerous DoD activities were involved, thus adding to the complexity of the problems. This testimony focuses on the problems that DoD has faced, & future challenges, in managing & overseeing its contractor support to deployed forces. Charts & tables.
