Por ello, el discurso que ha justificado el trasvase de agua desde otras regiones es el discurso nacionalista. En las páginas de este libro se profundiza en la dimensión simbólica de la construcción de los acueductos Lerma y Cutzamala; se revisa la demanda interpuesta por el gobierno del Estado de México en la que exige la reparación de los daños ocasionados por medio siglo de extracción del líquido de la zona del Lerma; y se analiza la irrupción mediática del movimiento mazahua por la defensa del agua en Villa Victoria y su denuncia de injusticia en materia de política hídrica. El análisis identifica formaciones discursivas que dan sentido y justifican las acciones de los agentes que se enfrentan por la apropiación y defensa del agua en las cuencas cedentes, es decir, en las zonas de captación de los sistemas Lerma y Cutzamala.
