Book excerpt: The independent Ukrainian Air Force was officially established on March 17, 1992. It inherited 944 former Soviet aircraft, making it the second largest air force in Europe. With a variety of exotic combat aircraft types, including the last operational Yak-28s and Su-15s in the world, the Ukrainian Air Force became of immediate interest to both aviation enthusiasts and air defense analysts. In the mid-2000s the country's aircraft repair plants inaugurated upgrades to enhance the combat readiness of the aircraft and helicopters of the force, however, financial problems still led to a decline in combat strength. In 2014, when the territorial disputes on the Crimean Peninsula became a full-scale war with pro-Russian separatists, the Ukrainian Air Force had a fleet of 66 operational-ready planes in service. These were used in interdiction and close air support missions and during the war approximately 14 aircraft were lost. This book provides a detailed look on the organization and combat strength of the air force's aircraft and helicopters. Drawing on a wide range of previously unseen photographs, supplemented by specially commissioned color artworks, Guardians of Ukraine presents all types of combat, transport and training aircraft, as well as helicopters previously or currently operated by the Ukrainian Air Force. The illustrations are supported by detailed captions many of which provide individual aircraft histories.

The War is being fought in proximity to nuclear facilities and working nuclear power stations, including the six-reactor Zaporizhzhia Nuclear Power Plant (NPP), Europe’s largest, and the decommissioned four-reactor Chernobyl NPP that, in 1986, suffered a catastrophic failure that released radioactive contamination across much of Europe. In 1985, foreign affairs and nuclear expert Bennett Ramberg published Nuclear Power Plants: An Unrecognised Military Peril. In his visionary discourse, Ramberg posited that in future wars, regional or global, nuclear facilities and powerplants might be weaponised to gain political traction over an opponent and neutralise opposing forces’ capacity for battlefield manoeuvre. While, at the time of writing Atomic Blackmail?, none of Ukraine’s fifteen reactors had been damaged in an exchange of fire, the possibility remains that this could happen during Ukraine’s 2023, and subsequent, offensives to expel Russian forces from sovereign Ukrainian territory. Though Ramberg’s nightmare vision of destroyed NPPs rendering a country uninhabitable has not, yet, been realised in the Russia-Ukraine War, the longer and more intense the conflict, the greater the likelihood that one or more of Ukraine’s NPPs will be damaged or, via a credible sabotage threat, used to leverage tactical or strategic advantage. Atomic blackmail finally exampled.

With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.
