They are critical to explaining differences in social development and poverty reduction across countries and subnational areas that cannot be accounted for by growth alone. The book concludes that a more complete strategy needs to consider various institutional factors at the national and subnational levels to achieve rapid and sustained poverty reduction. Indeed, paying attention to these factors will benefit both growth and poverty reduction.

Available in PDF, EPUB and Kindle. Book excerpt: Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

This book looks at recent trends of income and non-income inequalities in developing Asian countries, discusses their underlying driving forces, and examines key policy issues that need to be addressed to ensure that the benefits of growth will be more equitably shared in Asia. The book also presents a set of country studies that provide rich information on growth, poverty and inequality dynamics and the policy challenges that arise in marching toward inclusive growth.

Book excerpt: Income distribution in the Philippines is highly uneven, and poverty rates are higher than in other ASEAN countries. In addition, although the poverty rate has declined over time, the rate of decline has been lower than in other countries, and income inequality has been persistent. These facts are due to historically slow economic growth, owing in part to poor policies, as well as to past failures to reduce structural impediments to a more equal distribution of income. Despite reforms in recent years, it will likely take some time to erase the effects of past policies.

Book excerpt: The report is based on a multi dimensional approach to poverty following ADB's poverty reduction strategy, which defines poverty as a deprivation of essential assets. The analytical framework of the country poverty analysis blends a more traditional analysis of income poverty with an assessment of access to five different types of assets. Taken from the sustainable livelihoods approach, these assets are human, physical, natural, financial and social capital.

Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

Available in PDF, EPUB and Kindle. Book excerpt: The increasing inequality and poverty that seem inevitably to accompany economic growth in developing countries have become more and more evident in recent years. The search for development paths that lead to growth with equality—all too difficult to find—is now an area of central concern for development economists. One result of their concern is this volume, in which internationally known representatives of a range of disciplines address themselves to ways in which growth with equity might be successfully achieved. The book begins with both empirical and theoretical background to the development issues involved, and with an overview of the experience of the international development assistance community. focuses on operational definitions of the poor that will permit analytical, policy-oriented research to lead to useful conclusions. Specific concern is expressed for small-business owners, women, peasants, and recent migrants from rural to urban areas. The basic question, of course, is what can be done about poverty and inequality. includes suggestions for specific measures and provides a comprehensive comparison across a wide range of policy options. The book does not solve the problem, but it does point to directions that promise a reasonably high probability of success. And throughout, suggestions are made for the kind of interdisciplinary research required to raise that probability even further.

This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

This book deals with three questions: What have been the trends of inequality in Asia and the Pacific? What are the key drivers of rising inequality in the region? How should Asian countries respond to the rising inequality? Technological change, globalization, and market-oriented reform have been the key drivers of Asia’s remarkable growth and poverty reduction, but they have also had significant distribution consequences. These three drivers of growth cannot be hindered because they are the sources of productivity improvement and betterment of quality of life. This book will be useful to those interested in policy options that could be deployed by Asian countries in confronting rising inequality.

Available in PDF, EPUB and Kindle. Book excerpt: Studienarbeit aus dem Jahr 2009 im Fachbereich Politik - Internationale Politik - Thema: Entwicklungspolitik, Note: 1.0, Westfälische Wilhelms-Universität Münster (Institut für Politikwissenschaft), Sprache: Deutsch, Abstract: An "anti-development state", that is how Walden Bello, professor at the University of the Philippines, describes the Philippines in his latest book (Bello 2006). This paper seeks to examine if this harsh statement is reflected in the available data on economic development and poverty reduction. The first part explores the Philippines' record of economic and human development. It uses a comparative approach by benchmarking with the neighbor countries Indonesia and Thailand. The second part takes a look at the Philippines' achievements in poverty reduction and once again compares them with those of its neighbors. Finally, a number of key factors in poverty reduction are identified and recommendations are given for an improved pro-poor growth. The goal of this paper is to provide comprehensive background information on the frame conditions for poverty-oriented development cooperation with the Philippines. It also seeks to evaluate to what extend the current administration of President Gloria Macapagal-Arroyo was able to accomplish its self-set goals of inclusive growth and poverty reduction. The underlying Philippine government's Medium-Term Development Plan (MTDP) is prepared every six years to coincide with the term of the president. It sets out the administration's development and poverty reduction goals. The MDTP 2004-2010 sets the goal to fight poverty by building prosperity for the greatest number of Filipino people. The specific target is to reduce poverty incidence of families to 17.9% in 2010. Furthermore, the collected data should serve as a basis for further research.
