Groundwater management is a formidable challenge, one that remains one of humanity’s foremost priorities. It has become a largely non-renewable resource that is overexploited in many parts of the world. In the 21st century, the issue moves from how to simply obtain the water we need to how we manage it sustainably for future generations, future economies, and future ecosystems. The focus then becomes one of understanding the drivers and current state of the groundwater resource, and restoring equilibrium to at-risk aquifers. Many interrelated dimensions, however, come to bear when trying to manage groundwater effectively. An integrated approach to groundwater necessarily involves many factors beyond the aquifer itself, such as surface water, water use, water quality, and ecohydrology. Moreover, the science by itself can only define the fundamental bounds of what is possible; effective IGM must also engage the wider community of stakeholders to develop and support policy and other socioeconomic tools needed to realize effective IGM. In order to demonstrate IGM, this book covers theory and principles, embracing: 1) an overview of the dimensions and requirements of groundwater management from an international perspective; 2) the scale of groundwater issues internationally and its links with other sectors, principally energy and climate change; 3) groundwater governance with regard to principles, instruments and institutions available for IGM; 4) biophysical constraints and the capacity and role of hydroecological and hydrogeological science including water quality concerns; and 5) necessary tools including models, data infrastructures, decision support systems and the management of uncertainty. Examples of effective, and failed, IGM are given. Throughout, the importance of the socioeconomic context that connects all effective IGM is emphasized. Taken as a whole, this work relates the many facets of effective IGM, from the catchment to global perspective.

A unit of rock or an unconsolidated deposit is called an aquifer when it can yield a usable quantity of water. The depth at which soil pore spaces or fractures and voids in rock become fully saturated with water is called the water table. Groundwater is recharged from, and eventually flows to, the surface naturally; natural discharge often occurs at springs and seeps, streams and can form oases or wetlands. Groundwater is also often withdrawn for agricultural, municipal and industrial use by constructing and operating extraction wells. The study of the distribution and movement of groundwater is hydrogeology, also called groundwater hydrology. Typically groundwater is thought of as liquid water flowing through shallow aquifers, but technically it can also include soil moisture, permafrost (frozen soil), immobile water in very low permeability bedrock, and deep geothermal or oil formation water. Groundwater is hypothesised to provide lubrication which can possibly aid faults to move. This book presents important research in the field.

This report is a product of the Committee on USGS Water Resources Research, which provides consensus advice on scientific, research, and programmatic issues to the Water Resources Division (WRD) of the U.S. Geological Survey (USGS). The committee is one of the groups that work under the auspices of the Water Science and Technology Board of the National Research Council (NRC). The committee considers a variety of topics that are important scientifically and programmatically to the USGS and the nation, and it issues reports when appropriate. This report concerns the work of the WRD in science and technology relevant to assessments of groundwater resources on regional and national scales. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.
