The book sheds light on different experiences faced in states across India, including the consequences of electricity tariff reforms and related policies on irrigated agriculture. Part 1 focuses on the historical development of agriculture and social change in India, with special reference to the mode of responses and adaptations in social systems against the inherent low and erratic rainfall and resulting water stress in India during the pre-colonial period. Additionally, it investigates how colonial development destroyed social systems and discusses future development prospects. Part 2 discusses contemporary issues of agriculture and social change in India. A comprehensive examination of various important issues related to South Asian agricultural development in the past and in the present, this book will be a valuable reference for researchers of Asian development, sustainable development, environmental policy, South Asian Studies and Development Studies. Book excerpt: When it comes to water, we flush and forget. We use, abuse and almost never recycle. Water sector in India, since the 1990s, has seen some new ideas formalised legally and institutionally, while others are still emerging and evolving. Confronting the reality of current water management strategies, this volume discusses the state of the Indian water sector to uncover solutions that can address the imminent water crises. This book: Analyses the growing water insecurity, increase in demand, inefficiency in water use, and growing inequalities in accessing clean water; Sheds light on water footprint in agricultural, industrial and urban use, pressures on river basin management, depleting groundwater resources, patterns of droughts and floods, watershed based development and waste water and sanitation management; Examines water conflicts, lack of participatory governance mechanisms, and suggests an alternative framework for water regulation and conflict transformation; Highlights the relationship between gender discourse and water governance; Presents an alternative agenda for water sector reforms. This volume, with hopes for a more water secure future, will interest scholars and researchers of development studies, environment studies, public policy, political studies, political sociology, and, NGOs, media and think tanks working in this area.

Book excerpt: Trees are increasingly grown on-farm to supply wood and biomass needs within developing countries. Over the last several decades, within the irrigated rice-wheat growing lands of northern India, fast-growing poplar trees have been planted on tens of thousands of small farms. Recent debate regarding afforestation has raised the issue that water use is often increased when trees are planted. This ongoing debate focuses primarily on afforestation or reforestation of upland and rain-fed agricultural areas, and off-site impacts such as reduced streamflow. Adoption of poplar agroforestry in northern India, in contrast, is occurring in areas where land and water are already intensively used and managed for agricultural production. This study based on farmer survey data, used remote sensing and spatial hydrological modeling to investigate the importance and role of the poplar trees within the agricultural landscape, and to estimate their water use. Overall, results illustrate a potential for addressing the increasing global demand for wood products with trees grown on-farm within irrigated agroforestry systems.

This study incorporates the beneficial portion of old solutions with more than a decade's sustained study of irrigation reforms in a contemporary context.

Book excerpt: Thanks to farmers’ resistance to provide land for constructing watercourses below the outlets, India’s famous Sardar Sarovar Project is stuck in an impasse. Against a potential to serve 1.8 million hectares, the Project was irrigating just 100,000 hectares five years after the dam and main canals were ready. Indications are that full project benefits will get delayed by years, even decades. In this paper, IWMI researchers advance ten reasons why the Project should abandon its original plan of constructing open channels and license private service providers to invest in pumps and buried pipeline networks to sell irrigation service to farmers.

Book excerpt: This paper reviews policy-related issues discussed in recent conferences that will affect groundwater development and management efforts in South Asia. Emphasis is given to policy issues surrounding emerging groundwater depletion and quality concerns, and issues concerning the equitable development of groundwater for poverty alleviation. The paper outlines the range of services that depend on groundwater resources and outlines the range of services that depend on groundwater resources to provide these services, and the complications stemming from the fragmented approach taken to water management throughout the region. A range of responses dealing with the management of the physical system is identified. In conclusion , the paper discusses institutional frameworks through which management responses could be implemented, in relation to both the range of approaches theoretically applicable and the existing institutional frameworks in place throughout South Asia

Available in PDF, EPUB and Kindle. Book excerpt: Water conflicts in India have now percolated to every level. They are aggravated by the relative paucity of frameworks, policies and mechanisms to govern the use of water resources. Based on the premise that understanding and documenting different types of water conflict cases in all their complexity would contribute to informed public debate and facilitate their resolution, Forum for Policy Dialogue on Water Conflicts in India, a collaborative initiative of the WWF project ‘Dialogue on Water, Food and Environment’, documented a number of such case studies. One of its kind in India, this book brings together an impressive sixty-three case studies – summarized status of the conflicts, the issues involved and their current position – and gives us a glimpse into ‘the million revolts’ that are brewing around water. While recognizing that each conflict is a microcosm of wider conflicts, the editors have classified these cases into eight broad themes that try to capture the dominant aspect of the conflict. These are: contending water uses; dams and displacement; equity-access-allocations; micro-level conflicts; water quality; trans-boundary conflicts; privatization; sand excavation and mining. With a mix of academics and activists as contributors, the book makes an important contribution to a new discourse on water in general, and water conflicts and conflict resolution in particular.

This book was released on 2004 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the highly populated South Asian region, where pump irrigation has gained predominance over gravity-flow irrigation in recent decades, the fortunes of groundwater and energy economies are closely tied. Little can be done in the groundwater economy that will not affect the energy economy, and the struggle to make the energy economy viable is frustrated by the often violent opposition from the farming community to the rationalization of energy prices. As a result, the region's groundwater economy has boomed at the expense of the development of the energy economy. This report suggests that this does not have to be so; and the first step to evolving approaches to sustaining a prosperous groundwater economy with a viable power sector is for the decision makers in the two sectors to talk to each other, and jointly explore better options for energy-groundwater co-management which, the authors suggest, have so far been overlooked.
