Book excerpt: This paper investigates the role of structural reforms -financial reforms, trade liberalization, and privatization- as determinants of FDI inflows based on newly constructed dataset on structural reforms for 19 Latin American and 25 Eastern European countries between 1989 and 2004. Our main finding is a strong empirical relationship from reforms to FDI, in particular, from financial liberalization and privatization. These results are robust to different measures of reforms, split samples, and potential endogeneity and omitted variables biases.

In the aftermath of a global financial, banking and economic crisis, the country’s public finances became problematic to an extent at which private investors were only willing to lend money to Greece at interest rates which it could no longer afford to pay. An official bankruptcy could only be prevented by a financial rescue programme granted by the other Eurozone members and the International Monetary Fund in May 2010, giving bilateral credits summing up to 110 billion Euros in order to service existing debt. The bailout programmes were granted on the condition of a “cash for reform approach”. One objective of this approach was to create economic growth and new jobs in the country afflicted by high unemployment rates for decades. Many economists however stated that Greece could only sustainably overcome its economic and public debt crisis if the country was to become more attractive for Foreign Direct Investment (FDI).

This chapter discusses how the transition from state to market has created bureaucratic barriers to entry, but also windows of opportunity for foreign direct investment (FDI). Thus, inflows of FDI have been largest in those countries that made most progress in establishing a market-oriented institutional framework. Acquisition and Greenfield investors are concerned with different aspects of government policy: privatization and regulatory policies for acquirers and investment incentives, regional policy and special economic zones for Greenfield investors. The shifting policy priorities have thus changed the types of projects undertaken by foreign investors in the region.

Book excerpt: This paper explores the possible effects of the global tax reforms on Ireland's attractiveness to foreign direct investment (FDI) and FDI-related employment. We use data on new greenfield FDI in Ireland and other EU countries over 2011-2020 and estimate a range of possible outcomes on Ireland's attractiveness to FDI and FDI-related new jobs in the medium and long term. Relative to a situation of no change in the effective corporate tax rates in Ireland and other EU countries, we estimate that the global minimum effective corporate tax of 15 percent could result in a lower number of new FDI projects coming to Ireland by 3.4 percent over three years and 3.8 percent over ten years while the corresponding volume of new FDI invested could be lower by 12.3 percent after three years and by 14.6 percent after ten years. Further, we estimate that the number of FDIrelated new jobs associated with the number of new FDI projects, could be lower by 2.7 percent over three years and by 3.0 per cent over ten years while the number of FDI-related new jobs associated with the new FDI invested could be lower by 3.3 percent after three years and by 5.7 percent after ten years.
