Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

What factors influence the development of the wind energy industry, and why has it developed successfully in some places but not in others? In Winds of Change, Ion Bogdan Vasi argues that the development of wind energy is dependent not only on improvements in technology and economic forces, but also in large part on the efforts of the environmental movement. Vasi defines and analyses three pathways through which the environmental movement has contributed to industry growth: it has influenced the adoption and implementation of renewable energy policies, created consumer demand for clean energy, and changed the institutional logics of the energy sector. Vasi uses quantitative analysis to present the big picture of global wind power development, and qualitative research to understand why certain countries are world leaders in wind energy while others are relatively underdeveloped. Through interviews with renewable energy professionals and campaigners, he shows that environmental groups and activists participated actively in energy policymaking, pressured various organizations to purchase wind power, and formed new companies that specialized in wind-farm development. The results are very promising, considering the short time frame and the high barriers to success for such an enterprise - differences in concepts and terminology, disciplinary myopia, and the inherent difficulty of the problem. In the USA, where I work, these barriers continue to pose major challenges after some 30 years of effort. Switzerland has made noteworthy progress in only five. I hope this book represents the beginning of a long term effort at problem-oriented interdisciplinary collaboration among Swiss researchers and prac titioners. The Swiss group has succeeded in developing a unifying framework that makes a major contri bution to environmental policy analysis. The framework broadens policy thinking by giving se rious treatment to underutilized strategies that rely on communication and informal influence as well as to well-studied ones that rely on technological change, regulation, and economic forces. This broad typology makes it easier for an analyst to escape the tendency to presume that the po licy instrument currently in fashion, whether it be market-based instruments, voluntary measures, or whatever, is the right strategy for all problems. It also encourages discipline-based analysts to consider how their favored strategies might be combined with other strategies less familiar to them, and thus to craft strategies that can take advantage of the strengths of various policy instruments.
