Despite recent improvements, export performance deteriorated in the last decade particularly in the service sector. The decline in unit labour costs since the beginning of the crisis has restored cost competitiveness, but the response of exports has been sluggish due to severe liquidity constraints of exporters, lack of investment in export industries and in part because prices did not adjust as fast. Greece is dominated by SMEs and specialised in low-technology goods which makes it difficult to be well integrated into global value chains. Structural problems in product markets, barriers to exporting, access to finance and administrative burden affect competitiveness and impede export performance. Boosting investment in infrastructure and logistics, further liberalising the network industries, improving investment in human and knowledge-based capital to allow upgrading in the global value chains will be essential to enhance export performance.

This study attempts to evaluate Greek export performance during the 1996-2006 period, using detailed panel data on bilateral trade by product. Factors explaining Greek export market shares are analysed with the method of Constant Market Shares. In addition, the dynamics of the specialization pattern of Greek exports and the effect of price competitiveness on export market shares are examined. The results show a considerable change in export structure, mainly the geographical one, with a favourable effect on market shares. Although the pattern of comparative advantages and the technological intensity of Greek exports have improved, exports remain concentrated in low- and medium-technology sectors, while product variety and quality have declined. Finally, the results show heterogeneity among the panels. In the aggregate, export market shares are inelastic with respect to relative and absolute prices, which would call for focus on non-price factors to improve competitiveness in international markets. However, elasticities are greater than one for a considerable proportion of commodities.

Book excerpt: This paper attempts to access whether Greece's low openness is the result of its low trade integration, particularly reflecting the country's relatively poor goods export performance. The analysis estimates potential trade flows for Greece for the years 1993, 1998, 2003 and 2007. In particular, it relies on a gravity model using a panel of cross-country data, which cover bilateral trade flows among the EU member-states. The potential flows are then derived by applying the estimated parameters to the Greek economy. The results show that actual Greek exports fall short of potential ones, while the opposite is true with respect to imports. This becomes more profound when the extent of intra-industry trade is included in the analysis. The findings for the Greek exports differ considerably from the corresponding ones for Portugal, a country with similar characteristics, manifesting the limited convergence of Greece's trade patterns towards the EU average as well as its unique geographical location relatively to the other EU countries.

Book excerpt: Following the gains of Greek non-fuel goods export market shares in the period 2005-2008, a continuous decline was recorded in the period 2009-2015, with their recovery starting in 2016. In this paper, we decompose the changes in the Greek export market shares during the pre- and postcrisis periods by employing the constant market share analysis framework. Our results indicate that the pre-crisis market share gains can be attributed to the strong positive effect stemming from the geographical distribution of exports, fuelled by the strong trade growth in Greece's main export markets (i.e. the euro area and Southeast Europe). The effect of the product composition of exports was almost neutral, while the competitiveness effect eroded more than half of the gains in the structure effect. In 2009-2018, the Greek export market share posted a decline that was mainly driven by the adverse competitiveness effect. The analysis of the last period (2016- 2018) indicates a number of important findings. The adverse competitiveness effect is diminishing; the structure effect turns from negative in 2009-2012 to positive in 2016-2018, driven mainly by the geographical distribution effect and secondarily by the product composition effect. However, despite the recent recovery, the market shares have not yet reached their 2008 levels.

Book excerpt: The Greek paradox of falling wages that do not lead to increased exports can be reconciled with standard economic theory, once a number of facts are taken into account. Actually, exports of goods that have not been facing the additional adverse effect of highly increased after tax energy prices for industrial users have been increasing steadily during the crisis. In addition, once the collapse of the economy was well under way, labour market reforms in Greece introduced flexibility that stabilized employment, especially among SME's. At the same time in spite of modest product market reforms the increasing distortions of a tax system that overtaxes honest productive individuals and businesses, which are by definition more likely to be engaged in businesses that offer higher value tradable goods, further undermined growth and export prospects. Finally, real interest rates on corporate loans, wages and the efficiency of product markets are found to have an important impact on manufacturing employment. Product market reforms and reducing uncertainty thus emerge as key policy priorities if the increase in employment, export performance and wages are a desired policy priority.

Book excerpt: "Why is Greece such a surprisingly closed economy? We employ a gravity model of trade to explain the appallingly poor export performance of Greece and argue that weak institutional quality accounts for a large part of this shortfall. Using a rich dataset of bilateral value-added exports of goods and services of 39 exporters and 56 importers for 18 sectors, we first estimate that Greece exports 1/3 less than what regular international trade patterns would predict on basis of Greek GDP, the size of its trading partners and geographical distance. This ranks Greece at the 31st position out of 39 export countries in the competitiveness ranking we construct based on our regressions. The most affected sectors include electrical equipment and machinery while transport, tourism and agriculture perform relatively favourable. We then augment our model with various measures of institutional quality and find that weak institutions can explain much of the missing Greek exports puzzle. We estimate that structural reforms improving the Greek institutional framework to the EU/OECD average level would close between 1/2 and 3/4 of the Greek export gap. These findings suggest that, while Greece has already achieved major improvements in cost competitiveness since the start of the Greek adjustment programme, structural reforms must also address non-cost competitiveness factors, such as the underlying institutional deficits, to unlock Greece's export growth potential."--Document home page.

Book excerpt: This paper explores differences in performance between firms that export and those that do not. With only a few exceptions, exporters have characteristics which suggest “better” performance than non-exporters, controlling for observed and unobserved heterogeneity. This paper aims to provide evidence on the differences between exporters and non-exporters in terms of labour productivity and profitability across time, different sectors of economic activity and different size groups, using data from exporting and non-exporting firms incorporated in Greece for the period 2006-2014. The results suggest that the exporter productivity premium is around 14% for the whole sample, pointing to a significant productivity advantage for exporting firms which is even stronger in certain sectors of economic activity. There is also evidence in favour of higher productivity growth for always exporting firms and starters, while there is a negative, though insignificant, effect for stoppers.

The sample covers a rather long period of four decades with exports aggregated based on industrial rather than on trade classification. The study contributes to a better understanding of the effects of export prices, domestic and competitors', as well as of non-price competitiveness approximated with capital stock, on export performance. The empirical estimation uses the Johansen maximum likelihood approach in the long run and a dynamic errorcorrection equation in the short run. The estimated long-run and short-run relationships follow the economic theory and are remarkably stable. It is shown that non-price competitiveness plays a vital role in explaining export performance in the long run as well as in the short run and that failure to include it in the export equation may lead to mis-specification error. As opposed to conventional models of export demand where income effects are very high, in the present study foreign income has a moderately high effect on exports in the long run and no effect in the short run. Exports are also sensitive to domestic and competitors' prices in the long run, but cost and price competitiveness elasticities are close to one, indicating that Greek exporters have some ability to compete on the basis of prices.

Our analysis suggests that: (i) Long-term price elasticities for intra-euro area exports are at least double those for extra-euro area exports, so traditional real effective exchange rate indexes may overstate the effectiveness of euro depreciation in restoring exports growth in the euro area periphery and; (ii) There are surprisingly wide divergences across alternative relative price measures and even when relative price data suggest a steady loss in intra- (and extra-) euro area competitiveness, the pace of deterioration depends on the measure of relative prices used.

Using value added trade statistics, this paper tries to dissect and reshape understanding of European exports: where exports values are created, the role of vertical supply links in export growth, what is contributing to the growth in supply links, and how comparative advantages of countries are affected by supply links over time. Our analysis finds strong role of supply links in cross-country export performance in Europe, where these links between countries grew based on physical proximity, cost differential and similarity in export structure.
