Book excerpt: Native grasslands in the U.S. Northern Plains, particularly those located in the Prairie Pothole Region, are excellent breeding habitat for migratory birds. The conversion of grassland to crop production could damage this habitat and affect bird populations. We focus on three questions: How fast are grasslands being converted to cropland in the United States and especially in the Northern Plains? Can a temporary (5-year) ban on crop insurance purchase for converted grassland slow grassland to cropland conversion? More broadly, what has been the role of crop insurance and other farm programs in grassland to cropland conversion? We find that: (1) roughly 770,000 acres (1 percent) of 1997 range-land acreage in the Northern Plains were converted to cultivated crops by 2007; (2) a 5-year ban on crop insurance purchase for converted grassland could slow but is unlikely to stop grassland to cropland conversion; and (3) the benefits of crop insurance, disaster assistance, and marketing loans increased cropland acreage by about 2.9 percent between 1998 and 2007.

Book excerpt: Land is being converted from native grass or rangeland into crop production in the Northern Plains region, especially in South Dakota, North Dakota, and Montana. Advocates of wildlife protection and enhancement, and grazing interests, are concerned that landowners in this region will continue to convert grasslands to crop production, especially to corn production, as long as market prices remain high. As the rate of land conversion accelerates, those concerned suspect it will have significant environmental impacts and reduce the amount of land available for both wildlife habitat and grazing. They are seeking changes in public policy that might slow, halt, or reverse this process. The availability of reliable and timely data to examine these concerns is limited. Though not enough time has passed to document current trends in periodic surveys, anecdotal evidence from numerous sources suggests that grassland conversion to cropland is being observed more frequently in the Northern Plains than in years past. Identified data sets -- each offering different time frames, collection techniques, and insights on this topic -- indicate a shift in land use in the region. Questions concerning exactly how much land is being converted to cropland, where this land is located, and what forces are driving the change can be only partially examined with the limited data currently available. While the forces encouraging the conversion of land are not discussed in depth in this report, it is widely thought that the recent push for renewable energy from biofuels, rising market prices for corn, and advances in biotechnology are intensifying the conversion rate. Some of the possible conversion forces, such as expiring Conservation Reserve Program (CRP) contract acres, commodity support program policy, and existing conservation compliance policy, might be reviewed by Congress in the context of the upcoming farm bill. Discussion on topics such as current policy, technological advances in crop production, changes in wildlife habitat and population, regional economics, and environmental sustainability could assist anticipated farm bill discussions.

The sample is classified by land conversion activity between 1975 and 1977. More than 40,000 landowners (18 percent) in this area added cropland. The Northern Plains accounted for two-thirds of owners adding cropland. Operations adding cropland were of two types: new, expanding operations owned by younger, better educated, full-time farmers and established, speculative operations owned by older, less educated operators with a variety of nonfarm occupations. Soil erosion on land owned by those who converted land is little different than erosion on all land.

Book excerpt: In the Northern Great Plains (NGP), the combined impacts of land-use and climate variability have the potential to place many soils on the tipping point of sustainability. The objectives of this study were to assess if the conversion of grassland to croplands occurred on fragile landscapes in the North America Northern Great Plains. South Dakota and Nebraska were selected for this study because they are located in a climate transition zone. We visually classified 43,200 and 38,400 points in South Dakota and Nebraska, respectively, from high-resolution imagery in 2006, 2012, and 2014 into five different categories (cropland, grassland, habitat, NonAg, and water). The sustainability risk of the land-use changes was assessed based on the land capability class (LCC) scores at the selected sites. Sites with LCC scores ,⧠4 are considered sustainable for crop production if appropriate management practices are followed. Scores ,â• 6 are not considered suitable for row crop production. From 2006 to 2014, 910,000 and 360,000¬†ha of land were converted from grassland to cropland in South Dakota and Nebraska, respectively. Approximately 92 and 80% of the grassland conversion to croplands occurred on land suitable for crop production (land capability class, LCC ,⧠4) in South Dakota and Nebraska, respectively.
