Book excerpt: Excerpt from Governor Chamberlain's Administration in South Carolina: A Chapter of Reconstruction in the Southern States This volume is what its title expresses; it is the record of the Administration of Governor Chamberlain in South Carolina, and nothing more. It was undertaken because it was believed that the period covered by it, though brief, had a character and significance making it worthy of study and remembrance. What is called "Reconstruction" was certainly a peculiar phase of our American civil life. It presented new questions, new difficulties, social, political, legal, and constitutional. The result of the overthrow and surrender of the armies of the South was to present at once the novel and perplexing question, how to deal with the civil Governments of the Southern States. The theories put forward at that time seem now, many of them, grotesque, - Mr. Sumner's theory of State suicide not the least so. The question of the legal relation of those States to the Union during and at the close of the war, has not yet passed beyond the line of discussion and controversy. The Supreme Court of the United States has announced the doctrine of "an indestructible Union, composed of indestructible States." Yet, the Reconstruction Acts of 1867 which proceeded on the theory of the destruction of the State Governments of the rebellious States, have been carried into effect and recognized as valid by all branches of the Federal Government. It is not necessary to reconcile conflicting theories. What is plain is that Reconstruction as it proceeded under the Acts of Congress, involved the most serious consequences to all the people of the South. His cavalry service during the Civil War saw him rise from regimental captain to major general in command of a division. Book excerpt: Besides massive race prejudice and the perceived vindictiveness of the radical Republicans, another factor that contributed strongly to the derailment of reconstruction after the Civil War was the conflicting decisions taken by the political leaders. Lincoln warned against differences between the friends of freedom, and to overcome these, took charge of the reconstruction of Louisiana and showed how it should be done by pitting benefits of enlightened free government against the prejudices of the populace. Unfortunately, his example was lost on his successor, Andrew Johnson, whose encouragement of Southern resistance to the North’s terms aggravated factionalism within the Republican party. The moderates dominated in the drafting of the Fourteenth Amendment, where they incorporated the statesmanlike principle of a benefit, self-government in exchange for Southerners protecting the rights of all their citizens, black and white. However, this statesmanlike bargain was practically abandoned in Congress’s response to the Southern states’ rejection of the Fourteenth Amendment, the Congressional Reconstructions Act. The fears of the moderates that the new state governments would not protect rights led them to propose universal suffrage, while the fears of the radicals that disloyal men would rule led them to provide for the disfranchisement of many ex-rebels and to hold any governments established, provisional only, subject to congressional change at will. As result the incentive for native white Southerners to participate in the new state governments in exchange for rights protection was drastically weakened. The consequences of this legislative "straight jacket" made it extremely difficult for Republicans in the defeated states to establish permanent political footholds. Some tried to hold onto power without attempting to cultivate native white support and lost their states for the Republicans. Three other leaders’ efforts to strike a balance between radicals and Democrats fell flat. Imprudent decisions of the Grant Administration shattered the attempts of three more states to establish a common ground with moderate Democrats. On the positive side, there was a leader in Virginia who figured out the kind of political arrangement necessary for Republicans to survive, and in Florida, a moderate Republican Governor, Ossian Bingley Hart, exercised real statesmanship to lead the most successful of all reconstruction governments. Statesmanship in reconstruction could have spared the South some severe hardships. Despite the vast change in public opinion on race relations over the last nearly 150 years, there are still lessons drawn from this study that can be applied to present day Civil Rights Policy.

An electorate composed of newly enfranchised former slaves, native southern whites (minus significant numbers of disenfranchised former Confederate officials), and a small contingent of "carpetbaggers," or outside whites, sent delegates to ten constitutional conventions. Derogatorily labeled "black and tan" by their detractors, these assemblies wrote constitutions and submitted them to Congress and to the voters in their respective states for approval. Blacks, Carpetbaggers, and Scalawags offers a quantitative study of these decisive but little-understood assemblies -- the first elected bodies in the United States to include a significant number of blacks. Richard L. Hume and Jerry B. Gough scoured manuscript census returns to determine the age, occupation, property holdings, literacy, and slaveholdings of 839 of the conventions' 1,018 delegates. Carefully analyzing convention voting records on certain issues -- including race, suffrage, and government structure -- they correlate delegates' voting patterns with their racial and socioeconomic status. The authors then assign a "Republican support score" to each delegate who voted often enough to count, establishing the degree to which each delegate adhered to the Republican leaders' program at his convention. Using these scores, they divide the delegates into three groups -- radicals, swing voters, and conservatives -- and incorporate their quantitative findings into the narrative histories of each convention, providing, for the first time, a detailed analysis of these long-overlooked assemblies. Hume and Gough's comprehensive study offers an objective look at the accomplishments and shortcomings of the conventions and humanizes the delegates who have until now been understood largely as stereotypes. Blacks, Carpetbaggers, and Scalawags provides an essential reference guide for anyone seeking a better understanding of the Reconstruction era.
