Book excerpt: Con il termine “economia monetaria” si fa riferimento a due concetti strettamente collegati, che è però utile tenere distinti. Si indica, in primo luogo, quel particolare sistema di relazioni economiche in cui la cessione di un bene, o la fornitura di un servizio, è condizionata all’obbligo che la parte acquirente saldi il corrispettivo concordato nella forma di un’entità (detta “moneta”) in grado di estinguere il debito nei confronti della parte venditrice. In questo senso, l’economia monetaria descrive l’ambiente in cui si svolge la maggior parte delle nostre attività ed è l’oggetto di studio di questo volume. Con lo stesso termine si indica un’area delle scienze economiche che nell’attuale classificazione del Journal of Economic Literature è associata alla macroeconomia e i cui temi tipicamente includono la domanda e l’offerta di moneta, i tassi d’interesse, le variazioni del livello dei prezzi, la politica monetaria delle banche centrali e la politica fiscale. Essa dialoga strettamente con l’economia finanziaria, che è l’area che studia la formazione dei prezzi nei mercati finanziari, le scelte dei soggetti economici che finanziano attività d’impresa o gestiscono un portafoglio di investimenti, nonché le cause delle crisi finanziarie, il ruolo delle istituzioni che operano nel campo della finanza, delle assicurazioni, e del mercato immobiliare, e prevede inevitabili intersezioni con l’economia internazionale (le relazioni monetarie internazionali e il mercato valutario), la storia economica (lo sviluppo e l’evoluzione delle banche e dei mercati finanziari) e l’economia dello sviluppo (i modelli di crescita). In questa seconda accezione, l’economia monetaria costituisce il quadro concettuale di riferimento che questo volume intende fornire al lettore per meglio comprendere la dimensione monetaria dei sistemi economici e il modo in cui questa condiziona i comportamenti e influenza la dimensione produttiva e il benessere economico di un determinato ambito politico territoriale.

Today, as the Covid-19 pandemic opens up a dramatic new crisis, reconnecting the history of capitalism and that of democracy seems one of the most urgent intellectual and political tasks of our time. This global political history of public debt is a contribution to this debate and will be of interest to financial, economic, and political historians and researchers.
