Available in PDF, EPUB and Kindle. Book excerpt: Since the end of World War II, the primary political regions of Illinois, Chicago and "downstate, " have lost population, wealth, and political power to a third region, the suburban collar, which has relentlessly expanded outward from Chicago. At the same time, legislative service has changed from a largely part-time "citizen" activity into a "professional, " career-oriented pursuit. Parochial perspectives of elected officials have intensified as reflected in candidates' promises to deliver their districts' "fair share" of government spending. The state legislature has become an arena in which each region battles for its own fair share, rather than an instrument for comprehensively addressing the state's problems. The authors foresee the emergence of political coalitions linking downstate and Chicago-historically at odds-in efforts to protect their "shares" and contend with the suburban collar. Illinois's political leaders face the challenge of looking beyond district interests to the broader concerns of work-force quality and statewide economic prosperity. Samuel K. Gove is Director Emeritus at the Institute of Government and Public Affairs, and Professor Emeritus of Political Science at the University of Illinois. He is coeditor with Louis H. Masotti of After Daley: Chicago Politics in Transition. James D. Nowlan is an adjunct professor of public policy at Knox College and a Senior Fellow with the University of Illinois Institute of Government and Public Affairs. He is the author of A New Game Plan for Illinois.

Even with the trend toward suburbanization, many central cities attract substantial new investment and employment. Within this profile of health, however, many urban areas are beset by problems of economic disparity, physical deterioration, and social distress. This volume addresses the condition of the city from the perspective of the larger metropolitan region. It offers important, thought-provoking perspectives on the structure of metropolitan-level decisionmaking, the disadvantages faced by cities and city residents, and expanding economic opportunity to all residents in a metropolitan area. The book provides data, real-world examples, and analyses in key areas: Distribution of metropolitan populations and what this means for city dwellers, suburbanites, whites, and minorities. How quality of life depends on the spatial structure of a community and how problems are based on inequalities in spatial opportunityâ€"with a focus on the relationship between taxes and services. The role of the central city today, the rationale for revitalizing central cities, and city-suburban interdependence. The book includes papers that provide in-depth examinations of zoning policy in relation to patterns of suburban development; regionalism in transportation and air quality; the geography of economic and social opportunity; social stratification in metropolitan areas; and fiscal and service disparities within metropolitan areas.

Available in PDF, EPUB and Kindle. Book excerpt: While government provides the structure of public leadership, governance is the art of public leadership. This timely book examines current trends in metropolitan governance issues. It analyzes specific cases from thirteen major metropolitan regions in the United States, Canada, and Mexico, all woven together by an overall framework established in the first three chapters. The distinguished contributors address such governance issues as city-county consolidation, local-federal coordination, annexation and special districting, and private contracting, with special attention to lessons learned from both successes and failures. As urban governance innovations have clearly outpaced urban government structures in recent years, the topics covered here are especially relevant.

Available in PDF, EPUB and Kindle. Book excerpt: Just because Milwaukee isn't Manhattan, doesn't mean that those urban centers face completely unique challenges. Through effective comparative analysis of key issues in urban studies--how city managers share power with mayors, how spending policies affect economic development, and how school politics impact education policy--students can clearly see how scholars discern patterns and formulate conclusions to offer theoretical and practical insights from which all cities can benefit. Pelissero brings together an impressive team of contributors to explore variation among cities through case studies and cross-sectional analyses. Each author synthesizes the field's seminal literature while explaining how urban leaders and their constituents grapple with everything from city council politics to conflict and cooperation among minority groups. Authors identify both key trends and gaps in the scholarship, and help set the research agenda for the years to come. Lively case material will hook your students while the accessible presentation of empirical evidence make this reader the comprehensive and sophisticated text you demand.

Book excerpt: The Effective Local Government Manager, 3rd Edition, reflects the rich history and modern reinvention of a profession that sprang up at the beginning of the twentieth century. What does it mean to be a local government manager in today’s world? What can a manager accomplish? What internal as well as external resources must the manager harness? What motivates the manager’s employers, colleagues, and employees? For the student contemplating a career as a manager in public service, The Effective Local Government Manager is almost obligatory reading. Many instructors have built introductory courses on local government management around The Effective Local Government Manager. For the young assistant in a city or county, or for the mid-career manager assessing new challenges, The Effective Local Government Manager offers insights on your role and how you can best serve your community. It explores the manager’s many roles and responsibilities—interacting with the community, the governing body, local government employees, and other governments. It offers the most up-to-date theory and practice of local government as well as tools of management. This book is used as a text in ICMA University's Emerging Leaders Development Program.
