Communities and Local Government Committee and published by The Stationery Office. This book was released on 2009 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: In its report of last year on the Communities and Local Government's Departmental Annual Report 2007 (HC 170, session 2007-08, ISBN 9780215037978) the Committee commented on the particular nature of the Department's work: on its unusual reliance for the achievement of the goals Government has set it on a plethora of other Departments, agencies, non-departmental bodies, local authorities and other stakeholders; on the long, devolved delivery chains by which those goals therefore have to be delivered; and on the skills of influence, brokering and negotiation which are required to achieve them. In this Report the Committee assesses the progress made since last. The most recent Cabinet Office Capability Review concludes that there has been a positive "direction of travel" for CLG in that period, but the Committee concludes that there is still some way to go before CLG can be said to be performing at the highest achievable level of effectiveness. The Department's overall performance against its Public Service Agreement targets is likewise moving in the right direction but still short of full effectiveness. Achievement of efficiency targets is applauded. Finally, the report considers examples of particular policies which highlight some of the Department's strengths and weaknesses, and follow up some issues in earlier inquiries. These issues include: eco-towns; the Decent Homes programme; Home Information Packs; Fire Service response times; Firebuy; the FiReControl programme. The report also considers the Department's response to the serious flooding of summer 2007, and to the reviews which followed; and the mismanagement of European Regional Development Fund monies.

Available in PDF, EPUB and Kindle. Book excerpt: This Palgrave Pivot presents experiments that reveal core dynamics of trade in a complex system. Monetary trade is stripped of all its complications and placed in agent-based models, a complexity research tool capable of reproducing emergent behaviour and evolution. Included are ground-breaking repeatable experiments exploring the impact of evolutionary prerequisites empirically present in markets. Isolating the core dynamics of trade results in very simple agent-based models. However, decades of complexity research demonstrate that even the simplest systems result in emergent behaviour that is extremely difficult to anticipate. Readers who are only familiar with the linear-system theories and models used to train almost all undergraduate economics students might be surprised to witness price detaching from supply and demand, and extreme poverty and wealth arising in trade systems populated by agents with equal ability and opportunity. Watch as empirical evolutionary prerequisites are introduced and price patterns characterising two different markets – asset markets and speculative markets – emerge irrespective of supply and demand. In addition to laying the groundwork of monetary trade in a complex system, more complicated models feature mortal reproductive agents. Including ‘living’ populations in economic models reveal how the complexity characteristics of our market economy are impacting impoverishment and starvation. This book invites anyone interested in economics to join the growing ranks of people who are fascinated by the insights offered by complexity research.

Available in PDF, EPUB and Kindle. Book excerpt: Spatial planning has a vital role to play in the move to a low carbon energy future and in adapting to climate change. To do this, spatial planning must develop and implement new approaches. Elizabeth Wilson and Jake Piper explore a wide range of issues in this comprehensive book on the relationship between our changing climate and spatial planning, and suggest ways of addressing the challenges by taking a longer-sighted approach to our preparation for the future. This text includes: an overview of what we know already about future climate change and its impacts, as we attempt both to adapt to these changes and to reduce the emissions which cause them the role of spatial planning in relation to climate change, offering some theoretical and political explanations for the challenges that planning faces in the coming decades a review of policy and legislation at international, EU and UK levels in regard to climate change, and the support this gives to the planning system case studies detailing what responses the UK and the Netherlands have made so far in light of the evidence ways to help new and existing urban developments to reduce energy use and to adapt to climate change, through strengthening the relationships between urban and rural areas to avoid water shortage, floods or loss of biodiversity. The authors take an evidence-based look at this hugely important topic, providing a well-illustrated text for spatial planning professionals, politicians and the interested public, as well as a useful reference for postgraduate planning, geography, urban studies, urban design and environmental studies students.

Book excerpt: Public Consultation and Community Involvement in Planning is the definitive introduction to public consultation for developers, students and planners. The past decade has seen a complete transformation in consultation and community relations in the UK, from increased requirements to consult, to the introduction of neighbourhood planning and a revolution in online communication. Public Consultation and Community Involvement in Planning takes readers through consultation from the basics right through to emerging trends to demonstrate how a successful consultation process can benefit both the developers and the local community. The book begins with a definition of consultation and community involvement and an explanation of their role within the development process, before going on to clarify the legal, ethical, practical and ideological concerns to be addressed by the consultation process. Consultation strategy is explored step by step, and social media and online consultation is explored in detail. This is the first comprehensive guide to modern public consultation within the UK development sector and will be essential reading for developers, students and planners.

Book excerpt: This white paper sets out proposals for a detailed programme of action to repair damage done to the environment in the past, and urges everyone to get involved in helping nature to flourish at all levels - from neighbourhoods to national parks. The plans are directly linked to the groundbreaking research in the National Ecosystem Assessment that showed the strong economic arguments for safeguarding and enhancing the natural environment. They also act on the recommendations of 'Making Space for Nature', a report into the state of England's wildlife sites, led by Professor John Lawton and published in September 2010, which showed that England's wildlife sites are fragmented and not able to respond to the pressures of climate change and other pressures we put on our land. Key measures proposed include: i) Reconnecting nature with New Nature Improvement Areas (NIAs) with a £7.5 million fund for 12 initial NIAs, biodiversity offsetting, New Local Nature Partnerships with £1 million available this year, phasing out peat, ii) Connecting people and nature for better quality of life with Green Areas Designation, better urban green spaces; more children experiencing nature by learning outdoors, strengthening local public health activities, the new environmental volunteering initiative "Muck in 4 Life" to improve places in towns and countryside for people and nature to enjoy and iii) Capturing and improving the value of nature with a Natural Capital Committee; an annual statement of green accounts for UK Plc, a business-led Task Force to expand the UK business opportunities from new products and services which are good for the economy and nature alike.

This book was released on 2010-11-30 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government recognises that many lifestyle-driven health problems are at alarming levels: obesity; high rates of sexually transmitted infections; a relatively large population of drug users; rising levels of harm from alcohol; 80,000 deaths a year from smoking; poor mental health; health inequalities between rich and poor. This white paper outlines the Government's proposals to protect the population from serious health threats; help people live longer, healthier and more fulfilling lives; and improve the health of the poorest. It aims to empower individuals to make healthy choices and give communities and local government the freedom, responsibility and funding to innovate and develop ways of improving public health in their area. The paper responds to Sir Michael Marmot's strategic review of health inequalities in England post 2010 - "Fair society, healthy lives" (available at http://www.marmotreview.org/AssetLibrary/pdfs/Reports/FairSocietyHealthyLives.pdf) and adopts its life course framework for tackling the wider social determinants of health. A new dedicated public health service - Public Health England - will be created to ensure excellence, expertise and responsiveness, particularly on health protection where a national response is vital. The paper gives a timetable showing how the proposals will be implemented and an annex sets out a vision of the role of the Director of Public Health. The Department is also publishing a fuller story on the health of England in "Our health and wellbeing today" (http://www.dh.gov.uk/prod_consum_dh/groups/dh_digitalassets/@dh/@en/@ps/documents/digitalasset/dh_122238.pdf), detailing the challenges and opportunities, and in 2011 will issue documents on major public health issues.

Book excerpt: Planning Practice: Critical Perspectives from the UK provides the only comprehensive overview of contemporary planning practice in the UK. Drawing on contributions from leading researchers in the field, it examines the tools, contexts and outcomes of planning practice. Part I examines planning processes and tools, and the extent to which theory and practice diverge, covering plan-making, Development Management, planning gain, public engagement and place-making. Part II examines the changing contexts within which planning practice takes place, including privatisation and deregulation, devolution and multi-level governance, increased ethnic and social diversity, growing environmental concerns and the changing nature of commercial real estate. Part III focuses on how planning practice produces outcomes for the built environment in relation to housing, infrastructure, economic progress, public transport and regeneration. The book considers what it means to be a reflective practitioner in the modern planning system, the constraints and opportunities that planners face in their daily work, and the ethical and political challenges they must confront.

Book excerpt: The government proposes to give local authorities more freedom and powers to meet the needs of their citizens and communities. Local authorities will be encouraged to develop neighbourhood charters setting out local standards and priorities; to manage services at the level of the neighbourhood; to work more closely with neighbourhood policing teams. Local people will receive more information about services and standards, and will be able to question and get a response from local councilors through a new service, Community Call for Action. Executive power will be invested in the leader of the council, and there will be three choices of leadership model: a directly elected mayor, a directly elected executive of councillors, or a leader elected by fellow councillors with a four year mandate. New training opportunities will be provided for councillors. The making of byelaws will be fully devolved to local authorities. The authorities will be encouraged to bring together local partners to help improve services, and to develop a delivery plan - the Local Area Agreement - setting out a single set of priorities for local partners, for the Sustainable Community Strategy that they are already required to prepare. The performance framework for local government will be simplified: there will be about 35 priorities for each area, with a set of some 200 outcome based indicators replacing the many hundreds of indicators currently required by central government. Ambitious efficiency gains will be required as part of the 2007 comprehensive spending review. The second volume shows how these proposals will apply to major local public service areas and cross-cutting issues: community safety; health and well-being; vulnerable people; children and families; climate change; and economic development, housing and planning.
