This book was released on 2013-10-21 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Planning Act 2008 created a new system of development consent for certain types of nationally significant infrastructure, including major energy infrastructure, railways, ports, roads, airports, water and waste projects which were deemed to be of national significance. The regime is still fairly new, with only 12 applications having gone all of the way through the system to completion. However it is clear that the new regime is working as intended and is leading to quicker planning decisions. For example the approval of Hinkley Point C was approved within the one year statutory timeframe. A large part of the reason why that decision was taken more quickly is because the Energy National Policy Statements make it clear that the construction of new low carbon electricity generation infrastructure is of crucial national importance. The regime has not stood still since it was introduced. It has been amended by the Localism Act and the Growth and Infrastructure Act. The changes made by the Localism Act - the removal of the Infrastructure Planning Commission and the restoration of Ministers as the final decision makers - are seen as restoring democratic accountability to the regime. It is too early too judge the effectiveness of the changes introduced in the Growth and Infrastructure Act.

Book Synopsis The Political Economy of Devolution in Britain from the Postwar Era to Brexit by : Nick Vlahos
Download or read book The Political Economy of Devolution in Britain from the Postwar Era to Brexit written by Nick Vlahos and published by Springer Nature. This book was released on 2020-06-29 with total page 271 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the political economy of devolution in Britain from the postwar period to the present. It situates devolution in Britain within an understanding of the partisan recalibration of political, economic and democratic scales (or levels) of the state. The author utilizes various explanatory tools to unpack complex social, economic, spatial and political phenomena across national, regional and local scales. The book further contributes to our conceptual understanding of decentralization as a broader, comparative, phenomenon. Particular emphasis is placed on examining why decentralization and devolution occur at particular points in time, which enables the investigation into how political and fiscal powers are (re)organized at different levels of the state.

Book Synopsis Town and Country Planning in the UK by : Simin Davoudi
Download or read book Town and Country Planning in the UK written by Simin Davoudi and published by Routledge. This book was released on 2014-12-05 with total page 639 pages. Available in PDF, EPUB and Kindle. Book excerpt: Town and country planning has never been more important to the UK, nor more prominent in national debate. Planning generates great controversy: whether it’s spending £80m and four years’ inquiry into Heathrow’s Terminal 5, or the 200 proposed wind turbines in the Shetland Isles. On a smaller scale telecoms masts, take-aways, house extensions, and even fences are often the cause of local conflict. Town and Country Planning in the UK has been extensively revised by a new author group. This 15th Edition incorporates the major changes to planning introduced by the coalition government elected in 2010, particularly through the National Planning Policy Framework and associated practice guidance and the Localism Act. It provides a critical discussion of the systems of planning, the procedures for managing development and land use change, and the mechanisms for implementing policy and proposals. It reviews current policy for sustainable development and the associated economic, social and environmental themes relevant to planning in both urban and rural contexts. Contemporary arrangements are explained with reference to their historical development, the influence of the European Union, the roles of central and local government, and developing social and economic demands for land use change. Detailed consideration is given to • the nature of planning and its historical evolution • the role of the EU, central, regional and local government • mechanisms for developing policy, and managing these changes • policies for guiding and delivering housing and economic development • sustainable development principles for planning, including pollution control • the importance of design in planning • conserving the heritage • community engagement in planning The many recent changes to the system are explained in detail – the new national planning policy framework; the impact of the loss of the regional tier in planning and of the insertion of neighbourhood level planning; the transition from development control to development management; the continued and growing importance of environmental matters in planning; community engagement; partnership working; changes to planning gain and the introduction of the Community Infrastructure Levy; and new initiatives across a number of other themes. Notes on further reading are provided and at the end of the book there is an extensive bibliography, maintaining its reputation as the ‘bible’ of British planning.

This book was released on 2013-10-23 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: Community Budgets are demonstrating their potential to deliver cheaper, more integrated and more effective public services. They are at risk, however, of being replaced after a few years if key issues are not resolved. If this opportunity is missed, the Committee warns that local services could come under unsustainable pressure in the face of increased demand and reduced budgets. This in turn may result in more spending later on judicial and emergency health and welfare interventions. The Government should send a clear message that it will assist every local authority wishing to introduce Community Budgets and to set out the specific assistance it will provide them with. Furthermore, the programme of pilots must not be allowed to slow progress towards wider implementation. If they are to succeed, public service providers and local authorities must realise investment in Community Budgets will bring them benefits. Local authorities, their partners, and central government should, therefore, develop a framework for agreements on how the benefits of investment are to be shared. On the Troubled Families Programme, the Committee is supportive of the work being done but highlights the need for greater focus on how work with these families will continue after the programme ends in 2016. Noting that the resources available have not increased in proportion to the number of families added to the programme in June, DCLG needs to monitor carefully progress and provide more resources to local authorities if necessary
