Book excerpt: By the 1980s, UK government research laboratories were an often quirky but always essential part of the state sector. In one of the most radical experiments in the organization and management of scientific research attempted in the UK, successive Conservative governments sought to reform these laboratories by applying the market-based solution of 'New Public Management'. Scrutinising Science explores and critiques that reform process by examining the laboratories' new organizational forms, the new visions of what science is for implicit in the reform agenda and the new forms of scientific knowledge production that have arisen as a consequence.

Available in PDF, EPUB and Kindle. Book excerpt: Histories of Technology, the Environment and Modern Britain brings together historians with a wide range of interests to take a uniquely wide-lens view of how technology and the environment have been intimately and irreversibly entangled in Britain over the last 300 years. It combines, for the first time, two perspectives with much to say about Britain since the industrial revolution: the history of technology and environmental history. Technologies are modified environments, just as nature is to varying extents engineered. Furthermore, technologies and our living and non-living environment are both predominant material forms of organisation – and self-organisation – that surround and make us. Both have changed over time, in intersecting ways. Technologies discussed in the collection include bulldozers, submarine cables, automobiles, flood barriers, medical devices, museum displays and biotechnologies. Environments investigated include bogs, cities, farms, places of natural beauty and pollution, land and sea. The book explores this diversity but also offers an integrated framework for understanding these intersections.

Book excerpt: This report considers a broad issue-why science and engineering are important and why they should be at the heart of Government policy-and three more specific issues-the debate on strategic priorities, the principles that inform science funding decisions and the scrutiny of science and engineering across Government. It revisits recommendations made in "Engineering: turning ideas into reality" (4th report session 2008-09, HC 50-I, ISBN 9780215529268). The Committee reiterates its call for the Government to move the Government Chief Scientific Adviser and his Government Office for Science into the heart of Government, the Cabinet Office. It also urges the Government to safeguard the independence of all Science Advisory Committees and make a number of recommendations on how this might be achieved. For example, transparency could be improved and setting up a press office in GO-Science would give SACs an independent voice. The principles that govern UK science funding decisions are discussed, and the report advocates a principle that can accommodate regional science policy, the full range of research funding streams, mission driven research, and the rationalisation of detailed and strategic funding decisions. Finally, the report welcomes changes to the Government's internal science scrutiny programme, and the House of Commons' decision to reinstate the Science and Technology Committee.

Book excerpt: Why could not the Second World War catalyse science in India as it did in the West? This is one of the central questions of this volume on the British policy towards science and technology in India. Its focus is on education, research, innovation and organisation of science in such sectors as industry, agriculture, public health and transport and communications. In the process the author comes across revealing developments where science played a crucial role: an Anglo-American tussle for dominance in the region, the clash between capitalism and socialism, and the entry of neo-colonialism triggering Cold War in Asia. Many faces of humanity and science are on view --- British scientists concerned about India’s development, and Indian scientists planning for national reconstruction. Of interest to all those aiming for a better understanding of the impact of science, war and international influences on the socio-economic progress in India - or other erstwhile colonies.
