As India's foremost political institution, the National Congress with its changing fortunes mirrored Indian aspirations, ideals, dreams, and failures during the country's struggle for nationhood. Many difficulties face by the pre-independence Indian National Congress are critically examined for the first time in this volume. Major times of crisis and transition are considered, as well as the tension between mass action and political control and the problem of creating and maintaining unity in the face of divisive social and economic interests and between deeply hostile religious communities. A composite portrait of the Congress Party emerges. We see a coalition of often conflicting communities and interests much like India itself, struggling to stay together, tenuously united by little more at times than a common "enemy," the imperial British Raj. The British used these landlords as the centerpiece of their system of political control in the rural areas of the province. Until the 1914-1918 war, this system appeared to operate to the satisfaction of both the British and the landlords. In the 1920s and 1930s, however, their relationship became increasingly ambivalent. When the Indian National Congress assumed power--first in the context of provincial autonomy in the late 1930s and then in the context of complete independence--some landlords continued to believe that there was still a role for a distinct landlord political group in Uttar Pradesh politics. Only after independcence, in the early 1950s when the agrarian system was refashioned by zamindari abolition, did the idea of a political role for landlords in the former sense finally end.

Book excerpt: While the need for a history of liberalism that goes beyond its conventional European limits is well recognized, the agrarian backwaters of the British Empire might seem an unlikely place to start. Yet specifically liberal preoccupations with property and freedom evolved as central to agrarian policy and politics in colonial Bengal. Liberalism in Empire explores the generative crisis in understanding property’s role in the constitution of a liberal polity, which intersected in Bengal with a new politics of peasant independence based on practices of commodity exchange. Thus the conditions for a new kind of vernacular liberalism were created. Andrew Sartori’s examination shows the workings of a section of liberal policy makers and agrarian leaders who insisted that norms governing agrarian social relations be premised on the property-constituting powers of labor, which opened a new conceptual space for appeals to both political economy and the normative significance of property. It is conventional to see liberalism as traveling through the space of empire with the extension of colonial institutions and intellectual networks. Sartori’s focus on the Lockeanism of agrarian discourses of property, however, allows readers to grasp how liberalism could serve as a normative framework for both a triumphant colonial capitalism and a critique of capitalism from the standpoint of peasant property.
