Book excerpt: This report examines the recommendations of the Commission on Scottish Devolution ('the Calman Commission'), specifically the parts which relate to relations between the two parliaments. The Scottish Affairs Committee concludes that closer cooperation between the UK and Scottish parliaments and governments is only possible if backed up by political will. Removing procedural barriers is only one part of improving communication and cooperation; structural changes alone will not make the difference. The Committee's key findings are: the Government should make time for a regular 'State of Scotland' debate, to include devolved matters; The UK and Scottish governments have given a positive response to the idea of appearing before committees of either Parliament; the idea of a 'Scottish Super Grand Committee' composed of Scottish MPs, MSPs and Scottish MEPs should be revisited; changes should be made to allow UK and Scottish parliamentary committees to work together; positive consideration should be given to whether Scottish ministers can give evidence to UK Parliament committees examining Scotland Act Orders; arrangements should be made to remove any unnecessary barriers to access for MSPs visiting Westminster; a programme of exchanges and secondments with the Scottish Parliament should be funded and encouraged by the House.

Book Synopsis Scotland Analysis by : Great Britain: Scotland Office
Download or read book Scotland Analysis written by Great Britain: Scotland Office and published by The Stationery Office. This book was released on 2013-02-11 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UK Government is undertaking a major cross-government programme of analysis prior to the referendum on Scottish independence in 2014. The aim is to provide a comprehensive and detailed analysis of Scotland's place in the UK. This paper, the first of a series to be published in 2013 and 2014, examines the UK's constitutional set-up and the legal implications of independence. The UK Government is convinced that the current devolution offers the best for Scotland: the Scottish Parliament and Government are empowered to take decisions on a range of domestic policy areas - such as health, education, policing - while Scotland continues to benefit from decisions made for the UK as a whole - defence and security, foreign representation, economic affairs. Independence is very different to devolution. Based on independent expert opinion (published as Annex A), the paper concludes that if there were to be a vote in favour of leaving the UK, Scotland would become an entirely new state whilst the remainder of the UK would continue as before, retaining the rights and obligations of the UK as it currently stands. Any separation would have to be negotiated between both governments. Legal and practical implications of independence, both at home and abroad, are addressed. An independent Scotland would have to apply to and/or negotiate to become a member of whichever international organisations it wished to join, including the EU and NATO. Scotland would also have to work through its positions on thousands of international treaties to which the UK is currently party.
Book Synopsis The Scottish Political System Since Devolution by : Paul Cairney
Download or read book The Scottish Political System Since Devolution written by Paul Cairney and published by Andrews UK Limited. This book was released on 2012-01-30 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a narrative of Scottish politics since devolution in 1999. It compares eight years of coalition government under Scottish Labour and the Scottish Liberal Democrats with four years of Scottish National Party minority government. It outlines the relative effect of each government on Scottish politics and public policy in various contexts, including: high expectations for ‘new politics' that were never fully realised; the influence of, and reactions from, the media and public; the role of political parties; the Scottish Government's relations with the UK Government, EU institutions, local government, quasi-governmental and non-governmental actors; and, the finance available to fund policy initiatives. It then considers how far Scotland has travelled on the road to constitutional change, comparing the original devolved framework with calls for independence or a new devolution settlement. The book draws heavily on information produced since 1999 by the Scottish Devolution Monitoring project (which forms one part of the devolution monitoring project led by the Constitution Unit, UCL) and is supplemented by new research on public policy, minority government, intergovernmental relations and constitutional change.

Download or read book Scotland's future in the United Kingdom written by Great Britain: Scotland Office and published by Stationery Office. This book was released on 2009-11-25 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: This White Paper sets out the Government's plans for the next stage of devolution in Scotland, ten years on. It places particular emphasis on strengthening the financial accountability of the Scottish Parliament and responds primarily to the Commission on Scottish Devolution's report presented in June 2009. The Commission, chaired by Sir Kenneth Calman, looked at four areas in which devolution could be strengthened: accountability in finance; co-operation; the devolution settlement and the Scottish Parliament. A key feature of the Commission's recommendations relate to the introduction of devolved taxation and legislative powers relating to taxation. A corresponding reduction in the current block grant from the UK would be expected to follow. Book Synopsis Arguing for Independence by : Stephen Maxwell
Download or read book Arguing for Independence written by Stephen Maxwell and published by Luath Press Ltd. This book was released on 2013-07-22 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: Shortlisted for 'Polemic of the Year' at The Paddy Power/Total Politics Political Book Awards 2013!Following an introductory chapter exploring why political argument deals in probability and plausibility across interdependent areas of social activity not certainty in individual areas, this book offers a case for independence under six main headings - the democratic case, the economic case, the social case, the international case, the cultural case and the environmental case. Under each heading, the case is assessed against both the supportive evidence and the hostile evidence, from a variety of sources, concluding with a judgement of where the balance of the evidence points. The book concludes with a selection of populist objections to independence answered by summary rebuttals from the independence file. Reviews Maxwell has done his homework assiduously. The key historical, social science and political sources on the subject have been marshalled with skill and to good effect... The author writes in coherent and lucid prose so even complex economic arguments can be reaily understood and absorbed. SUNDAY HERALD This is a book of profound thought, intelligence and wit. To my mind it is the best book on the need for Scottish Independence and it certainly should be read and cherished by all of us who hope to contribute to the campaign. Stephen stimulated many of us for years, but this is his final and most powerful work. As Owen Dudley Edwards says in his Preface: "This book lifts the entire debate on Scottish independence to a new intellectual level. PAUL HENDERSON SCOTT Back Cover Independence: a nation's right to effective government by its people or for its people Evidence: interpretation of facts Risk: likelihood that outcomes will not be as predicted Wicked issues: problems perceived to be resistant to resolution What sorts of arguments and evidence should carry the most wight in assessing the case for and against Scottish independence? Given the complexity of the question and the range of the possible consequences, can either side in the argument protend to certainty, or must we simply be satisfied with probability or even plausibility? Are there criteria for sifting the competing claims and counter-claims and arriving at a rational decision on Scotland's future? In Arguing for Independence author Stephen Maxwell opens with a chapter on The Ways We Argue before exploring the strengths and weaknesses of the arguments for independence under six main headings: the democratic case the economic case the social case the international case the cultural case the environmental case. He also provides his own concise answers to some of the most frequent 'Aye but' responses to the case for independence. By offering an assessment of the case for independence across all its dimensions, Arguing for Independence fills a longstanding gap in Scotland's political bookshelf as we enter a new and critical phase in the debate on Scotland's political future.
