A key source of this success has been widespread participation in political and economic processes. In The Government and the American Economy, leading economic historians chronicle the significance of America’s open-access society and the roles played by government in its unrivaled success story. America’s democratic experiment, the authors show, allowed individuals and interest groups to shape the structure and policies of government, which, in turn, have fostered economic success and innovation by emphasizing private property rights, the rule of law, and protections of individual freedom. In response to new demands for infrastructure, America’s federal structure hastened development by promoting the primacy of states, cities, and national governments. More recently, the economic reach of American government expanded dramatically as the populace accepted stronger limits on its economic freedoms in exchange for the increased security provided by regulation, an expanded welfare state, and a stronger national defense.

Available in PDF, EPUB and Kindle. Book excerpt: Vito Tanzi offers a truly comprehensive treatment of the economic role of the state in the twentieth and twenty-first centuries from a historical and world perspective. The book addresses the fundamental question of what governments should do, or have attempted to do, in economic activities in past and recent periods. It also speculates on what they are likely or may be forced to do in future years. The investigation assembles a large set of statistical information that should prove useful to policy-makers and scholars in the perennial discussion of government's optimal economic roles. It will become an essential reference work on the analytical borders between the market and the state, and on what a reasonable 'exit strategy' from the current fiscal crises should be.

Book excerpt: Beginning in the Reagan administration, shifting federal economic policies have forced states to bear an increasing share of the burden of their economic development. Some states have weathered the transition well; others have not. In State Government and Economic Performance, Paul Brace combines political and economic analysis to examine the changing relationship between state and federal governments, and to identify those factors which have allowed certain states to manage change effectively.

Available in PDF, EPUB and Kindle. Book excerpt: The American dream is fading: for nearly two decades, the economy has been performing below par, the quality of life has deteriorated, and the government has not confronted the public problems that concern citizens most. In this provocative book, Alice Rivlin offers a straightforward, nontechnical look at the issues threatening the American dream and proposes a solution: restructure responsibilities between the federal and state government. Under her plan, the federal government would eliminate most of its programs in education, housing, highways, social services, economic development, and job training, enabling it to move the federal budget from deficit toward surplus. States would pick up these responsibilities, carrying out a "productivity agenda" to revitalize the American economy. Common shared taxes would give the state adequate revenues to carry out their tasks and would reduce intrastate competition and disparities. The federal government would be freer to deal with increasingly complex international issues and would retain responsibility for programs requiring national uniformity. A primary federal job would be the reform of health care financing to ensure control of costs and to mandate basic insurance coverage for everyone. Published in the summer of 1992, Reviving the American Dream was read by presidential candidate Bill Clinton; by year's end, President Clinton appointed its author, Alice Rivlin, as deputy budget director. Today, the ideal in Rivlin's book—and Rivlin herself—are having an impact inside the administration. Selected as one of Choice magazine's Outstanding Books of 1993

Available in PDF, EPUB and Kindle. Book excerpt: The balance between state and federal health care financing for low-income people has been a matter of considerable debate for the last 40 years. Some argue for a greater federal role, others for more devolution of responsibility to the states. Medicaid, the backbone of the system, has been plagued by an array of problems that have made it unpopular and difficult to use to extend health care coverage. In recent years, waivers have given the states the flexibility to change many features of their Medicaid programs; moreover, the states have considerable flexibility to in establishing State Children's Health Insurance Programs. This book examines the record on the changing health safety net. How well have states done in providing acute and long-term care services to low-income populations? How have they responded to financial incentives and federal regulatory requirements? How innovative have they been? Contributing authors include Donald J. Boyd, Randall R. Bovbjerg, Teresa A. Coughlin, Ian Hill, Michael Housman, Robert E. Hurley, Marilyn Moon, Mary Beth Pohl, Jane Tilly, and Stephen Zuckerman.

Available in PDF, EPUB and Kindle. Book excerpt: The Rise of Big Government chronicles the phenomenal growth of local, state, and federal government over the last 100 years. The authors explain this growth by arguing that public and social acceptance of government intervention has allowed government to maintain a presence at all levels of the economy. The authors take issue with the opposing argument that government has grown by itself and by the bureaucracy's constant push for its own expansion.

Available in PDF, EPUB and Kindle. Book excerpt: In this non-biased, politically neutral compendium, the authors trace the evolution of the U.S. government's role in the economy, including the history, ideas, key players, and court rulings that influenced its involvement. Today's economic environment is in constant flux, as is the participation of governments in it. Local, state, national, and global governmental agencies have taken on new responsibilities—with both positive and negative economic consequences. This book looks at the changing role of American government in the economy, from determining the measurements of economic health, to being mindful of corporate sustainability, to legislating business practices and consumer affairs. This comprehensive collection of essays draws from the contributions of 25 economic scholars along with seasoned educators David A. Dieterle and Kathleen C. Simmons to examine economic systems and the factors that influence them. The work includes summaries of important Supreme Court cases that have impacted America's economic infrastructure, biographies of famous economists, and descriptions of the seven key economic systems—command (socialism), democratic socialism, fascism, market (capitalism), state capitalism, transitional, and welfare state.
