Book excerpt: Excerpt from The People's Government For example, if for the sake of argument we as sume the total membership of Congress to be 45 I, there would be required under a majority rule 226 affirmative votes to carry a measure, while under the two-thirds rule resulting from the veto it would require 301 to carry it; thus changing the figures from 226 as against 225 to 301 as against 150. This means that a negative vote of I 5 I against an affirmative vote of 300 would be a negative vic tory; for the President would have the power to add to the 151 his own quota of 150, making the count 301 against 300. Or, looking at the mat ter in a different way, he has a vote for every negative one, which is equivalent to the power of doubling the total number of negative votes. As for the one-fourth above mentioned, this is based on the idea of a total of 601, the President's I 50 being included. A State is a body of persons living within a definite territory, and united under a permanent organization and common laws in order to promote their mutual safety and welfare. In thinking of a State four things must be considered: (1) A group of people (2) occupying a special tract of land, and (3) regulated in their relations to one another, and in their use and enjoyment of that land, by laws (4) made and enforced in accordance with a definite plan known as the constitution. The civil government of any State has to do with the people, the land, and the framing and operation of the constitution and laws. Book excerpt: Excerpt from Government and People: An Introduction to the Study of Citizenship In recent years the increasing scope of State activity, the urgent problems connected with the war, and the extension of the franchise to millions of new voters, have led to a growth of interest in training for citizenship. It is coming to be recognized that if the vote is to be used to the best purpose, if the most enlightened policy is to gain popular support, a deliberate effort must be made to prepare the mass of the people for the work of self-government. The training includes two different activities: firstly, experience of community life, with a view to promoting a wide social, as distinct from a sectional, consciousness; and secondly, a study of society in general, and the facts and principles of government in particular. In the former line a great amount of experiment and organization has already taken place. Some experiments, such as the scouting movement, have met with remarkable success, and certain of them - e. g. the Junior George Republic and the Little Commonwealth - have disclosed almost startling possibilities. In this volume we are concerned with the second branch of activity, the study of government, and this branch is almost as important as the other. The mere stimulation of interest in public affairs may even be dangerous unless it is under proper guidance. Uninformed public spirit may, in Harrington's phrase, "spit fire and blow up castles;" whereas the same impulse based on adequate knowledge is more likely to lead to constructive reform. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government of the American People This book is a story of the development of government in America. The writers believe from experience and observation that there are four main reasons why books on Civil Government, for both the grammar grades and the high school, have proved unprofitable, and why there is such widespread complaint about the study of civil government in the schools, (1) The books used, with some exceptions, are too elementary in treatment, and so at once offend the sense of boys and girls; or, (2) they are made up of isolated topics which have no continuity and give no idea of government even in its simplest forms, and therefore fail to leave any impression as a whole upon the mind of the pupil; or, (3) they are practically mere analyses of the Constitution; or, (4) they are written in a style which makes necessary a large amount of interpretation in order that the pupil may understand the many unfamiliar terms and expressions. This book is written with the belief that pupils have the ability (which we often underrate) to understand and appropriate ideas of government if expressed mainly in terms to which they are accustomed and in a style that does not require interpreting. Especially is this true if the explanation of government is progressive and moves from the simpler to the more complex forms. For this reason there have been added to each chapter a few questions to be answered by the pupil himself after inquiry and observa tion. These are, of course, only in the. Nature of suggestions to the teacher. The information is not to be taken from books, but is to be oh tained through personal inquiry. The intelligent use of newspaper information, too, may be taught in this connection. Often these questions will be designed also to train the judgment in that they will call for a decision between two alterna tives. The study of political action offers a rare Opportunity for training the power of observa tion as well as the judgment. As in the natural sciences, a pupil must learn to observe accurately and to judge of what he sees. It is apparent that a republic is especially in need of citizens who are able to do their own thinking, and to see the real through the veil of outward appear anoes.
