Book excerpt: The 2003 reform of the Common Agricultural Policy marked the culmination of a gradual reorientation of EU farm subsidies from product support to direct income support. A mid-term "Health Check" of this reform is now underway, exploring what further adjustments may be required for the period 2009 to 2013. The Commission's proposals for short-term adjustments to the CAP merit broad support. The Committee is not convinced of the long-term justification for maintaining direct subsidy payments in their present form, and advocates a phased reduction in direct payments over the course of the next financial period beginning in 2014. A significant proportion of the funds released should remain earmarked for the CAP, but be spent on the rural development element of the policy rather than on farm subsidies. The report also addresses the challenges and opportunities that lie ahead for the EU agriculture industry. The sector is a significant contributor to climate change, but also vulnerable to its effects. Climate change may present a business opportunity for the industry, which is uniquely placed to deliver environmental services. Soaring global demand for many agricultural commodities has allowed some sectors of the European farming industry to prosper, while others are grappling with rising input prices and stagnant or falling output prices. Were supply shortages to ensue in future, the Committee expects that food scarcity would be a function of income rather than of production capacity. Those most at risk are consumers on low incomes in the developing world. Further trade liberalisation in the agriculture sector is supported, but if direct payments are withdrawn and import tariffs reduced-as the UK Government advocates-then the production standards that EU producers of agricultural goods are obliged to meet should be re-examined.

This inquiry was undertaken to examine whether the estate was adequate and appropriate for the secure accommodation of Northern Ireland's prisoners and whether the Prison Service meets the health, education and training needs of prisoners. One of the main conclusions is that the Current Comprehensive Spending Review does not provide sufficient capital for the substantial redesign of the prison estate. If criminal justice is to be devolved the Committee hope that capital investment in the prison estate will be a priority of the Northern Ireland Executive. If not the Secretary of State will have to argue for an increase in funding.

The Committee therefore recommend that the duties of the Attorney General be split. The purely legal functions should be carried out by an official who is outside party political life, whilst a minister in the Ministry of Justice should carry out the ministerial duties.

This report looks at the way these changes were made and finds the Government underestimated the significance of the changes it announced. The lack of sufficient consultation led to a public conflict between the senior judiciary and the previous Lord Chancellor, which could have been avoided if the lessons from the way changes to the Lord Chancellor's office were announced and effected between 2003 and 2005 had been learnt.

Book excerpt: This inquiry was prompted by the loss by HM Revenue & Customs, in November 2007, of two CDs containing personal and banking information belonging to all child benefit claimants. The Committee took evidence from Richard Thomas, the Information Commissioner, and David Smith, his deputy, about this case and the issue of protection of personal data held by Government and other agencies. The Committee concludes that there is evidence of a widespread problem within Government relating to establishing systems for data protection and operating them adequately. The Information Commissioner needs better funding and more powers to enable review of systems for data protection. There is a difficult balance to be struck between the advantages of wider exchange of personal data between Government departments and the protection of personal data. The Committee will return to this topic at a later date, after various inquiries put in train by the Government have reported.

But a number of outstanding issues remain in transport, health and further and higher education. On transport the Committee welcomes the planned electrification of the Great Western Main Line. However, the Department for Transport appears to have washed its hands of any strategic responsibility for cross-border roads. The A483 is the clearest example of a road vital for travel within Wales but which is not important to the English region in which it is located, and as a result loses out on funding. The Committee stresses the need for comparative data on which to build solid research comparing NHS performance in the devolved nations. More needs to be done to raise public awareness of the differences in services people can expect to receive on both sides of the border. Transparency of information is vital. Research proposals in the UK Government's Higher Ambitions strategy for higher education make no reference to nations other than England, despite the UK-wide research remit of the Department for Business, Innovation and Skills. The Committee calls for details about how research funding proposals apply to all four nations.
