Available in PDF, EPUB and Kindle. Book excerpt: First published in 1972, Farm Management in Peasant Agriculture remains the only detailed discussion of on-site research techniques for economists working on the development of small-holder agriculture in Africa. Part 1 describes the conditions of the agricultural sector within which the African peasant farmer must operate, and then outlines an approach to farm management tailored to those conditions. Part 2 sets out the research planning and investigation tasks implied by the approach. Survey techniques, as well as the value of a pre-survey for understanding general attributes of a farm system, are reviewed, and alternative data-collection methods are elaborated. Part 3 shows how research data can be used in planning content for extension programs. Dr. Collinson concludes with the details of a planning method that interpolates changes in farm practice into a model of the existing farm system and that projects a sequence of changes, representing a sequence of extension content, on the basis of farmer acceptability.

Available in PDF, EPUB and Kindle. Book excerpt: This substantial treatment of budgeting in poor countries and discussion of the relationship between planning and budgeting covers over eighty nations and three-fourths of the worlds population. While there are many treatments of planning, the approach of this study is radically different. The authors argue that the requisites of comprehensive economic planning do not exist in poor countries, and that in the effort to create them, planners merge into the environment they have set out to change. Caiden and Wildavsky provide a unique and thorough examination of planning and budgeting by governments of poor countries throughout the world, and recommend reforms that are workable and realistic for these countries. They analyze the political, economic, and social developments that influence budgeting and planning in developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: Following a surge in oil revenues in the 1970s, Nigeria became one of Africa’s most rapidly developing nations. In Nigerian Capitalism, Sayre P. Schatz analyzes the country’s political economy, assessing its position and proposing a development plan for the final quarter of the twentieth century. Referring to Nigeria’s economic development strategy as "nurture-capitalism," Sayre contrasts the role of private enterprise, which is expected to foster growth of the productive sector of the economy, with the government’s role, which is to nurture the capitalist sector generally and to favor indigenous enterprise in particular. The author examines the development of Nigerian nurture-capitalism from 1949 to the launching of and early experience with the Third Plan (1975–80), with emphasis on the post-civil war 1970s. He then turns to an intensive study of indigenous business and possible impediments to the development of Nigerian private enterprise, analyzing the role of capital availability, entrepreneurship, and the economic environment. Sayre demonstrates that there are substantial divergences between private profitability and social utility and that there is an abundance of socially useful investment possibilities for indigenous businessmen. The author next turns to a study of the government business-assistance programs, and their economic, administrative, and political characteristics. Finally, he assesses the sources of successful investment and makes a case for enhanced socially useful investments. Comparing “pragmatic developmentalism,” “pragmatic socialism,” and “thoroughgoing socialism,” he proposes a pragmatic orientation that postpones ideological decisions as long as practicable. Available in PDF, EPUB and Kindle. Book excerpt: This timely work presents cutting-edge analysis of the problems of U.S. foreign assistance programs - why these problems have not been solved in the past, and how they might be solved in the future. The book focuses primarily on U.S. foreign assistance and foreign policy as they apply to nation building, governance, and democratization. The expert contributors examine issues currently in play, and also trace the history and evolution of many of these problems over the years. They address policy concerns as well as management and organizational factors as they affect programs and policies. "Foreign Aid and Foreign Policy" includes several chapter-length case studies (on Iraq, Pakistan, Ghana, Haiti, and various countries in Eastern Europe and Africa), but the bulk of the book presents broad coverage of general topics such as foreign aid and security, NGOs and foreign aid, capacity building, and building democracy abroad. Each chapter offers recommendations on how to improve the U.S. system of aid in the context of foreign policy.
