Taming the Anarchy is about the development of this chaos and the prospects to bring it under control. It is about both the massive benefit that the irrigation economy has created and the ill-fare it threatens through depleted aquifers and pollution. Tushaar Shah brings exceptional insight into a socio-ecological phenomenon that has befuddled scientists and policymakers alike. In systematic fashion, he investigates the forces behind the transformation of South Asian irrigation and considers its social, economic, and ecological impacts. He considers what is unique to South Asia and what is in common with other developing regions. Further, there is consensus that investment must be accelerated in research-based innovations focusing on sustainable food systems. And given the relatively weak situation of many national agricultural research systems in the global South, it is imperative to reach economies of scale in investments in international initiatives. It is not yet clear, however, how much additional investment is needed or how scarce resources should be allocated across priority research-for-development challenges. At the international level, growing consensus indicates that—in addition to increasing funding—far greater harmonization is needed in funding and executing research in order to more effectively tackle global agricultural research challenges. Growing opportunities for technology spillovers and research alliances to occur across national, regional, and international boundaries necessitates the ability to access new technological knowledge from a variety of sources. And since access to new technologies is closely related to the capacity to generate new technologies, the need to strengthen and harmonize national, regional, and global research systems becomes even more of a priority. Although the role, contributions, and impacts of the CGIAR have been analyzed by many authors, only a few have summarized the recent evolution of its financing. This note is intended to contribute to reflections on the CGIAR’s first 50 years, which it will celebrate in 2021, while also providing a useful reference for the current “One CGIAR” governance and management transformation.

An organization’s Board selects, appoints and monitors Management with which it must maintain a productive interaction with both parties understanding their different roles. International research institutions funded by variable contributions from wealthy national governments and philanthropic bodies have specific governance requirements. Neither governmental nor UN-style bodies offer prescriptions for the expertise and complexity of such legally constituted specialist organizations. In the case of such organizations as the International Livestock Research Institute within the CGIAR association, governance has been shared across different persons, bodies and forces. The sharing of such critical responsibilities worked productively when trust was high and funding was approximately aligned to the influence of the sharing parties, but otherwise it risked anomalies of imbalance between authority and responsibilities that prejudiced impact. The book traces the governance systems of ILRI across five decades of international livestock research as a case study of historical interest that can inform future structures in the international research arena.

Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. It aims to contribute to knowledge of the actual and potential roles of partnership in international agricultural research for development. The paper summarizes conclusions and insights from four distinct professional literatures: research studies; professional evaluation literature; practitioner-oriented reviews, guidelines and assessment tools; and CGIARrelated reviews, evaluations and policy documents. It identifies and analyzes key cross-cutting themes and success factors, highlights gaps in current knowledge, and identifies high-potential areas for further study. A wide range of research-based publications is reviewed, including studies in such fields as management and organizational development, public administration, economics and international development. Work in these fields covers such diverse topics as the role of inter-organizational collaboration in strategic management, public–private and cross-sector partnerships, North–South partnerships, roles of partnership in linking research with action, networking and transactions costs. The different literatures talk little to each other and are highly self-referential. Nevertheless, some common patterns, themes and concerns emerge related to definitions, partnership drivers and dynamics, trust and mutuality, power asymmetries and inequities, and success factors. It is noteworthy that empirical studies of partnerships are rare, particularly in-depth case studies. Theoretical pieces seldom present empirical tests of hypotheses, and practical guidelines are seldom grounded in theory. There is a clear need for more systematic and in-depth empirical research on partnership experiences. Although partnership is now considered an essential way of working in many fields, several authors caution that the costs of working in partnership may often exceed the benefits. Before establishing a partnership, one should identify a clear value-added proposition. Many reports on partnership prepared for the CGIAR are available only in grey literature, leading to difficulties in accessing them and risking a loss of knowledge. Gaps in knowledge are identified at the level of individual partnerships, the level of the organizations that participate in or manage portfolios of partnerships, and the level of research or innovation domains that are characterized by networks of partnerships
