It next discusses the main features of the nationality crisis around the country's periphery as they affected Gorbachevs in the center. The study then considers the evolution of Gorbachev's relation with the military and their institutional consequences, and finally it weighs the implications of the political role of the KGB for the Gorbachev leadership. From these considerations, the report seeks to draw some overall conclusions about what is happening to Soviet institutions.

In 1985, Mikhail Gorbachev decided that a withdrawal from Afghanistan should occur as soon as possible. The Soviet Union's senior leadership had become aware that their strategy was unraveling, their operational and tactical methods were not working, and the sacrifices they were demanding from the Soviet people and military were unlikely to produce the forecasted results. Despite this state of affairs, operations in Afghanistan persisted and four more years passed before the Soviets finally withdrew their military forces. In No Miracles, Michael Fenzel explains why and how that happened, as viewed from the center of the Soviet state. From that perspective, three sources of failure stand out: poor civil-military relations, repeated and rapid turnover of Soviet leadership, and the perception that Soviet global prestige and influence were inexorably tied to the success of the Afghan mission. Fenzel enumerates the series of misperceptions and misjudgments that led to the Soviet invasion of Afghanistan, tracing the hazards of their military intervention and occupation. Ultimately, he offers a cautionary tale to nation states and policymakers considering military intervention and the use of force.

Book excerpt: To date, the world can lay claim to little more than 190 sovereign independent entities recognized as nation-states, while by some estimates there may be up to eight hundred more nation-state projects underway and seven to eight thousand potential projects. Why do a few such endeavors come to fruition while most fail? Standard explanations have pointed to national awakenings, nationalist mobilizations, economic efficiency, military prowess, or intervention by the great powers. Where Nation-States Come From provides a compelling alternative account, one that incorporates an in-depth examination of the Russian Empire, the Soviet Union, and their successor states. Philip Roeder argues that almost all successful nation-state projects have been associated with a particular political institution prior to independence: the segment-state, a jurisdiction defined by both human and territorial boundaries. Independence represents an administrative upgrade of a segment-state. Before independence, segmental institutions shape politics on the periphery of an existing sovereign state. Leaders of segment-states are thus better positioned than other proponents of nation-state endeavors to forge locally hegemonic national identities. Before independence, segmental institutions also shape the politics between the periphery and center of existing states. Leaders of segment-states are hence also more able to challenge the status quo and to induce the leaders of the existing state to concede independence. Roeder clarifies the mechanisms that link such institutions to outcomes, and demonstrates that these relationships have prevailed around the world through most of the age of nationalism.

Book excerpt: This report analyzes the collapse of Communist rule in Eastern Europe in 1989 and assesses the role of changes in Soviet foreign policy in precipitating this collapse. It finds that the preceding 40 years of economic and social failure by the Communist regimes, the illegitimacy of Communist rule, the consolidation of societal opposition, loss of confidence in the ruling elites, and the improvement in East-West relations created the conditions leading to the collapse of Communist rule. However, the change in Soviet foreign policy under Gorbachev was the precipitating event. Once change began, the removal of the Communist leadership in one country led to upheavals in others. The Soviet leadership did not foresee the collapse of Communism in Eastern Europe; rather, it believed that the old regimes would be replaced by reformers. It also failed to see the unification of Germany as an outcome of the collapse of the Honecker regime. In the future, Soviet influence in Eastern Europe will be diminished but will not ebb to the low levels of the pre-World War II era. Economic and mutual security concerns will continue to tie Eastern Europe to the Soviet Union (or its successor), although much more loosely than in the past.
