Mittelman finds that globalization is hardly a unified phenomenon but rather a syndrome of processes and activities: a set of ideas and a policy framework. More specifically, globalization is propelled by a changing division of labor and power, manifested in a new regionalism, and challenged by fledgling resistance movements. The author argues that a more complete understanding of globalization requires an appreciation of its cultural dimensions. From this perspective, he considers the voices of those affected by this trend, including those who resist it and particularly those who are hurt by it. The Globalization Syndrome is among the first books to present a holistic and multilevel analysis of globalization, connecting the economic to the political and cultural, joining agents and multiple structures, and interrelating different local, regional, and global arenas. Mittelman's findings are drawn mainly from the non-Western worlds. He provides a cross-regional analysis of Eastern Asia, an epicenter of globalization, and Southern Africa, a key node in the most marginalized continent. The evidence shows that while offering many benefits to some, globalization has become an uneasy correlation of deep tensions, giving rise to a range of alternative scenarios.

The book looks at globalization both from above and below that attempts to reveal some underlying causes behind increased capital, goods and, to some extent, services flows in the world. At the same time, the book provides profound empirical evidence to document the effects of globalization on different aspects of national economies. The book uses a panel data approach that aims to analyze aggregate country-group trends rather than individual country performances. Such an approach enables us to test the main operating hypotheses in the book with a larger set of countries and to refrain from some potential problems associated with the sample size and omitted country-characteristics. Overall, the results show that most of the country-groups, especially the developing countries group, have benefited extensively from the increased integration with the world economy in terms of labor compensation, economic growth and human development. The results also highlight the importance of having high quality country-institutions while embracing globalization.

Book excerpt: Globalizations from Below uses a Constructivist International Relations approach that emphasizes the centrality of normative power to analyze and compare the four globalizations ‘from below.’ These are: (1) the counter-hegemonic globalization represented by the ‘movement of movements’ of alter-globalization transnational social activists, who try to put an end to the Neoliberal nature of the Western-centered globalization ‘from above’; (2) the non-hegemonic globalization enacted by ‘ant traders’ that are part of the transnational informal economy; (3) the partially similar Chinese-centered globalization, whose entrepreneurial migrants are strongly influenced and instrumentalized by the Chinese state; and (4) the first wave globalization ‘from below’ that paralleled (and outlived) the 1870–1914 globalization ‘from above.’ This book identifies their common features and uses them to define the concept of globalization ‘from below’ as a set of socio-economic or socio-political processes that involve large transnational flows of people, goods, and/or ideas characterized at least in part by informality. They are enacted by entrepreneurial or activistic individuals who either take advantage of the normative power of the hegemon at the origin of an international order and an associated globalization ‘from above,’ or – explicitly or implicitly – transgress, contest, and try to redefine dominant economic, legal, political, and socio-cultural norms, thus challenging the existing international order and globalization ‘from above.’ By constructing a unified theoretical framework, this book attempts to open a new field of interdisciplinary research that should take globalizations ‘from below’ out of their current scholarly marginality. This is one of the first scholarly works to collectively present more than one globalization ‘from below,’ and will be of great interest to students, scholars, and researchers of International Relations, International Political Economy, Development Studies, Economic History, Anthropology, Diaspora Studies, and Chinese Studies.

Book excerpt: This thesis offers a micro-level analysis of labour and women's organizing in the context of globalization through the case study of the Comité Fronterizo de Obrer@s (CFO) from 1978 to 2009. We will see how one organization's journey can give us insights into the complexities of local organizing and transnational networking in the context of globalization. This case study can be seen as a lens through which we can examine the changing context of labour and women's organizing in the distinct maquiladora environment. My work positions itself in the zglobalization from abovey and zglobalization from belowy debate, specifically around the question of transnational social movements that form the zglobalization from belowy category in the context of a political economy analysis. However, where my thesis differs from a more traditional analysis of the resistance to globalization, such as that found in the global justice movements or alter-globalization movements, is in its focus on the complexities of organizing at the local level and the pressures that these local organizations feel from zabovey from their transnational partners. What this thesis adds to the literature are the stories from the actual members of the organization, about the structure, the decision-making process of their organization, the role of the leadership and the connections between the local organizing and the transnational civil society partners. The complex history of an organization that has been there since the beginning of the maquiladora industry allows us a better understanding of the changing conditions and struggles these workers have faced. This journey through the history of the CFO, the richness of this empirical data encompassing more than 30 years of organizing in the maquiladora zone of Northern Mexico also allows us to explore zglobalization from belowy through different lens. This thesis brings in a micro-detail analysis of a specific organization in a specific context where we can see clearly transnational civil society linkages and the impact of globalizing capitalist neoliberal economy. As such, this research can offer us new insights into the intricacies of local-global linkages and thus contribute to an area often neglected or underdeveloped in international relations (IR).

It identifies the features of this globalization ‘from below,’ scrutinizes its mutually reinforcing relationship with China’s globalization ‘from above,’ and shows that these two globalizations are intrinsically related to the construction of a new international order. It outlines how the actors in China’s globalization ‘from below’ include Chinese emigrants who are located in informal transnational economic networks. It reveals that Beijing has enacted many laws that compel these emigrants to contribute to the development of their country of origin but also influences them through the successful promotion of a specific type of deterritorialized nationalism; and that China is ready to impose harsh punitive actions on political elites in partner states which fail to protect its migrants or limit their economic activities. Finally, it argues that China’s globalization ‘from below’ is fundamentally different from the non-hegemonic globalization ‘from below’ represented by, among others, Lebanese and East Indian traders, and that China’s globalization ‘from below’ is rather a self-interested national strategy intended to support the construction of a Chinese-centered international order.

Dani Rodrik examines the back-story from its seventeenth-century origins through the milestones of the gold standard, the Bretton Woods Agreement, and the Washington Consensus, to the present day. Although economic globalization has enabled unprecedented levels of prosperity in advanced countries and has been a boon to hundreds of millions of poor workers in China and elsewhere in Asia, it is a concept that rests on shaky pillars, he contends. Its long-term sustainability is not a given. The heart of Rodrik’s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help. Rodrik argues for smart globalization, not maximum globalization.
