For over 767 million people today, or a tenth of the world’s population located primarily in the Sub-Saharan Africa and South Asia, those rights are being taken away, further undermining the ability to pursue other basic civil and political rights as a consequence. For long, the eradication of global poverty has been at the forefront of political discussion amongst the political philosophers and cosmopolitan internationalists of the developed nations. The gap between the rich and the poor in wealthy and yet rapidly growing societies such as the United States, Brazil or China has widened immensely in the aftermath of the global economic recession of 2008. Although the socialist revolutionary ideas portrayed in Bernie Sanders’ presidential campaign in 2016 escalated populous grievances about the growing economic inequality and political lobbying, the policies of the wealthy nations fail to address the scale of global poverty within their foreign policy agenda. There are numerous reasons why the West should take responsibility for global poverty. Perhaps the most influential and challenging political philosopher on global justice and human rights, Thomas Pogge, believes that wealthy societies are to be held responsible for the global poverty due to shared history, resources and global economic order. While I agree with Thomas Pogge’s arguments that wealthy societies are to blame for the expanding global inequality and thus ought to be responsible for restoring equality, the nature of political development and social relations within each individual developing country, I believe, shall be taken into thorough consideration whilst eradicating poverty through grassroots decision-making.

This is one of the central questions in the current global justice debate. The answer to this question must be based on some principle of justice that distributes rights and duties in the global sphere. This paper analyses Thomas Pogge's answer to this question, which does not rest on notions of charity, benevolence, or supererogatory duties, but on the negative duty not to harm the global poor. His central claim is that “we, the citizens and governments of the affluent societies, in collusion with the ruling elites of many poor countries, are harming the global poor by imposing an unjust institutional order upon them.” Although I am sympathetic to Pogge's project, my discussion of it is mainly critical of his negative duty argument. Section 48.2 discusses Pogge's explanatory globalism arguing that global poverty is caused by a global institutional order, and that affluent societies, by setting up this global institutional order in an unjust way, are responsible for global poverty. Section 48.3 describes and discusses Pogge's argument that we, the citizens and governments of affluent societies, have a negative duty not to cause global poverty. Although Pogge's explanatory globalism is convincing, his negative-duty argument cannot be sustained. The main problem in his argument is the unspecified “we” that have a duty: does it refer to governments of affluent societies, their citizens, or both?

Examining whether much faster progress against absolute poverty is possible through reductions in national and global inequalities that produce economic growth for poor countries and households, this book suggests that diverse moral views imply that international agencies as well as the citizens, corporations and governments of affluent countries bear a moral responsibility to reduce absolute poverty. In considering strategies of eradication through specific policies and structural reforms it is argued that because of its moral importance and requirement for only modest efforts and resources, the goal of overcoming absolute poverty must be given much higher political priority by international agencies and governments of affluent countries. Suggesting that these agencies should be encouraged to facilitate and promote new initiatives, this book concludes with a discussion of how such initiatives might be realized.

That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.
