Global Environmentalism and Local Politics revisits this question by looking at transnational environmental activism in Brazil, Ecuador, and India. Rodrigues investigates the internal politics of these networks, focusing on their internal balance of power, choice of strategies, and distribution of resources among members at the international, national, and local levels. Contrary to existing assumptions, local organizations, rather than international or national non-governmental organizations, are the key players in these networks, while at the same time mere participation in transnational advocacy efforts does not necessarily lead to the empowerment of local organizations. Participation may, for example, impose unanticipated political and technical burdens, and despite their overarching common goal of environmental preservation, network members may have different understandings of what environmentally sustainable development is and how it can be best achieved.

Lipschutz argues that neither world government nor green economics can do the job. Governmental regulations often are resisted by those whose behavior they are intended to change, and markets—even green ones—look to profits more than to protection. What will be needed, Lipschutz believes, is not global management but political action through community- and place-based organizations and projects. People acting together locally can have a cumulative impact on environmental quality that is significant, long lasting, and widespread. The comparative case studies of environmental activism in Northern California, Hungary, and Indonesia (the latter written by Judith Mayer) illustrate one of the central premises of this book: that local action is linked increasingly to globe-spanning networks of knowledge and practice, in what Lipschutz calls global civil society. The result is a system of governance that is both local and global, to which states and international organizations are turning increasingly for help and advice.

Humans are no longer spectators who need to adapt to their natural environment. Our impact on the earth has caused changes that are outside the range of natural variability and are equivalent to such major geological disruptions as ice ages. Some scientists argue that we have entered a new epoch in planetary history: the Anthropocene. In such an era of planet-wide transformation, we need a new model for planet-wide environmental politics. In this book, Frank Biermann proposes “earth system” governance as just such a new paradigm. Biermann offers both analytical and normative perspectives. He provides detailed analysis of global environmental politics in terms of five dimensions of effective governance: agency, particularly agency beyond that of state actors; architecture of governance, from local to global levels; accountability and legitimacy; equitable allocation of resources; and adaptiveness of governance systems. Biermann goes on to offer a wide range of policy proposals for future environmental governance and a revitalized United Nations, including the establishment of a World Environment Organization and a UN Sustainable Development Council, new mechanisms for strengthened representation of civil society and scientists in global decision making, innovative systems of qualified majority voting in multilateral negotiations, and novel institutions to protect those impacted by global change.
