Book excerpt: This book examines the impact of current and emerging digital technologies on global environmental governance, and in particular on environmental civil society organizations. Technological innovations are constantly emerging: internet and social media platforms, blockchains, big data, and artificial intelligence are some of the most common or promising digital technologies of our times. Through case studies and the analysis of concrete applications of digital technologies, this book shows how these digital technologies can be deployed to support global environmental governance, and in particular a multi-stakeholder approach to the protection of the environment. It provides an overview of the diverse uses of these digital technologies by civil society organizations (CSOs) in global environmental governance. In this fast-changing context, the capacity of environmental CSOs to manage and benefit from digital technologies, and to produce and distribute information, can strengthen their participation in global environmental governance. Their key roles, including advocacy, monitoring, knowledge production, fundraising, nudging individual behaviors, and project implementation, greatly benefit from the use of these technologies. By examining some of the most-utilized current digital technologies and presenting some of the most prominent emerging ones, this book aims to illustrate how active civil society organizations operate, and how ICTs support some of their roles, and therefore their participation in global environmental governance. Steven Bernstein assesses the reasons for this historical shift, introduces a socio-evolutionary explanation for the selection of international norms, and considers the implications for our ability to address global environmental problems. The author maintains that the institutionalization of "sustainable development" at the 1992 United Nations Conference on Environment and Development (UNCED) legitimized the evolution toward liberal environmentalism. Arguing that most of the literature on international environmental politics is too rationalist and problem-specific, Bernstein challenges the mainstream thinking on international cooperation by showing that it is always for some purpose or goal. His analysis of the norms that guide global environmental policy also challenges the often-presumed primacy of science in environmental governance.

The “transparency turn” in global environmental governance in particular is seen in a range of international agreements, voluntary disclosure initiatives, and public-private partnerships. This is the first book to investigate whether transparency in global environmental governance is in fact a broadly transformative force or plays a more limited, instrumental role. After three conceptual, context-setting chapters, the book examines ten specific and diverse instances of “governance by disclosure.” These include state-led mandatory disclosure initiatives that rely on such tools as prior informed consent and monitoring, measuring, reporting and verification; and private (or private-public), largely voluntary efforts that include such corporate transparency initiatives as the Carbon Disclosure Project and such certification schemes as the Forest Stewardship Council. The cases, which focus on issue areas including climate change, biodiversity, biotechnology, natural resource exploitation, and chemicals, demonstrate that although transparency is ubiquitous, its effects are limited and often specific to particular contexts. The book explores in what circumstances transparency can offer the possibility of a new emancipatory politics in global environmental governance.
