The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

The end of the cold war, the dissolution of the Soviet Union, and the ascending role of the United Nations in regional security affairs have transformed the driving issues of international security. Traditional security preoccupations and the foundations of past strategy—based on preparation for massive military confrontation—are no longer appropriate. Now world leaders must find alternative strategies to ensure international safety. This book brings together a prominent group of experts, including several recently appointed government officials, to examine an alternative form of security, one that emphasizes collaborative rather than confrontational relationships among national military establishment. Global Engagement offers a complete analysis of the concept of cooperative security, which seeks to establish international agreements to regulate the size, technical composition, investment patterns, and operational practices of all military forces for mutual benefit. It explains how cooperative security also aims to create mechanisms to prevent the proliferation of weapons of mass destruction and regional conflict. Indonesia conceptualised and aimed to adopt four principle roles after 2004 – being a voice for developing countries; being a regional leader; being an advocate for democratic and human rights; and being a bridge-builder. These roles, however, were by no means stable and were constantly being negotiated and contested. Karim analyses the contested nature of Indonesian foreign policy and the limits this places on consistency in enacting these roles. He highlights two drivers for such limitations – conflicting role conceptions and state fragmentation. He develops this argument based on four case studies of Indonesia’s engagement in human rights governance and trade governance at both regional and global levels. Book excerpt: This report is a pilot cross-country study that summarizes 10 years (1998-2008) of the World Bank s engagement at the state level in selected large federal countries and combines elements of a country assistance evaluation and a thematic review. It looks at several strategic and operational questions posed by state-level engagement, among them the selection of states, the scope, and the modalities of engagement. According to the report, two tendencies often in tension featured in most approaches for selection of states for direct engagement. One was to support better-performing, reformist states, while the other was to support the poorest states as a more direct route to reducing poverty. Overall, the study confirms the desirability of continued selective lending in a few focus states. Among other findings: the Bank s engagement with progressive reformist states has added value and has been highly appreciated, but in order to enhance the poverty impact of state level interventions, greater weight should be given to the needs of poorest states by balancing states propensity to reform and the concentration of poverty within them; continued focus on public finance management appears sound, irrespective of whether engagement is confined to this area or serves as an entry point for broader engagement; there is considerable scope for greater impact from knowledge transfer between states and countries and expanded knowledge services to the state-level clients.

Her research interests cover literature and film cultures of the Caribbean, West Africa, the Indian Ocean, and South America. Yongkyu Chang is a professor at Hankuk University of Foreign Studies in South Korea and teaches in the Division of African Studies and Graduate School of International Area Studies. He earned his Ph.D. in Anthropology at KwaZulu-Natal University in South Africa and researched various social and cultural issues across Africa. He has expertise in African belief systems and currently working on a project exploring spirit possession in Zanzibar.
