Book excerpt: The World Summit on Sustainable Development (WSSD) in Johannesburg 2002 was the latest conference in an international process to manage environment and development issues that can be traced back to the late 1960s. Three milestones mark this 30-year process of social and political interaction: the United Nations Conference on the Human Environment (UNCHE), held in Stockholm in 1972, the first international meeting at a high political level convened to address environmental issues; the 1992 United Nations Conference on Environment and Development (UNCED), held in Rio de Janeiro; and the WSSD, which attempted to set policy goals and targets for the global environmental and developmental challenges previously identified.But what did the WSSD achieve? Following the summit there have been various opinions of its significance and its outputs, many of them negative. This book argues that there is a need to place the WSSD in its broader context. Understanding the connections between the WSSD and its precedents as well as those between this overall process and individual environmental decision-making processes (such as on climate change), and how they all contribute to the overall global policy process, adds a critical dimension to the analysis of the WSSD outcomes. This book examines the challenges facing the global policy process for sustainable development as it continues beyond Johannesburg into the future. It combines a forward outlook with a historical perspective in tracing the evolution of selected cross-cutting themes on the agenda of the three conferences, the institutions and formal results of the process, and the actors and their patterns of interaction over time. The focus is on the decision-making dimension – the multilateral negotiations-which can be seen as the development over time of a pattern of interlinked political activities.Global Challenges has four operational objectives: first, to define the ongoing process that formally began with the Stockholm Conference in 1972 and evolved towards its latest major manifestation at the WSSD; second, to present some dynamics of the Stockholm–Rio–Johannesburg (SRJ) process by exploring the themes identified; third, to introduce an approach on how to consider the outcomes of this process as a way of reflecting on what the process has actually accomplished; and, finally, to discuss lessons learned for theory and practice from this exercise. The practical lessons include reflections on how the continued SRJ process should best be organised and supported into the future. The book takes a uniquely broad outlook and interdisciplinary approach in addressing important lessons relating to the emergence of substantive issues as well as to process and institutional dynamics. It is a bridge-building exercise from academic analysis to long-term strategic thinking in environmental regime building. Book excerpt: The national economic situation, rapidly changing societies, increasing environment pollution amidst global warming around us are some of the most burning topics in day-to-day discussions, news and scholarly discourses. What we see are only the consequences of protracted actions, policies and decisions. The issues associated with these phenomena are highly complex that challenge a direct interpretation of their root causations, indications, results and long-term impacts. For instance, is the issue of managing natural resources for industry & business operations within a country an economic problem? Or is it an ecological one? Or rather a social one? Could it be resolved with theories and techniques of either of these fields? Well, the issue and its redressal requires a combination of all the three disciplines. And yet actions to integrate all of these fields have typically by-passed one or more. The framework that has over the years most commonly explained the convergence of different spheres of disciplinary knowledge has been sustainability. At the same time, its pursuit in practice, the dominant public perception, political agendas and the mainstream media remains elusive. In absence of a critical theory on ‘sustainable societies’, the contemporary development model is misinformed by vague notions of greening, green growth, eco-development, ecotourism, smart cities, etc. largely steered by corporates and vested business groups. The contemporary societies exist and continue to develop without genuine knowledge about sustainability that lies fragmented in its contributing disciplinary streams. This book unfolds the inherent dilemmas, contradictions and paradoxes within the current sustainability paradigm to form a rather nuanced and inside view of what constitutes sustainability and how it could be realized with socio-technical, institutional, policy and management solutions. In the process, the research comprehensively reviews about a hundred environmental, social and economic theories to deliberate on the way forward. Considering that sustainability is a politico-economic and socio-cultural challenge, the transitions need to be culturally diverse and inter-generational, requiring infusion of fresh values, messaging and leadership while conserving traditional knowledge, prevailing institutions. The book culminates with a transition architecture bearing policy recommendations for governing without governmentality with plausible regulatory instruments, capacitating mechanisms, planning and voluntary measures that can be implemented in practice. Since then, the people and the Royal Government of the Kingdom of Thailand, in general, and Mahachulalongkornraja- vidyalaya University, in particular, were very honored to have successively and successfully held for twelve years the United Nations Day of Vesak Celebrations in Thailand. From 2004 to date, we have come a long way in the celebrations, and we are happy to be the host and organizer, but it is time for the celebrations to grow and evolve. The United Nations Day of Vesak is coming to maturity, with twelve celebrations under our belt, much experience gained, and it is time now to share this with others. There will always be room for growth and development, and we are elated to see it grow. In 2006-2007, having joined the International Organizing Committee for the UN Day of Vesak as Deputy Secretary General, Ven. Dr. Thich Nhat Tu has played a crucial role in building strong relationships between the National Vietnam Buddhist Sangha and the International Council for Day of Vesak in particular and the Global Buddhist communities in general. We have supported and congratulated Vietnam on organizing successful UNDV celebrations and conference in 2008 and 2014, respectively. Recognizing his pragmatic approach, values and contribution of Buddhism, the United Nations in a resolution in 1999 decided to celebrate the Triply Blessed Day of Vesak (Birth, Enlightenment and Passing Away of Gautama), falling mostly in a lunar calendar in the month of May. The first celebrations were held way back in the year 2000 at the United Nations Headquarters in New York and subsequently the day has been celebrated hugely in different countries. Today our planet is confronted with a number of crises and unprecedented natural disasters. The imminent threat of terrorism and ethnic violence, tackling poverty, providing education and sustainable development leads us to strive for social justice. There is an urgent need for concerted and constant planning and right effort at an international level to foster permanent peace in the societies and in the lives of individuals. Against the backdrop of such widespread misery and strife leading to complex issues and crises, Buddhism with its rich heritage of tolerance and non-violence can contribute immensely and inspire us with His message of loving-kindness, peace and harmony in today’s world. The United Nations Day of Vesak (UNDV) 2019 is a testimony to this fact. Vietnam got the chance and responsibility of hosting this international Buddhist event UNDV in 2008 and 2014 respectively. The event proved an amazing spectacle of religious and spiritual festivity, with thousands of Buddhists from around the world converging in Vietnam, to spread the Buddha’s message of peace, love and harmony. This is the third time that Vietnam is hosting this important international event which is viewed by Buddhists as an opportunity to spread the Buddha’s message and values of love, peace, non- violence, tolerance and compassion across the world. It is a great honor for Vietnam, the Vietnamese people, the National Vietnam Buddhist Sangha and Buddhists all around the world to participate in the UNDV celebrations and spread the rich Buddhist heritage, especially its teachings of equality, social justice, respect and understanding for the benefit of all humanity. World Buddhists and particularly the Vietnamese people are excited about their country hosting this auspicious and important event for the third time. This international religious, cultural and academic event would also certainly promote interaction and exchange of Buddhist cultural and intellectual values among diverse countries. The International Buddhist conference with the main theme of “Buddhist Approach to Global Leadership and Shared Responsibilities for Sustainable Societies” during the celebrations could not have been more relevant and timely. The present book is the outcome of one workshop representing one perspective of the conference. Other perspectives of the conference include: (i) Mindful Leadership for Sustainable Peace, (ii) Buddhist Approach to Harmonious Families, Healthcare and Sustainable Societies, (iii) Buddhist Approach to Global Education in Ethics, (iv) Buddhism and the Fourth Industrial Revolution, and (v) Buddhist Approach to Responsible Consumption and Sustainable Development. This international conference aims to foster co-operation among Buddhist communities and institutions, and to develop Buddhist solutions to the global crisis. Papers selected for this volume are those that combine thematic relevance, familiarity with the main theme or sub-themes, significant research in primary resources, innovative theoretical perspectives, clarity of organization and accessible prose style. Acceptable articles in this volume are determined by the Academic Peer-Review Committee. UNDV 2019 certainly is an opportunity for the world Buddhists, the National Vietnam Buddhist Sangha and all the members of the international community to benefit from the rich traditions, values and spiritual ideals of Buddhism. Book excerpt: A "sustainable society," according to one definition, "is one that can persist over generations; one that is far-seeing enough, flexible enough, and wise enough not to undermine either its physical or its social system of support." As the government sector works hard to ensure sufficient fresh water, food, energy, housing, health, and education for the nation without limiting resources for the future generations, it's clear that there is no sufficient organization to deal with sustainability issues. Each federal agency appears to have a single mandate or a single area of expertise making it difficult to tackle issues such as managing the ecosystem. Key resource domains, which include water, land, energy, and nonrenewable resources, for example, are nearly-completely connected yet different agencies exist to address only one aspect of these domains. The legendary ecologist John Muir wrote in 1911 that "when we try to pick out anything by itself, we find it hitched to everything else in the Universe." Thus, in order for the nation to be successful in sustaining its resources, "linkages" will need to be built among federal, state, and local governments; nongovernmental organizations (NGOs); and the private sector. The National Research Council (NRC) was asked by several federal agencies, foundations, and the private sector to provide guidance to the federal government on issues related to sustainability linkages. The NRC assigned the task to as committee with a wide range of expertise in government, academia, and business. The committee held public fact-finding meetings to hear from agencies and stakeholder groups; examined sustainability management examples; conducted extensive literature reviews; and more to address the issue. Sustainability for the Nation: Resource Connection and Governance Linkages is the committee's report on the issue. The report includes insight into high-priority areas for governance linkages, the challenges of managing connected systems, impediments to successful government linkages, and more. The report also features examples of government linkages which include Adaptive Management on the Platte River, Philadelphia's Green Stormwater Infrastructure, and Managing Land Use in the Mojave.
