In questo contesto, le procure hanno acquisito un posto particolare, tanto che molti esperti parlano di una 'Repubblica dei PM', divenuti un potere a parte, con mezzi propri, che si indirizzano direttamente all'opinione pubblica, avvalendosi della 'favola' dell'obbligatorietà dell'azione penale, utilizzando la cronaca giudiziaria come mezzo di lotta politica e trasformando l'Italia in una 'Repubblica giudiziaria'.
